DEFINITION: Under general supervision, performs skilled tasks and procedures regarding inspection, monitoring, and reporting of Industrial, Commercial, Institutional, and Governmental establishments to ensure that wastewater discharges meet compliance with City Ordinances and State and Federal discharge requirements; assists with inspections and monitoring of NPDES storm water program; monitors and coordinates the Household Hazardous Waste Collection Center; and assist with the various programs related to the City’s implementation of the Clean Water Act.
EXPERIENCE & TRAINING: A minimum of two (2) years of experience in industrial waste inspection and environmental related subjects. EDUCATION: Equivalent to the completion of the twelfth grade, and completion of 30 semester units in environmental science, chemistry, biology, or microbiology is desirable. LICENSE/CERTIFICATES: Possession of, and continuously throughout employment, a valid California Class “C” Driver’s License and a valid Industrial Waste Inspection Grade I certificate by the California Water Environment Association. Attainment of an Industrial Waste Inspector Grade II certificate is desirable.
ESSENTIAL FUNCTIONS: The employee must have the ability to:
Coordinate the City’s industrial wastewater monitoring program.
Prepare written reports and maintain accurate records regarding City Clean Water Act programs.
Install monitoring equipment and perform chemical analysis in the field.
Inspect industrial/commercial/governmental establishments for compliance with City wastewater discharge requirements.
Monitor operation of Household Hazardous Waste Collection Center and compliance with contract requirements.
Assist in the development of grant funding requests.
Perform sampling of water, wastewater and various solid and soil materials.
Perform physical labor under adverse conditions associated with assigned area of responsibility.
Operate sophisticated monitoring equipment.
Make accurate mathematical and statistical computations.
Lead, train and evaluate assigned staff
Read, interpret and work from contract documents and technical manuals.
Exercise good judgement in troubleshooting problems.
Work without direct supervision.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative-working relationships with those contacted in the course of work.
Perform any other tasks or functions deemed necessary to the daily operations of the employer.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision when inspecting work and operating assigned equipment. Acute hearing is required when providing customer service to the public via phone.
EXPERIENCE AND TRAINING GUIDELINES: A combination of experience and training that would provide the required knowledge and abilities is qualifying. The employee must have the knowledge of intermediate mathematics; appropriate safety precautions and procedures; basic principles of effective public relations; plumbing codes and regulations; principles of effective supervision; hazardous materials; Federal Clean Water Act Regulations; City ordinance and enforcement response plan; sewer and storm collection systems; purchasing policies and procedures; basic Chemistry; and inspection techniques and reporting.
