 The Fire Department

The Suisun City Fire Department was established in 1861. The men and women of Suisun City Fire Department take great pride in the customer service that they provide to all who live, work and travel through the city limits of Suisun City. Suisun City Fire Department is a mission-driven fire agency that remains focused on customers and safety. It is the goal of the Fire Department that all members strive to attain a synergistic balance of education, training, and experience to provide excellent customer service and emergency management on every call.

The Fire Department is a combination agency staffed with both full-time and reserve fire personnel. The Department currently operates (2) Type 1 Fire Engines, (1) Type 3 Fire Engine, Ladder Truck, (3) Command Vehicles, (1) Type 5 Fire Engine, Zodiac Rescue Boats, and (1)  USAR Trailer.

The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. Suisun City Fire Department Station 47 is staffed 24 hours a day, 7 days a week.

The Position

The Division Fire Chief is responsible for Training and Emergency Medical Services (EMS), as well as providing administrative support to the Fire Chief and managing a variety of activities and programs within an assigned Division of the Fire Department. The incumbent participates in the development of departmental goals and objectives; manages and supervises the activities of assigned functions; assists in the formulation of policies and procedures; coordinates activities with City staff and outside agencies; serves as a member of Incident Command at emergency scenes.

• The Division Fire Chief reports directly to the Fire Chief and may serve as Acting Fire Chief in the absence of the Deputy Fire Chief.
• Supervises staff responsible for developing, coordinating, and implementing the Emergency Medical Services (EMS) quality assurance and training programs for Emergency Medical Technician and Paramedic personnel.
• Manages, develops, recommends, schedules and identifies the need for long- and short-range training programs for shifts, engine companies and departmental staff including, in-service training, new personnel training, proficiency and performance testing, Federal and State mandated safety training and other departmental training needs; develops and maintains training record systems, including analysis of training needs and tracking of individual and company training activities; conducts training programs; develops and prepares training materials.
• Develops and maintains a comprehensive written plan for the department’s training and safety programs, including an analysis and identification of laws and standards which mandate, or significantly increase or change training requirements and safety practices.
• Assists in the development, planning and implementation of the goals and objectives of the department; assists in the development and implementation of policies and procedures; assists with short- and long-range planning; analyzes and recommends strategies to improve effectiveness of operation; provides technical assistance and advice to the Fire Chief and Deputy Fire Chief.
• Prepares a variety of reports and written documents; recommends develops and implements changes in policies, rules and regulations; performs research and analysis of administrative or operational issues by gathering data, conducting feasibility studies, preparing reports and making recommendations.
• Prepares budgets related to assigned activities; assists in Department budget development and implementation; participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget.
• Represents the Department at regional inter-agency association meetings and on various regional committees.
• Oversees and participates in the development and implementation of the Department’s community Emergency Response Team (CERT) program and activates.
• The Division Fire Chief will be assigned to a rotational “On Call” Duty Chief coverage and is expected to live within a reasonable distance to respond to all Suisun City matters in a timely manner.

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The Department serves a population of 66,045 from six fire stations across a service area of approximately 15 square miles. CCFD is supported by 91 FTEs and a FY2023-24 operating budget of $33.14 million. The Fire Marshal reports to the Deputy Fire Chief and oversees the Prevention and Preparedness Division supported by 7 team members.
 
CCFD is seeking a well-regarded professional in the regulatory community who is an outstanding communicator and relationship builder capable of easily establishing credibility with a wide range of audiences. Three years of experience as a fire inspector or as a company officer performing fire prevention inspections and possession of an AA/AS degree will be considered qualifying. The City of Sunnyvale is accepting applications for a Human Resources Analyst to work within the Risk Management Division of the Human Resources Department. The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The position facilitates community awareness and partnerships, with individuals and agencies, to promote an age-friendly environment.

The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. ORS has a total of about 43 positions spread among five different work groups within the department: Investments, Benefits, Accounting, Information Technology, and Administration. Retirement Services is seeking qualified candidates for a Senior Analyst position in the Benefits Division. The position will be responsible for the administration of retirement benefits for active and retired members of two retirement plans and ten retirement tiers.

Successful candidates will have strong interpersonal and analytical skills and a keen interest in providing quality services for our members. Reporting to the Benefits Division Manager, the position is responsible for the following key duties:

• Lead and supervise a team of up to five staff.

Woodside Fire Protection District offers an exceptional Cadet Program for individuals interested in a career in the Fire Service. Cadets gain hands-on experience participating in training and public service events. Cadets work 24-hour shifts and ride-along on emergency calls.

Woodside Cadets will work and be involved in:

Emergency calls, firefighter training, public education events, fire prevention, station duties, CERPP, CPR/first aid training. They must also meet monthly hour requirements and attend monthly training drills.

The Dixon Fire Department is opening their first Firefighter/Paramedic Recruit position for someone to attend the Fire Academy in August 2024. The County of San Mateo Behavioral Health and Recovery Services Division is seeking a well-qualified Case Management/Assessment Specialist I/II to work as a team of providers with the Homeless, Engagement, Assessment & Linkage (HEAL) team to provide a wide variety of intake and referral services including screening and assessment, intensive case management support, evaluation, tracking and facilitation of housing readiness for individuals staying in existing adult congregate and non-congregate shelters who have behavioral health conditions and are in need of accessing behavioral health assessment, diagnosis, and case management on a transitional basis while they are being connected to Medi-Cal funded behavioral health treatment.  The Case Management/Assessment Specialist will develop and implement activities supporting substance abuse prevention, intervention and rehabilitation, and perform other related work.  

The current vacancy is an unclassified position that will be embedded in a number of homeless shelters, congregate and non-congregate shelters, located in San Mateo and will work primarily  Monday through Friday, 8 am – 5 pm collaborating with various system partners and homeless providers. 
 
Primary responsibilities will include, but are not limited to, the following: 

• Engage individuals with severe and persistent substance use disorders to provide a range of services and support, including but not limited to, substance use screening, assessment, and motivational engagement.  
• Assess clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions.
• Use the American Society of Addiction Medicine (ASAM) guidelines for placement and determination of stage of change.
• Engage clients by using Motivational Interviewing and Harm Reduction practices.
• Provide intensive case management including transportation, client advocacy, care coordination with other care providers and linkages to other housing support services, benefits assistance, employment services, peer services, supported education and psychosocial rehabilitation services, and client-driven treatment planning.
• Refer and connect clients to a continuum of substance use disorder and mental health services, including Medication Assisted Treatment, detox facilities, and other SUD treatment options.
• Initiate a "warm hand-off" process to increase the likelihood of a successful engagement.
• Assist the Grant clients with housing readiness and referrals to permanent housing navigator/locator services and supporting them to obtain CES assessment for prioritizations of housing and eligibility for housing vouchers.
• Link clients to primary care clinics to address medical conditions.
• Refer clients to enroll into benefits, including health coverage for which they are eligible.
• Participate in a multidisciplinary team; use clinical consultation and case conferencing on difficult cases; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center Emergency Department, Psychiatric Emergency Services, and Primary Care and Specialty Clinics, Behavioral Health and Recovery Services clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.
• Attend team meeting, supervision meeting, and other relevant meetings as assigned.
• Gather, track, and report all program’s and grant’s required data and reporting timely as assigned.
• Additional duties as assigned.

Ideal candidate will possess:  

• Significant experience and training in providing case management, assessment and evaluation of adult clients with substance use issues.
• Experience working with adult clients having co-occurring mental health and substance use disorders, emergency services, criminal justice system, or adult clients respective to the position.
• Demonstrated experience determining appropriate referrals and recommending treatment plans.
• Ability to maintain case files and use of spreadsheets and other databases.
• Experience establishing appropriate clinical relationships.
• Demonstrated understanding and experience with confidentiality and ethics.
• Ability to work independently.
• Excellent collaboration skills to work with multiple partner agencies
• Certified Alcohol and Drug Counselors are strongly preferred (e.g. CADC-I/II, CAADE).

This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

Case Management/Assessment Specialist I:  One year of experience in information gathering and/or intake and referral in a social service program.

Case Management/Assessment Specialist II:  Two years of experience assessing and evaluating clients using assessments instruments and/or guidelines, identifying and making referrals based on those assessments, and interviewing clients for in a social service program.
