Office Assistants provide a variety of office support activities to an assigned program or division. Office Assistants are expected to provide professional and courteous customer service at all times; greet and assist program visitors; answer the telephone in a courteous and professional manner; provide accurate information and answer general questions or forward calls to appropriate staff. Office Assistants also are tasked to open and secure assigned facilities; set up, arrange, and take furniture and equipment and ensure set up is in accordance with customer needs and requests for classes, rentals, meetings, and special events; monitor the proper and safe use of City facilities by the general public and ensure adherence to rules and policies; ensure the cleanliness and safety of facilities throughout the day. As experience is gained, assignments become more varied and are performed with greater independence. Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

Working Conditions

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. The Position

This new Urban Landscape Manager will have a primary focus on park capital maintenance projects and all phases of park maintenance contractor service agreements under the direction of the Park Superintendent. Together both of the Urban Landscape Managers will manage park staff and contractors in the care and upkeep of parks, medians, municipal landscape and hardscape, trails and open space. This includes assisting the Park Superintendent with administrative duties, short and long-term planning, organizing and supervising park maintenance operations and functions.

MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. The diverse and inclusive section employs a team of dedicated professionals that exhibit outstanding emotional intelligence and outstanding customer service traits. The team provides support to building technology in the 500,000 square foot Bay Area Metro Center. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers. MINIMUM QUALIFICATIONS
Education:  Completion of a Master's degree from an accredited college or university in an appropriate discipline. Role description

Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. The Lead Project Engineer will act as the SFMTA design authority for the project by supervising the production of technical documentation from the project contractors, leading technical coordination between the department and Supplier, and ensuring the future system meets the performance metrics and technical specifications laid out in the Supplier contract(s).

In addition, the Lead Project Engineer will act as the SFMTA technical representative to review, accept, or when necessary, audit, technical project submittals and deliverables provided by the Supplier and other project contractors related to system design. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
• Assists Project Manager in negotiating contracts and contract modifications;
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums;
• Works with the Technical Program Manager and Technology Department engineers on communications infrastructure design and technical coordination between the Supplier and supportive infrastructure installers;
• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Reviews proposals from vendors and evaluates bid documents for conformance with project specifications;
• Observes train control system component installation and ensures installation is occurring according to plans;
• Ensures smooth communication, and when necessary, mediates technical disputes between the train control system Supplier and installers;
• Supervises the train control system testing program and assists the project QA team in assessing the quality of delivered and/or installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Participates in the RAM demonstration and verifies that the system as designed and delivered meets the project performance metrics;
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty;
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished train control system meets operations and maintenance needs and works within their stated constraints;
• Reviews and manages workload assignment to consultants, SFMTA engineers, and interns as required;
• Performs other duties as required.

How to qualify

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Substitution:

• A Master's Degree in Engineering may substitute for one-year work experience.
• A Ph. D. in Engineering may substitute for two years work experience.

Desirable Qualifications:

• Technical expertise and knowledge of the principles, practices, purposes, scope and techniques of train control and/or signaling systems.
• Engineering experience working on train control, train signaling systems, transit or communications infrastructure projects;
• Engineering experience working with rail vehicle electrical and/or communications systems;
• Experience working with public transit agencies or as an employee of a public transit agency;
