The City of Sunnyvale is accepting applications for a Human Resources Analyst to work within the Risk Management Division of the Human Resources Department. This position is responsible assisting with the development, coordination and administration of the City's Workers' Compensation Program including facilitating claims investigations and serving as the liaison between the City, injured worker and third-party administrator in workers' compensation related issues.

The Air District is currently accepting applications for the position of Staff Specialist I/II in the Community Engagement Office. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 3-year term.
 
This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position

The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francsico as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

DEFINITION
Under direction, performs a variety of responsible administrative, technical and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
Staff Specialist I is the entry level in this series. Initially under close supervision, incumbents learn District, state and federal procedures and policies while performing the more routine technical duties. As experience is gained, assignments become more diversified and are performed with less supervision. This class is alternately staffed with Staff Specialist II and incumbents may advance to the higher level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.

Staff Specialist II is the journey level class of this series, fully-proficient to perform difficult and technical work. Incumbents are expected to exercise independent judgment.

This class is distinguished from Senior Staff Specialist in that the latter is responsible for more complex work and may perform lead duties.

 

Examples of Duties for this Position

Reviews, analyzes, and administers a variety of grants, contracts, and other agreements in support of District activities; monitors expenditures and charges against agreements; prepares fiscal status reports for management and prepares cost analyses.

Coordinates and facilitates workshops, meetings, and trainings on the technical application and interpretation of District programs, regulations and rules; makes presentations and develops supporting technical materials.

Prepares and presents staff reports to the District's Board of Directors, and/or sub-committees; conducts research and prepares and presents reports as assigned.

The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. ORS has a total of about 43 positions spread among five different work groups within the department: Investments, Benefits, Accounting, Information Technology, and Administration. ORS utilizes the City's Financial Management System for all general ledger activities. In addition, ORS has its own pension administration system called Pension Gold that holds all pension/contribution information for active members and retirees and is used in almost all of the functions for the Benefits Group staff.

The actual salary shall be determined by the final candidate's qualifications and experience. The annual salary range for this position is: $108,959.76- $132,765.36

This pay range includes the five percent (5%) ongoing non-pensionable compensation pay.

Retirement Services is seeking qualified candidates for a Senior Analyst position in the Benefits Division. The position will be responsible for the administration of retirement benefits for active and retired members of two retirement plans and ten retirement tiers.

Successful candidates will have strong interpersonal and analytical skills and a keen interest in providing quality services for our members. Reporting to the Benefits Division Manager, the position is responsible for the following key duties:

• Lead and supervise a team of up to five staff.
• Review and approve Analyst calculations, adjustments & entries of various retirement benefits in the Pension Administration System.
• Oversee staff activities including eligibility and amounts of pension benefits, death processing, service credit calculations, divorce and other legal issues, reciprocity, and disability retirement administration.
• Provide individual retirement counseling for executive staff.
• Address escalated issues from customers including retirees, employees, Human Resources, Payroll, Office of Employee Relations, and reciprocal agencies.
• Lead staff in researching and gathering data to resolve routine and complex issues such as eligibility and amounts of pension benefits, health enrollment issues, service credit calculations, and how to address regular occurrences of unique circumstances and issues.
• Provide lead analytical support to the Division Manager for projects requiring complex analysis and communications.
• Present at informational sessions with employees, retirees, retiree associations and other stakeholder groups.
• Process retirement applications and other pension duties as needed during peak workload periods or due to vacancies.

ABOUT THE POSITION
The City of Gilroy is recruiting for enthusiastic and energetic Office Assistant I to support our newly established Utilities Department. This is an exciting opportunity to be a part of something groundbreaking for our agency and for the Gilroy community. As an Office Assistant, you will play a pivotal role in the day-to-day operations and be the backbone for all administrative efforts and providing stellar support for the team. The Office Assistant will work under the direct supervision of the Utilities Director and will also assist the Management Analyst with data quality and reporting. The Office Assistant must be highly organized, detailed oriented, and efficient and effective with the use of their time. Additionally, the person filling this position must be self-motivated, self-directed, committed to providing quality results.  The work environment is both supportive and fast paced. Having an approachable and friendly demeanor along with excellent customer service skills is vital to this position.

POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

PAL (Police Activities League) Program Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
