Position Summary

Under supervision of the Ironworker Superintendent, performs structural maintenance, repair and construction for the Golden Gate Bridge and other District facilities as required. Following plans and specifications, lays-out and fabricates a wide range of items.

Essential Responsibilities

• Performs maintenance, repair and construction for the Golden Gate Bridge and other District facilities including, but not limited to, the following: 
  1. Maintenance, repair, and replacement of steel components and fasteners. 
  2. Rigging for other crafts. 
  3. Installs and repairs of chain link and other fencing. 
  4. Shop fabrication of steel items and erection of structural and miscellaneous steel items. 
  5. Placement of reinforcing steel for concrete. 
  6. Maintenance of toll collection facilities and equipment. 
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned
• Regular and reliable attendance and performance is required

Minimum Qualifications

Education and/or Experience: Completion of Ironworker’s Apprenticeship. Four years’ Structural Ironworker experience required; welding and shop fabrication experience desirable. Additional qualifying experience may be substituted for completion of an Ironworker Apprenticeship Program; applicants substituting additional qualifying experience for an Ironworker Apprenticeship Program should attach a statement supporting the additional qualifying experience. 

Required License: Must possess and maintain a current, valid California driver's license and satisfactory driving record. No reckless driving and DUI infractions within the last 7 years. No more than 2 moving violations within the last 3 years. May operate District vehicles.

Physical Requirements:  Must be able to perform heavy manual labor. Work is performed outside in varying weather conditions. Must be able to stoop, bend, push, pull, and lift up to 50 pounds. Will be required to wear a respirator, or other personal protective equipment involving full body protection. Must be able to work comfortably at considerable heights from platforms, ladders, floats or suspended scaffolds; climb and walk on the Bridge cables; and climb ladders.

The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.

THE DEPARTMENT

The Revenue Accountant position is part of the General Ledger and Financial Reporting unit within the Finance Section. The General Ledger and Financial Reporting unit maintains financial integrity over the general ledger accounts, oversees toll revenue from the seven state-owned toll bridges and from the express lanes, prepares the Annual Comprehensive Financial Reports (ACFR) and other stand-alone financial statements, and works closely with the auditors for the annual audits.

Under the supervision of the Toll Revenue Supervisor, this position prepares toll revenues from the seven state-owned toll bridges and from the express lanes. This process includes preparing daily toll revenue entries and monthly toll revenue and traffic reports; reviewing trial balance from the Regional Customer Service Center to record into BATA financial statements; researching and investigating variances; recording and analyzing the data; working with the Electronic Toll Collection (ETC) unit, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting; reviewing and reconciling the general ledger accounts; and performing other job-related tasks or assignments as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the supervision of the Toll Revenue Supervisor, the Revenue Accountant will prepare the toll revenues from the seven state-owned toll bridges and from the express lanes.  This process includes, but is not limited to, the following:

• Prepare daily toll revenue entries.
• Prepare monthly express lanes and other revenue entries.
• Prepare monthly toll revenue and traffic reports by bridges. Coordinate the overall toll revenue reporting.
• Reconcile and identify toll revenue variances and investigate the reasons for the differences.
• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.
• Perform monthly reconciliation between General Ledger and service center trial balance and various reports.
• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.
• Perform analysis and management studies of accounting requirements and participate in the decision-making process to resolve financial issues.
• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.
• Assist in other monthly financial close activities, year end close, and with the annual audits.
• Prepare year-end schedules for audit and provide documentation for auditors as necessary.
• Assist in the preparation of Accounting Comprehensive Financial Report (ACFR).
• Perform other job-related duties as assigned by the Section.

Mineta San José International Airport is accepting applications for the position of Maintenance Assistant.

The Maintenance Assistant position is responsible for raking leaves and debris, digging post holes, trimming hedges and trees, as well as cleaning large areas that contain debris, weeds, abandoned materials, catch basins and gutters. The Maintenance Assistant will also be required to safely operate pressure washers, scrubbers, sweepers, pick-up trucks, as well as tractors with flail mower attachments. Other responsibilities include assisting with forming, pouring and finishing of new concrete surfaces, and working on landscape projects near roadways, which may involve proper set-up of roadway markings and traffic control. In addition, this position will be responsible for planting ground covers, flowers, plants and trees, using a variety of soil amendments and fertilizers. The use of power hand tools for the maintenance and repair of plumbing fixtures, doors, roofs, sanitary sewer line cleaning, changing lamps, emptying trash and picking up trash/debris in assigned areas will also be required.

Other duties may include:

- Digs holes, trenches, and ditches using picks, shovels, jack hammers, spades, cultivating forks, post hole diggers and other tools; loads, unloads, shovels, and rakes sand, gravel, dirt, fertilizer, loam, asphalt, and other materials.

- Participates in the repair of sewer lines, checking of sanitary sewers, laying of sewer pipes, and installation of sewer connections.

- Performs labor in the planting, cultivating, trimming, removing, watering, and spraying of lawns, plants and other vegetation.

- Mows and trims lawns, rakes leaves, hoes weeds, clears paths and trails, empties trash containers, cleans equipment, structures, and facilities, such as courts, swimming pools, park grounds, restrooms and work areas.

- Performs labor in the erecting of tree supports

- Sets up cones and barricades for traffic and safety control, may perform as a flag person.

- Lifts heavy weights.

- Operates small dump trucks, light flatbed trucks, portable cement mixers, small sweepers and other equipment.

- Uses tools such as air spades, tampers, picks, shovels, hoes, rakes, pruning shears, rototillers, trimmers, shears, edgers, loppers, pruners and other items.

- Uses general carpentry, mechanical and hand tools, such as saws, drills, wrenches, hammers, screwdrivers, ladders and other tools.

- Is responsible for safe operation of equipment and tools.

- Is responsible for vehicle and pedestrian traffic safety in work areas.

The Position:
This is complex clerical work involved in central District processes related to the procurement of goods and services, including selection of vendors, volume buying, implementation of bid procedures, scheduling and coordinating deliveries, inventory, assessing availability and quality of goods and services, administering under direction district-wide procurement related tools, such as procurement and gasoline cards, creation of purchase orders, creating and archiving documentation, and assisting the Senior Buyer as needed. Under general direction, the employee provides technical buyer information and facilitates purchasing of both goods and services to all District units. Public contact is extensive, primarily involving District and College staff at all levels and outside vendors for the purpose of exchanging product, procedural, timeline and workflow information. A moderate to high degree of independent judgment and creativity are required to select and apply appropriate policies and procedures to the resolution of frequent minor and occasional major problems that arise. Consequences of errors in judgment can be costly in terms of District resources, employee time, and in public relations; however, supervisory controls limit the risk of serious errors. Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. • Exchanges information with District and College staff, vendors, contractors, businesses and community organizations, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines, and item specifications
• Serves as a liaison between the Colleges and District Office relative to purchasing procedures and policies
• Attends professional development related meetings, workshops, and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
• Assists with presentations to College and District staff regarding purchasing policies, processes, and timelines and confers with supervisor and co-workers to improve customer service to the colleges
• Uses a variety of computer software to produce and archive documents created by the purchasing process and to perform administrative tasks, such as scheduling meetings and arranging meeting logistics
• Under direction, may administer district-wide procurement related tools, such as procurement cards, gasoline cards, contract management software
• Research and document vendor information
• Compose or review a variety of correspondence, memoranda, announcements, reports, and other written materials as assigned
• Reviews requisitions for accurate item description, quantity, tax, vendor, and compliance with purchasing policies
• Confers with College and District Office staff to correct missing or inadequate information
• Assists Senior Buyer with day-to-day purchasing functions as needed
• Obtains competitive quotes, receives, checks and tabulates results of quotes; interviews, confers, and corresponds with vendors and contractors regarding goods and services in conjunction with management and other staff; assists with planning timelines, staffing needs, procedures, and materials for bidding and other projects
• Establishes and maintains an online and manual library of vendor resources and information
• Performs other related duties as assigned

Minimum Qualifications:

• Associate’s degree in marketing, business administration, or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included demonstrated skills in volume buying, specification development, securing and evaluation of bids, commodity pricing methods and discounts, and selection of various supply sources
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Excellent oral and written communication, including demonstrated skill in giving clear and concise instructions
• Demonstrated advanced skills in composing business correspondence and other documents using Microsoft Office Suite

Physical Requirements:
This classification requires visual comparison and acuity; attention to details; multi-tasking and work under deadline pressure; analysis and interpretation of data; tact, patience and sensitivity; possession of a valid California Driver’s License and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions, flexibility and adaptability to change; use of keyboard for extended periods of time, pushing, pulling, reaching, moving objects of moderate weight.

• Skill in use of the Microsoft Office Suite, Adobe Creative Suite, web-based content management systems software and internet tools to compose business correspondence and documents, develop spreadsheets, research, enter, modify, format and present statistical, financial, and other data for reports
• Skill in exercising patience and persistence to obtain best value, competitive pricing
• Skill in problem analysis and solving methods
• Skill in effective written and oral communication (including correct English usage: grammar, spelling, vocabulary, and punctuation)
• Skill in planning, project coordination, and evaluation
• Skill in respectful, sensitive communication with people who are diverse in their cultures, language groups, and abilities
• Skill in providing training to employees
• Skill in working efficiently and accurately under deadline pressure
• Ability to work effectively as part of a dynamic customer service team that maintains a standard of excellent customer service to internal and external customers in a variety of business situations
