Under general supervision, perform a variety of professional civil engineering services in such areas as planning and design of private and public planning and building projects, including residential and commercial buildings, parks, and landscaping projects.

Associate Engineer is the journey level class of this series responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on construction projects. 

The ideal candidate will possess and have knowledge of:

• Stormwater management and treatment practices, including green infrastructure and low impact development measures to reduce runoff and prevent stormwater pollution.
• C.3 and C.6 requirements of the Municipal Regional Stormwater NPDES Permit. 
• Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California is desirable 

Examples Of Duties

Duties will include, but are not limited to: 

• Gather, compile and compute data using engineering, drafting and calculating instruments and techniques to prepare designs, plans, estimates, technical reports and specifications for the construction, alterations, maintenance and operations of a variety of engineering projects. 
• Conduct drainage plan review on planning and building permit applications.  
• Serve as resident engineer on routine construction projects. 
• Perform duties as chief of party engaged in making surveys. 
• Prepare designs, plans and specifications for routine projects. 
• Assist in drafting and preparing instructions for bidders, proposals, affidavits, bonds, specifications, change orders and other documents and reports involved in the construction of engineering projects. 
• Ensure County compliance with the Municipal Regional Stormwater Permit issued by the Regional Water Quality Control Board. 
• Update ordinances, regulations, and policy manuals as needed to comply with changing State, regional, and local requirements. 
• Inspect construction projects for conformance with specifications, safety standards and federal, state and local regulations. 
• Conduct economic cost and quantity estimates for assigned projects. 
• Supervise subordinate personnel in a variety of capacities. 
• Perform related duties as assigned.

The Department of Public Works is seeking to fill a vacant Senior Architect/Landscape Architect position.

Public Works' City Facilities Architectural Services (CFAS) Division has the primary responsibility for the delivery of capital improvements for City-owned facilities including for recreational facilities, parks, trails, libraries, public safety facilities, and various cultural facilities. CFAS is recruiting for a Senior Landscape Architect to lead a section dedicated to providing landscape architectural services to the full range of City projects largely focused on the design and construction of park and recreation projects.

The incumbent will supervise a Section, with a staff of up to six professionals, which is responsible for the design and implementation of landscape architectural projects meeting functional programs and aesthetic objectives , within budgetary and schedule parameters . The incumbent is responsible for functions such as planning, cost estimating and scheduling future projects; coordinating with partners and developers reviewing and providing feedback on master plans, cost estimates, park design plans for City standards and code compliance, and construction management and inspection coordination; implementing a program of capital projects ranging in size and complexity from minor renovations to major new facilities including notable, high-profile projects, such as a regional soccer complex, skate parks, and the extensive remediation and restoration of existing city parks.

• Plans, assigns, directs and evaluates the work of professional and sub professional employees on major projects. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. An in-depth knowledge of employing airport industry standard specifications, municipal codes, and engineering principles is desired. Identifying opportunities to streamline the project planning, design, and management processes will be a mark of their success. A strong focus on customer service and partnering with other departments and agencies is essential. The Division Manager will need to balance the demands of quality, speed, and cost with regard to the development and rapid implementation of the Airport's Capital Improvement Program.

The Division Manager position performs work of considerable difficulty including:

• Hiring and retaining staff to assist on-time delivery of projects that meet budget.

• Diversity, Equity, and Inclusion (DEI) sensitivity and implementation practices are required .
• Leading and managing the Training and Development team to create consistent project management practices and improvement in our contractor outreach program.
• Leadership, coordination, and enhancement for airport capital activities between the Airport staff, the Public Works departmental divisions, elected officials, other stakeholders, and the public, using the City's values as a guide.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Civil Engineer level, or when filled from the outside, have prior advanced technical or professional engineering work experience. This class is distinguished from the Senior Civil Engineer in that the latter performs the most difficult and responsible duties assigned to the classification including management of the most complex engineering projects or exercising lead direction over lower-level staff.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.
• Review and provide plan check comments for private development applications and building, grading, and encroachment permits in accordance with City codes, ordinances, and policies. Review of required studies and coordinates with consultants to provide peer review of special studies.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Maintain a variety of public works department and engineering division program and project files and records.
