The Department of Planning, Building and Code Enforcement, Code Enforcement Division, is hiring an Environmental Inspector I/II in its Local Enforcement Agency (LEA) Program. This environmental professional is one of four members of San José's CalRecycle, State Certified Local Enforcement Agency. This position will be responsible for facility inspections of Solid Waste Permitted facilities to assure compliance with State Public Resource Codes and California Code of Regulations Titles 14 & 27, complaint investigations, enforcement activities, random gas monitoring at closed landfills, and review and approval of Solid Waste Facility Permits and technical documents.

The incumbent will be expected to maintain positive and open communication with facility operators, other City, County, State Agencies and to attend required training(s).

Typical duties for this position include but are not limited to:

-Inspects open landfill, materials recovery facilities, closed landfill sites, composting operations, construction & demolition debris recycling facilities for compliance with Federal, State and Local Regulations.

-Intake, review, determine if technical documents/applications are complete and correct per State Regulations.

-Consult with LEA supervisor and CalRecycle to determine appropriate enforcement actions to take against facility owner/operator per investigations.

-Prepare and present enforcement case violations to the City of San José and LEA hearing officer for further actions.

-Provide education on program policies and regulations at community meetings (SWEP, CEQA, etc.), technical conferences, Division Code Enforcement Academy, etc. as needed/requested by management.

-Participate in developing and implementing policies, procedures and technical protocol specific to the LEA program.

-May be responsible for the application, completion and/or monitoring of the annual EA grant to CalRecycle.

-Must learn and become proficient in the CalRecycle Solid Waste Information System (SWIS) processes/procedures and Decade Envision Connect procedures.

-Respond to and investigate odor complaints relating to compost facilities within the designated areas immediately or within the same day the complaint was received.

-May be assigned to responsibilities associated with annual updates to the Environmental Enforcement Plan (EPP). Provide ongoing monitoring to ensure all approved changes are updated immediately, formatted per CalRecycle recommendations and sent to CalRecycle for EPP update.

-Required to participate in the Annual Medical Monitoring Program to assure proper health and fitness are monitored and maintained to do the job.  

-Maintain daily activity log, daily record keeping updates of pertinent facility documents to maintain a complete facility history.

-Work with LEA supervisor and CalRecycle to enforce regulations/conditions specific to SWFP and associated technical documents.

-Draft and issue solid waste facility permits for new sites and revise permits at existing facilities when there are changes as well as perform five years of all permitted facilities.

-Prepares enforcement cases for the City and district attorneys, including preparing analytical data reports and interpreting analyzing, data laws, rules and regulations.

-Responds to emergency spills, overseas cleanup, ensures clean up compliance.

 
A Registered Environmental Health Specialist (REHS) is highly desirable.

The Environmental Services Department is currently recruiting for Assistant Environmental Inspector and Environmental Inspector I/II positions in the Watershed Protection Division within the Watershed Enforcement, Food Service Facility Inspection, Source Control, and Environmental Engineering work groups. The Watershed Protection Division provides services that support the City's efforts to protect water quality in local creeks and the Bay. These services are integral to the City's management of both wastewater and stormwater. The Watershed Protection Division is comprised of more than 100 employees with four key functions: Stormwater Management, Environmental Enforcement, Industrial Pretreatment, and Laboratory Services.

The work groups for these positions are described below.

WATERSHED PROTECTION DIVISION: ENVIRONMENTAL ENFORCEMENT PROGRAM

Watershed Enforcement - This group is responsible for stormwater inspection programs, which include inspection of San José businesses and active construction sites for implementation of practices that protect stormwater quality. This group also responds to incidents of illegal discharge to the storm sewer system. These programs are required under the City's Stormwater National Pollutant Discharge Elimination System (NPDES) permit. On an annual basis, this group inspects more than 2,500 businesses, approximately 200 stormwater treatment measures, and more than 100 construction sites, as well as responding to approximately 600 complaints of illegal discharge.

Food Service Facility Inspection - This group is responsible for an inspection program focused on food service facilities with an emphasis on controls for Fats, Oils, and Grease (FOG). This program is required under both the City's Stormwater NPDES permit and the Sanitary Sewer Management Plan (SSMP). This program provides detailed inspections of more than 4,000 food service facilities across the City of San José.

WATERSHED PROTECTION DIVISION: PRETREATMENT PROGRAM

Source Control - This group is responsible for implementing the Pretreatment Program for industrial discharges to the San José-Santa Clara Regional Wastewater Facility (Facility). The program is required by the Facility's NPDES permit and is aimed at ensuring that certain dischargers have adequate treatment prior to discharge in order to protect water quality and the integrity of the wastewater collection and treatment system. On an annual basis, this group inspects approximately 350 businesses, collects more than 1,900 water quality samples, reviews more than 900 self-monitoring reports, and issues an average of over 200 enforcements.

Environmental Engineering - This group, which includes Sanitary Engineers and Environmental Inspectors, provides engineering and technical support to the Environmental Enforcement and Pretreatment Programs. This work group's responsibilities include issuing and renewing approximately 100 Industrial Wastewater Discharge Permits annually, performing Plan Checks for industrial facilities within the Facility's service area, developing procedures and policy documents in support of Watershed Protection programs, and providing other technical duties as needed.

Assistant Environmental Inspectors:

Assistant Environmental Inspectors are responsible for collecting samples and performing basic inspection tasks at industrial, commercial, and food service facilities to determine compliance with local, state, and federal environmental regulations. They also assist with the review of pretreatment systems and grease removal devices, including evaluation of pretreatment system performance and review of maintenance and cleaning records. 

Environmental Inspectors I/II:

Environmental Inspectors are responsible for conducting a variety of professional inspection and investigation duties to ensure compliance with local, state, and federal environmental regulations.  They interpret and enforce regulations by assessing environmental data, reviewing self-monitoring reports, performing inspections, and overseeing specialized compliance assessments and investigations.  Environmental Inspectors prepare a variety of technical and regulatory reports and maintain program records.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking highly qualified candidates for the position of Departmental Systems Analyst. 

In general, the Departmental Systems Analyst:

• Provides complex analytical support to the maintenance and/or modification of existing systems and development of new systems 
• Serves as liaison between business users and information technology staff, vendors and service providers
• Provides technical and analytical support and training to system users
• Performs system administration functions to ensure security and effective operation
• Develops and maintains a variety of automated files, records and databases
• Prepares and distributes new procedures, training materials and a variety of ad hoc reports
• Performs other related duties as required and/or assigned

Incumbents in the position of Departmental Systems Analyst (DSA) will have: a general knowledge of both departmental and program operations and information system capabilities, which will enable effective interactions between technical and non-technical staff; the ability to explain and document the needs and requirements of each to the other; and the ability to participate in the development of systems that effectively support department and program operations.

At this time, and for the next three years, the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer (ACRE) will be involved in a major technology initiative aimed at creating a new Assessor Property Assessment System (APAS).  The new APAS system is a multi-million-dollar, multi-year project that will be developed utilizing Salesforce Platform as a Service (PaaS).

The DSA will be responsible for drawing out the objectives and scope of business system solutions through a systematic analysis of the business needs, business processes, and formulation of business requirements. The DSA will liaise between the business community and the Information Technology (IT) division of ACRE, and will work with IT engineers, technicians, vendor resources, and other analysts in architecting, designing, developing, and testing automated solutions that meet the business needs of the organization. The DSA will also assist in planning, monitoring, and implementing development and maintenance efforts to ensure alignment with project, department, and overall organizational goals.

The DSA will be critical to the ACRE team's ability to validate and update the Assessor Division's requirements documentation. The position will also play a critical role in working with the ACRE team and the Systems Integrator to develop user acceptance test scenarios and test cases. Additionally, the DSA will become a critical ACRE IT resource for the APAS project.

The ideal candidate for this position will:

• Have a solid understanding of system development methodologies and techniques and an excellent grasp of database concepts and principles, i.e., transactional, analytical, reporting, etc.
• Be an excellent analytical thinker and possess good problem-solving and communication skills
• Have project management, leadership, initiative, and technical skills including some software development experience
• Be required to work non-standard hours at times and partner with all technology disciplines

The Department of Public Works is involved in the planning, design, and construction of infrastructure projects within the unincorporated areas of San Mateo County. The Capital Projects Group is responsible for delivering a wide variety of building construction projects for the County's airport, hospital, parks, correctional facilities, and state courts. Under general supervision, the CPM is responsible for coordinating technical, administrative and management activities related to County facilities construction projects. THE POSITION

To perform semi-skilled and skilled labor in the maintenance and repair of refuse bins and vehicles used in residential and commercial refuse collection.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Refuse Maintenance Worker series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Refuse Maintenance Worker I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from a Refuse Supervisor, receives technical and functional supervision from a Senior Refuse Truck Driver.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Maintain and repair refuse collection bins, including cleaning, painting, and making structural repairs such as replacing and/or fabricating wheels, castors, lids, and gate pins.
• Inspect refuse collection vehicles and perform light maintenance as needed; steam clean refuse collection trucks.
• Drive a bin truck and deliver refuse collection containers to new residential and commercial customers/units; exchange bins or cans as needed.
• Clean up waste spills, fluids, glass, and trash at various locations.
• Fill out and submit required forms.
• Assist Refuse Truck Drivers on residential and commercial routes, as necessary.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Uses and purposes of general mechanical tools and equipment; safe work practices.

Ability to:

• Learn to perform unskilled and semi-skilled tasks related to a variety of refuse equipment maintenance activities; perform heavy physical labor.
• On a continuous basis, know and understand operations, and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing installation of equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 40 pounds or less.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training

Experience:

• No experience is required; some general maintenance experience is preferred.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

• Possession of a valid California Class C driver’s license by date of appointment.

SELECTION PROCESS

Applications will be screened by the Human Resources Department for minimum qualifications.  Qualifying applicants may be contacted by the Department to interview. Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check and depending on position applied for a pre-employment medical exam and a drug and alcohol screening test.
