POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.

Qualifications:

The City of Mill Valley is seeking a self-directed problem- solver with an entrepreneurial spirit, high standards of excellence, and demonstrated commitment to public service and program development.

Under the direction of the Recreation Supervisor, the Recreation Coordinator II – Aquatics Safety manages the City’s Aquatics lifeguards and scheduling, including lap swim, water-walking, lifeguard certification, community CPR/First Aid classes and JR Lifeguard program.  This position also supervises all lifeguards, senior lifeguards and provides key assistance to the Recreation Supervisor on all related matters (works closely with Recreation Coordinator I- Aquatics programs to support division goals and activities).

The Aquatics & Fitness Center is a 7-day a week operation.

Recreation Coordinator II schedule may include Saturdays and Sundays and is subject to change depending on facility and supervisor needs. 

ESSENTIAL DUTIES:

• Recruit, hire, manage, train, schedule, audit, discipline and evaluate staff, contractors, interns, and volunteers.
• Schedule and provide regular in-service training for aquatics staff.
• Schedule and provide regular class and certification offerings necessary to staff for the proper operation of a public pool facility.
• Manage and develop the swim lesson program to balance and meet the needs of the community and the goals of the Department.

Join us this summer season for a fun and engaging employment opportunity as a Senior Lifeguard to support the City of Rocklin's upcoming aquatic program and activities taking place at the Rocklin High School pool.

This class is distinguished from the Lifeguard by overall program responsibilities, training and experience. Senior Lifeguards serve as the Lead Lifeguard in providing technical and functional direction over Lifeguards.

Senior Lifeguards play a critical role in ensuring courteous and professional service to all pool attendees, including:

• Providing surveillance of swimmers and guests during City run swim hours. 
• Enforcing rules and regulation of City run aquatic facilities.
• Responding to emergency situations at assigned facilities. Administering and coordinating emergency first aid, as necessary.
• Providing superior customer service to all guests by assisting in a polite and expedient manner.
• Assisting the Parks and Recreation Supervisor with overseeing the safe and proper operation of assigned pool lifeguards. 
• Maintains order with disruptive patrons and exercises crowd control where warranted; refers escalated issues to the Parks and Recreation Supervisor.
• May be assigned other related duties. 

MINIMUM QUALIFICATIONS
One season of experience performing duties similar to that of a Lifeguard. Senior Lifeguard experience is highly desirable.

Must be at least 18 years of age at time of appointment.

• Possession of a current American Red Cross Lifeguard certificate, or equivalent, by date of appointment.

The City of Dixon is preparing for the 2024 Aquatic season and is recruiting qualified Lifeguard/ Swim Instructor I/II applicants.

Under the direction of the Recreation Supervisor and Senior Lifeguard/Swim Instructor, Lifeguard/Swim Instructor performs a variety of duties to ensure the City of Dixon swimming pool is a safe and enjoyable aquatic facility. Supervises pool patrons, enforces pool rules, performs first aid and emergency rescues, instructs swim lessons, performs cashiering duties, leads recreational activities; performs related and other work as required.

Staff may be expected to work weekends and on fixed holidays.  Those who work on a City Holiday will earn 1 1/2 times their base hourly salary.

This position is subject to random controlled substance testing and/or breath alcohol testing.

We are now hiring part-time Lifeguards and Water Safety Instructors for our aquatics programs!

Located at the McBean Memorial Pool, our Lifeguards and Water Safety Instructors are an essential part of the aquatics recreational programs that we offer our residents.  Be a part of a team that makes teaches important swimming skills and allows everyone to beat the heat and have fun!

We are looking for candidates with qualities such as reliability, creativity, dependability and enthusiasm.  The aquatics programs will require you to work various days, weekends or evenings, but we are flexible with schedules.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in conducting classes at all participant skill levels (beginning through advanced) and supervise the conduct of swimmers in City pool in order to maintain a safe environment. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Perform related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp). This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).  

This position performs the following essential job duties (including but not limited to):

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee. 
• Analyze, research, and prepare reports based on data analysis.
• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.
• Performs related duties as required.

To be eligible for this position, you must have knowledge of:

• Principles and practices of local government and public administration.
• Methods of research, program analysis, and report preparation.
• State legislative procedures.
• Communication strategies.
• Public relations and relationship building.
• Computer skills including graphics software.
• Parliamentary procedures and knowledge of the Brown Act is preferred.

• Compile, organize and analyze complex statistical data.
• Prepare clear and concise analytical and financial reports.

Other Requirements: 

• Valid driver’s license with satisfactory driving record required.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Equivalent to graduation from an accredited four-year college or university with major coursework in public administration, business administration or a related field.
• A master’s degree in public administration, public policy, or business administration is highly desirable.

Senior Management Analyst II/Advanced Professional Temp: (in addition to the requirements for the Senior Management Analyst I, this level requires):

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

SPECIAL REQUIREMENT:

• Possession of a valid driver’s license
