ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. The Environmental Programs Manager is poised to make significant contributions to a variety of environmental programs that require management, coordination, and compliance. This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

The City of San José, Office of the City Attorney is seeking an entry-level attorney in the Transactional division. For the Solid Waste Division, we are seeking a highly motivated, organized, and creative individual with strong quantitative and analytical skills, impeccable written and verbal communication skills, and a solid understanding of environmental science and policies to manage Sunnyvale’s closed landfill.

This position works with environmental consultants and contractors, a diverse team of City’s Wastewater Treatment Plant operations and maintenance staff, and regulators including the Water Board, CalRecycle and the Air District to ensure closed landfills and compliance with solid waste, air and water quality regulations.

We are looking for an ideal candidate who can ensures compliance with applicable Permit requirements; reviews, analyzes, and interprets operational and monitoring data; and prepares technical memoranda and reports; has experience with designing, implementing, and maintaining solutions related to various aspects of postclosure maintenance of the landfill and performs related work as required.

Candidate’s experience in reviewing plans and specifications of public and private projects proposed on or near the landfill for potential impacts, informing developers/designers of impacts of landfill-related regulations and proposes necessary changes to projects is highly desirable.

Salary:

This position is responsible for performing transactional paralegal duties related to legal transactions for the Housing Department. The ideal candidate will be a Paralegal experienced in preparation and/or review of real estate loan documents, closing of escrows for real estate financing transactions (including review of preliminary title reports and title policies), will be detail-oriented with good organizational and computer skills, and will have good writing and analytical skills. The annual salary range for a Legal Analyst I is $80,676.96 to $98,083.44, and the annual salary range for a Legal Analyst II is $88,058.88 to $107,016.00. ESS employees play a critical role in providing the many vital services that help protect our environment and improve the lives of San Jose residents!
 
Employees in the ESS series perform highly technical and specialized functions to preserve environmental resources and provide public protection in the area of environmental sciences. ESS employees develop, organize, and coordinate assigned plans, programs, and/or special projects for the City and its environmental services; and act as a primary resource to City officials, the community, and businesses.
 
Typical duties for ESS positions across the department include:
• Developing and evaluating assigned environmental program goals and policies
• Developing, monitoring, and overseeing contract terms and negotiations, grant proposals, and project budgets
• Analyzing and interpreting data to prepare presentations and written reports
• Assisting the public with environmental compliance issues and City provided environmental services through coordinating environmental outreach events and programs, as well as preparing public education material regarding environmental services information
• Providing project or program-level environmental compliance support, serving as a liaison to outside agencies and regulatory bodies

Watershed Protection Division’s Stormwater Management Group – Trash Load Reduction Team
 
The Trash Load Reduction Team is responsible for coordinating, supporting, reporting, and implementing the Trash Load Reduction C.10 provision of the City’s National Pollutant Discharge Elimination System Stormwater Permit (Permit). This position coordinates the implementation of projects in collaboration with other City departments and external partners. Key projects of the Trash Team include trash capture projects, the Direct Discharge Trash Control Program, creek assessments, cleanup coordination, grant and contract management, and reporting. 
 
Watershed Protection Division’s Stormwater Management Group – Monitoring and Pollutants of Concern Team
 
The Monitoring and Pollutants of Concern (MPC) Team focuses on reducing pollutants to storm drains from routine municipal operations; implementing control methods for pollutants of concern, such as polychlorinated biphenyls (PCBs), mercury, trash, pesticides, etc.; and assessing exempted and conditionally exempted non-stormwater discharges. The MPC Team works collaboratively with internal and external partners to address these regulatory requirements, and team members frequently support one another in various stormwater management activities to ensure compliance with the City’s National Pollutant Discharge Elimination System Stormwater Permit.
 
Integrated Waste Management Division’s Residential Services Team
 
Residential Services oversees San José’s Residential Garbage and Recycling Program, which provides curbside garbage and recycling, yard trimmings, garbage processing, household hazardous waste drop offs, and junk pick up to approximately 331,000 households and over 140 City facilities through four contracted service providers with an annual budget in excess of $150 million. This ESS helps co-manage contractor agreements, perform data management and analysis for reports and presentations, and implement Senate Bill 1383 requirements and other state and local solid waste regulations.
 
Responsibilities include:
• Monitoring and evaluating contractor operations and performance to continuously improve service delivery and provide excellent customer service
• Providing public education and environmental advocacy

Sustainability and Compliance Division’s Sustainability & Policy Team 
The Sustainability and Policy team implements initiatives that support vital utilities for the community. This position assists the Energy and Water Building Performance Ordinance (BPO), which requires owners of large buildings in San José to benchmark energy and water use and make improvements if standards are not met. BPO staff annually assists more than 2,000 local building’ owners with compliance. Responsibilities include:
• Maintaining databases, noticing, and providing customer service for benchmarking and invoicing compliance
• Conducting data quality control, data analysis and visualization to prepare technical reports and presentations

Sustainability and Compliance Division’s Municipal Environmental Compliance Group
 
The Municipal Environmental Compliance group provides technical support in the assessment, investigation, and cleanup of environmentally impaired or potentially impaired City properties/projects. Projects include fuel leak investigations, closed landfill compliance, and property acquisition investigations.
 
Responsibilities include:
• Performing Phase I Environmental site assessments and technical report writing
• Soil and groundwater sampling and field inspections.

Salary Information
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Environmental Services Specialist Series classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

The annual salary range for the positions are presently as follows:
Assistant Environmental Services Specialist: $75,260.64 – $91,465.92
Associate Environmental Services Specialist: $87,207.12 – $105,967.68
Environmental Services Specialist: $96,139.68 – $116,844.00

Please note that the above salary ranges are inclusive of the five percent (5%) ongoing non-pensionable compensation pay.

The Airport Department is currently recruiting to fill a Maintenance Worker II vacancy within the Maintenance Services Section. The Airport Maintenance Services Section is responsible for the maintenance, repair and improvements to Airport building facilities and properties on a seven day a week, twenty-four hour a day operation schedule. The Maintenance Worker II position at Mineta San José International Airport may lead a crew and/or performs skilled and semi-skilled work in public facilities and airfield maintenance. 

Typical duties for this position include, but are but are not limited to: 

- Maintaining a large area campus, including repair of asphalt and landscape care. 

- Repairing roadways, sewers, and landscape care (mowing, edging, tree care) 

- General carpentry and door hardware 

- General interior plumbing (various pipes & fittings, restroom fixtures) 

- General building construction maintenance and repair (flooring, drywall, tile, etc)

Mineta San José International Airport is accepting applications for the position of Maintenance Assistant.

The Maintenance Assistant position is responsible for raking leaves and debris, digging post holes, trimming hedges and trees, as well as cleaning large areas that contain debris, weeds, abandoned materials, catch basins and gutters. The Maintenance Assistant will also be required to safely operate pressure washers, scrubbers, sweepers, pick-up trucks, as well as tractors with flail mower attachments. Other responsibilities include assisting with forming, pouring and finishing of new concrete surfaces, and working on landscape projects near roadways, which may involve proper set-up of roadway markings and traffic control. In addition, this position will be responsible for planting ground covers, flowers, plants and trees, using a variety of soil amendments and fertilizers. The use of power hand tools for the maintenance and repair of plumbing fixtures, doors, roofs, sanitary sewer line cleaning, changing lamps, emptying trash and picking up trash/debris in assigned areas will also be required.

Other duties may include:

- Digs holes, trenches, and ditches using picks, shovels, jack hammers, spades, cultivating forks, post hole diggers and other tools; loads, unloads, shovels, and rakes sand, gravel, dirt, fertilizer, loam, asphalt, and other materials.

- Participates in the repair of sewer lines, checking of sanitary sewers, laying of sewer pipes, and installation of sewer connections.

- Performs labor in the planting, cultivating, trimming, removing, watering, and spraying of lawns, plants and other vegetation.

- Mows and trims lawns, rakes leaves, hoes weeds, clears paths and trails, empties trash containers, cleans equipment, structures, and facilities, such as courts, swimming pools, park grounds, restrooms and work areas.

- Performs labor in the erecting of tree supports

- Sets up cones and barricades for traffic and safety control, may perform as a flag person.

- Lifts heavy weights.

- Operates small dump trucks, light flatbed trucks, portable cement mixers, small sweepers and other equipment.

- Uses tools such as air spades, tampers, picks, shovels, hoes, rakes, pruning shears, rototillers, trimmers, shears, edgers, loppers, pruners and other items.

- Uses general carpentry, mechanical and hand tools, such as saws, drills, wrenches, hammers, screwdrivers, ladders and other tools.

- Is responsible for safe operation of equipment and tools.

- Is responsible for vehicle and pedestrian traffic safety in work areas.

- May provide information and deal with the public.

- May complete vandalism reports, work orders and other related service forms.
