THE POSITION:

Under general direction by management staff or the Director of Library Services, the Librarian II performs a variety of professional and para-professional duties in support of a modern library and community learning center.

Librarian II: Technology Services: 

 

The Technology Services Librarian will have primary responsibility for overseeing all in-house technology in the Downtown Library and Weekes Branch, including: 
 

• Coordinating the Library’s Makerspace, Digital Media Lab, and Public Computer Lab, including providing tech support to public and staff computers.  
• Serving as the liaison to the City IT department 
• Working with library vendors to curate and manage the library’s e-resources, including e-books and databases.  
• Supervising staff assigned to the Tech Lab, Makerspace, Digital Media Lab, and Public Computer Lab. 
• Serving as manager in charge in the absence of senior managers.  

 

 Librarian II: Marketing and Outreach:
 

The Marketing and Outreach Librarian will have primary responsibility for overseeing the library’s Outreach Division, which includes:  

 

• Coordinating the library’s bookmobile and techmobile services, and community hub.  
• Coordinating library marketing, including social media, newsletters, and the library’s website.  
• Coordinating off-site and on-site programming and collaboration requests.  
• Serving as the liaison to the City’s Publicity/PR Department 
• Supervising staff assigned to outreach services.  
• Serving as manager in charge in the absence of senior managers.  

Librarian II: Education Services:
 

The Education Services Librarian II will have primary responsibility for coordinating the library’s Education Services Division, which includes:  

 

• Program development and implementation of cradle to senior programs in collaboration with community partners.  
• Early childhood development programming, K-12 after-school support programs, adult literacy, summer programming, and citizenship programming.  
• Serving as a liaison to schools and institutions of higher learning.  
• Overseeing multiple federal and state grants.  
• Supervising staff assigned to the Education Services division.  
• Serving as manager in charge in the absence of senior managers.

Duties may include but are not limited to the following:
 
Plans, organizes, directs and coordinates the functions of a major service area of the library.

Makes recommendations on selection and withdrawal of books, periodicals, display materials, and audio or video or e-materials by reading reviews, and other sources, and keeping up with current trends and making recommendations to the Director of Library Services.
 
Performs reference and readers advisory work in person, by telephone or other communication means, by verifying the patrons' needs through the reference interview process, and answering questions or exploring alternative sources of information such as other resources, agencies and libraries.

Updates factual material and coordinates loan services with other libraries. Assesses technology needs, evaluates system needs and makes recommendations for purchasing or improving equipment and programs based on current industry standards.
 
Serves as a liaison to the IT department for testing and supporting computer devices, library software, and infrastructure needs; provides basic technical assistance to library staff and patrons; and plans technology related training and programming for staff and the public.
 
Independently performs complex cataloging and classification review and related activities as assigned.
 
Directs or participates in community programs such as library tours for community groups, special programs for children and adults including technology services and on-site visits to the library.
 
Attends job-related meetings such as weekly staff meetings, Bay Area Library Information Systems meetings and/or other area meetings.
 
Prepares and submits performance evaluations on staff.

Prepares and submits timely and informative reports on projects as needed, including recommendations regarding resources and budgetary needs.

THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.

Berkeley is one of just three cities in California with an independent local health jurisdiction. Part of our Health, Housing, and Community Services Department, the Environmental Health Division administers programs in Food Safety, Vector Control, Noise Control, Tobacco Licensing, Cannabis, Recreational Health, Water Quality, and Body Art.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four year college or university with major coursework in environmental health, sanitation or a related biological field. State certification in pesticide use and safety and vertebrate vector control is desirable. 

Other requirements:

• Registration by the State of California as an Environmental Health Specialist.
• Valid California driver's license and a satisfactory driving record.

The Position 

As a member of the Human Resources Department’s management team, the Human Resources Analyst I/II position will perform a wide range of responsibilities to support the Labor and Employee Relations function.

The Ideal Candidate 

The ideal candidate will have a well-rounded generalist background. It will be important for the Human Resources Analyst I/II to possess a passion for work in the public sector coupled with an ability to think critically, and communicate effectively while maintaining exceptional interpersonal relationships with team members and customers. The successful candidate will be proficient in working with managers across the City to provide counsel and assistance regarding a wide range of human resources issues to support the labor and employee relations function. Attention to detail is critical and the successful candidate must be able to handle multiple assignments at once with a customer centric philosophy. Desirable Qualifications: Thorough understanding of labor and employee relations in the public sector; Human Resources certifications in SHRM, IPMA and/or CALPELRA; and experience with Human Resources systems.

Examples of Job Duties 

• Work collaboratively with the Human Resources Manager to provide counsel and assistance regarding employee relations and organizational development matters, including employee investigations, disciplinary corrective actions, and grievance resolution.
• Support the bargaining function including preparing negotiation proposals and completing cost analysis.
• Administer labor agreements and represent the City in labor and management issues.
• Provide information to City employees and others using sound judgment and effective interpretation of policies, laws, rules and procedures.
• Support the work of the citywide organizational development initiatives to develop Fremont’s future leaders.
• Support Citywide employee engagement and training initiatives.
• Assist in the implementation and management of the citywide employee performance management system.
• Support Labor Relations and Benefits efforts by researching, gathering, analyzing and summarizing data. Perform benefits research, studies and project management.
• Research and analyze emerging trends in Human Resources and develop recommendations to improve our programs and address challenges.
• Coordinate requests for proposals, summarize proposals and make recommendations for the acquisition of services.
• Improve Human Resources efficiencies by implementing industry best practices.
