Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

• One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

This is a part-time, at-will, non-benefited position. Hours are limited to less than 1,000 hours per year.

Salary Range is $150,000- $225,000 negotiable; depends on qualifications. 

The City Manager is the administrative head of the government of the City. Under the direction and control of the City Council, the City Manager is responsible for ensuring that the policy directions set forth by the City Council are carried out and the day-to-day operations of the City government run smoothly.

Some of the duties of the City Manager include:

• Plan, coordinate and direct the work of City departments; oversee community and economic development activities; organize public improvement projects and programs; develop and prepare administrative policies, procedures and work standards to ensure that the goals and objectives of the City are met and that mandated services are provided in an effective, efficient and economical manner.
• Oversee and monitor the City budget and provide information regarding the City's financial condition and needs to the City Council.
• Represent the City in meetings with governmental agencies, community groups and various businesses, professional, educational, regulatory and legislative organizations; act as the City liaison.
• Prepare the agenda for all regular, special or adjourned meetings of the City Council.
• Execute contracts authorized or approved by the City Council.
• Personnel and organizational responsibilities include selection, training, professional development and work evaluation of City staff; oversee the implementation of effective employee relations and related programs; oversees the City's risk management program; provide policy guidance and interpretation to staff; recommend reorganization efforts to meet the needs of the City; implement policy and procedural changes as required.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and community engagement and performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, storm water systems, lagoon, streets, traffic signals, water distribution systems, and wastewater collection systems.

We are seeking highly skilled individuals with the competence and experience to address challenges with confidence and professionalism. Individuals that demonstrates skills in any of the following areas: land development, transportation/traffic engineering, and storm system management. Independently management for the design and constriction of capital improvement projects and AutoCAD experience are highly desirable. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree in engineering or a directly related field, and three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

THE DEPARTMENT

The Public Works Department is comprised of the Engineering, Maintenance, and Water Quality Control Plant divisions.  The Engineering Division is responsible for delivering facilities and infrastructures that meet the needs of City residents and complying with standards and requirements established in the engineering guidelines and the City's Master Plan.

The Engineering Division is headed by the Principal Engineer.  The Senior Engineer position is an advanced-level engineering classification requiring professional registration, performing a wide variety of engineering duties in civil, sanitary, traffic, and other municipal public works, maintenance, and construction engineering projects.  This class is distinguished from other lower-level engineering classes in that it provides direction to staff and performs the more complex engineering and project management assignments.  Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or Capital Improvement Program.

Under general direction, the Associate Civil Engineer performs difficult professional engineering work in the design and construction of public works, including sanitary, traffic, and mechanical projects; leads and trains lower-level engineering staff on assigned projects; and does related work as required.
