Job Description: 

The intern’s workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to proof reading, poster design, grassroots marketing, implementing events, organization of record management, benchmarking, photographing activities and research. The position will serve as a regular staff member and will receive assignments and work direction from the Community Services Supervisor. The primary goal of the internship program is to provide a college student or recent graduate an opportunity to apply their academic training in a municipal government setting. This paid internship provides hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and résumé for a future profession in government.

• Current Undergraduate College Student or Bachelor’s degree in Community Services/Recreation or related fields

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the removal of blight from City property.  Positions allocated to this class are expected to perform skilled and complex maintenance including litter, weed, and debris removal duties and to work with third party contractors.

The purpose of the recruitment is to fill a current vacancy at the Woodland Police Department, Homeless Outreach Street Team, as well as establish an eligibility list for future vacancies.

 

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills and possess the ability to mediate or de-escalate conflict. Candidates should possess an awareness of their surroundings and roadway dangers. They should be willing to work in a variety of conditions exposing them to inclement weather, as well as vehicle traffic. The ability to prioritize work and maintain deadlines would be ideal. Candidates should possess the ability to foster good working relationships with local business owners and other agencies and be able to work in a fast-paced environment where task completion is paramount.

 

ESSENTIAL JOB FUNCTIONS

• Work to complete required duties for the City’s Blight Abatement Team such as removal of graffiti, removal of abandoned camps, litter clean-up, power washing, removal and clean-up of bio-hazards and human waste, removal of fallen leaves and minor landscaping clean-up, as well as assist in the execution and implementation of special events that take place within the City limits.
• Work in cooperation with staff from other City departments. 
• Fulfill the tasks assigned to them with attention to detail, speed, and a customer service-oriented attitude.
• Be self-directed in completing tasks and determining the next priority of work. 
• Comply with policies and procedures of the Department’s Illness and Injury Prevention Program.
• Utilize proper safety precautions and set a positive example for others.

• Regular, predictable, consistent and timely attendance at City Hall or Police Department is an essential function of the position, in that the employee must be present at work to complete assigned tasks.

 

OTHER JOB FUNCTIONS

Provide general information to the public, other City departments, and vendors pertaining to area of assignment. Perform preventive maintenance and minor repairs on assigned equipment.  

The work environment is located primarily outdoors and consists of completing tasks involving litter, weed, debris and graffiti removal, painting and biohazard abatement. Additional tasks include cleaning of walkways, street gutters, alleyways, and landscape areas. Conditions range from working outside in all types of weather conditions. Some work will involve hazardous and unsanitary conditions. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without regular direct supervision. Must be able to work under stressful conditions.

Meet stand-by program requirements and serve in a stand-by status after regular working hours and respond to emergency call-outs.  Assist in the preparation of cost estimates, scheduling of work, and employee evaluations.   Requisition of materials and supplies for assigned facilities and projects.   Instruct subordinates in proper work techniques, use of equipment and safety practices and requirements. Work cooperatively with others.  Drive vehicles and equipment as required.  

 

QUALIFICATIONS

Education:

High School Diploma or equivalent.  

Experience:

One (1) year of experience performing duties comparable to those of a Maintenance

Worker I.

Bilingual:  Knowledge of a second language is beneficial.

License and Certificate:

Required upon hire, possession of valid Class C California Driver's License.

Forklift Certification, First Aid and CPR certifications, is required prior to permanent appointment.

Possession of a valid Class B or Class A California Driver's License is a plus.

Community Enhancement Specialist
$4,804.06 - $6,131.34 /month

Future salary growth includes 4% increase effective July 2024, a 1% increase effective January 2025, a 4% increase in July 2025 and a 1% increase effective January 2026.

Position Summary

Under general direction of the Director of Transit Training and Safety for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. This position will monitor Bus Operator instructors, including observing the road operations to ensure adherence to Operating and Safety Policy and Procedures; monitor Bus Operators for safe operations of vehicles, uniform compliance; and enforcement of District rules, regulations, policies, and procedures. It will also monitor and document Bus Operator Students’ performance, responds to and investigate accidents.

Essential Responsibilities

 

• Oversees training classes for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Monitors classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators and for other bus training requirements.
• Oversees the following training: 
  1. Refresher training for bus operators returning to work after extended absence. 
  2. Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain V.T.T. status. 
  3. Re-train bus operators as directed by disciplinary hearings on accidents or rule violations. 
  4. Trains Driver Instructors and Transportation Supervisors on new equipment and provide them with outlines and checklists. 
  5. ADA training for persons with disabilities in partnership with passenger relations and planning department. 
• Acts as designated D.M.V. examiner in the testing and certification of bus operators and/or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Ensures maintenance of complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Monitors progressive trainees and performs regular individual coaching/counseling and progress evaluations of student operators. 
• Provides training and guidance as well as work assignments to Driver Training Instructors
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.
• Works with the Director of Transit Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Prepares and/or attends D.M.V. or CHP audits.
• Handles terminations and separations of trainees who fail to meet minimum standards during the program.
• Coordinates local Bus Roadeos, represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo
• Instructs and monitors operations of G.F.I farebox and radio systems.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations. 
• Issues infractions for violations of safety policy and procedures as well as testifies on training or related fields at bus operator hearings, arbitrations, or trials. 
• Ensure employees under their supervision follow established safe work practices and obey all safety rules.
• Assists in collision investigations as required or requested.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

 

Minimum Qualifications

Education and Experience equivalent to:

• Bachelor’s degree in transportation studies, public administration, education, or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement.
• Position requires a minimum of five-years commercial driving experience as an inter-city transit Full Time Bus Operator.
• In addition, must have two-years of classroom training and/or instruction experience and three-years supervisory experience that includes staffing, counseling, coaching, training, motivating and disciplining others. 
• Must have intermediate and proficient computer skills. including, but not limited to, Word, Excel, and Power Point. Computer aided dispatching software experience is preferred.
• Experience in traffic collision investigation and or safety enforcement is preferred. 
• Experience as a Transit Transportation Supervisor is desirable.

Physical Requirement: 

• Long periods of standing and walking.
• Must be able to lift 50 pounds. Reach above your head, bend at the waist, stoop and kneel.
• Sit at computer workstation and use the computer to type reports, manuals, etc.
• Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations.
• Must be available to work weekends and nights.

MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications

Position Details:

Under general supervision, this position is assigned to perform a variety of duties to support the users of various indoor and outdoor City facilities and programs. The Recreation Specialist will oversee programs and rental activities. This includes opening and closing buildings, managing swimming pool patrons and activities, monitoring facility use including facility and guest safety during rentals, setting up tables and chairs for rentals, City programs and events, performing light janitorial and custodial duties, ensuring compliance of established rules and procedures for the use of facilities, and performing other duties as required.

Working Conditions:

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

 

Physical Demands

Light to moderate lifting (up to 50 pounds); pushing; pulling; crawling; climbing; and prolonged periods of standing. Lifting above the shoulders, working off a ladder, manual dexterity, and good vision and hearing are also required.

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 40 hours (or 5 days) of accrued sick leave in each year of employment.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

 

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

 

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

 

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

 

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

 

License: Possession of a valid Class C California Driver's License.
