ABOUT THE POSITION
The Public Affairs Manager is an integral member of the District’s management team, who reports directly to the General Manager and is responsible for overseeing the complex and varied functions and activities of a department of eight employees with an annual budget of close to $2 million. The Public Affairs Manager will develop department goals, programs, and manage the budget to support them. The incumbent is accountable for implementation of all department strategic plans, public information, media relations, community outreach and engagement, promotions and branding, maintenance of the District’s website, and governmental affairs. In collaboration with other District departments and outside agencies, the Public Affairs Manager will work to further the District’s goals, objectives, and mission within general policy guidelines.
The Public Affairs Manager will be a communications and outreach professional with the ability and expertise to utilize all forms of press and media to support the District. This manager must have strong interpersonal skills and be an excellent communicator to various audiences, including elected officials at all levels of government (board, local, state). The winning candidate has the ability to formulate and implement strategic plans for communications, marketing, outreach, and community relations that is in alignment with the District’s mission and District-wide goals.
This manager must be adept of managing projects, programs, and cultivating and developing a team of professionals in the public affairs department. Ideal candidates are accomplished, curious, and resilient professionals with a highly collaborative management style, strong emotional intelligence, and superior people skills. Desired candidates are creative, strategic, innovative, team-oriented, and self-motivated leaders with a hands-on and proactive approach who take the initiative to resourcefully deal with complex issues and continue to build on the District’s reputation of excellence. Strong candidates also inspire a high level of trust, are authentic, demonstrate strong ethics and share a passion for the mission of the District.
EDUCATION AND EXPERIENCE
A minimum of five years of management-level experience in public relations, communications, or governmental affairs, or a related field is required. Candidates for Public Affairs Manager are expected to have a working understanding of District functions and activities, including the role of the Board of Directors. Successful candidates will have experience working in public information, community engagement, governmental affairs, and will bring creative problem-solving skills honed by experience to develop, oversee, and implement projects. Excellent verbal and written communication skills that resonate with varying audiences are also keys to success in this position along with the ability to represent the agency in front of the media.
Educational requirements include a Bachelor’s degree or equivalent in public relations, communications, public or business administration, or a related field. A Master’s degree in a related field and five (5) years of management experience in public affairs, community engagement, or a related area are highly desirable. Following the closing date, resumes will be screened according to the qualifications outlined above. The most qualified candidates will be invited to personal interviews with Bob Murray and Associates. A select group of candidates will be asked to provide references once it is anticipated that they may be recommended as finalists. References will be contacted only following candidate approval. Finalist interviews will be held with the Midpeninsula Regional Open Space District and are anticipated to be the week of November 12. Candidates will be advised of the status of the recruitment following selection of the Public Affairs Manager.
