THE POSITION

Field Inspection Functions

Performs building, fire, electrical, plumbing and mechanical inspections of all structures during construction to ensure conformance to City/State codes, ordinances, approved plans, calculations, and specifications, using appropriate safety precautions; checks for setbacks and conformance to zoning regulations; checks signs and fences; investigates complaints; interprets codes, reports violations and hazardous conditions and orders corrections; notifies builders of required changes and makes re- inspections; performs fire prevention inspections and investigations of new and existing structures; and advises the public regarding construction practices and principles.

Administrative Functions

Reviews plans and specifications for the purpose of conducting building inspection work; prepares records, reports and correspondence; utilizes personal computers to perform data entry functions; and may be assigned to assist in the Permit Center, as needed.

The position may be filled at either the Building Maintenance Technician I ($25.5464 - $34.2345 per hour) or at Building Maintenance Technician II ($28.2260 - $37.8255 per hour), based on candidate qualifications and experience.

The City of Foster City is looking for a Building Maintenance Worker I who is able to perform semi-skilled maintenance and repair work on municipal buildings, facilities, and equipment in the Building Maintenance Division. This position performs routine and standardized tasks and duties such as plumbing, carpentry, painting and electrical activities.

Education and Training Guidelines
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Completion of the twelfth grade or the equivalent, supplemented by specialized training in maintenance, construction, or facilities maintenance.

Experience: One (1) year of full time experience in general maintenance, construction, or facilities maintenance.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Building Maintenance Manager will make the hiring decision.

This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors;  frequently operate heavy equipment, hand tools, light equipment and power tools; constantly work in outdoor weather conditions; frequently move about work sites; communicate and exchange information; observe and document site conditions; transport equipment and tools between vehicles and work sites on a daily basis; and occasionally ascend/descend a ladder to access areas of work.

Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week.  Some evening and weekend overtime with prior approval by supervisor is expected. The position will work out of the Los Angeles River Center and Gardens and will be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

MINIMUM QUALIFICATIONS

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. Role description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations. The incumbent will either be assigned to work in the world class historic Cable Car Barn or the Mechanical Systems Program which manages SFMTA’s subway system, this includes the recently completed Central Subway extension project.

*Different shifts at the Mechanical Systems Program (MSP), various Subway Stations, and Cable Car (CC) Building, at 1201 Mason Street, San Francisco, CA 94108. Initial trainings may occur in shifts different than those listed below:

Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

Medical Examination/Drug Testing:
Candidates who are being considered for appointment for positions may be required to pass a medical examination. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
