The City of San José is recruiting for a Finance Applications Associate IT Manager (Enterprise Principal Technology Analyst) in the Information Technology Department. This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

This position requires leadership skills and the ability to take the initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. The City of Newark is seeking an experienced Aquatics Programs Specialist who is well versed with the development and effective implementation of aquatic programs tailored to different age groups and skill levels, such as swimming lessons, water aerobics, lifeguard training, and more. The Specialist will work out of the George M Silliman Community Activity Center. 

JOB RESPONSIBILITIES

1. Review the existing swim lesson program provided at the Aquatic Center, utilizing the American Red Cross Learn to Swim Program materials, with the aim of pinpointing areas that could be enhanced.
2. Evaluate the current swim instructor handbook and offer recommendations that align with program requirements; integrating relevant materials from the American Red Cross Swim Lesson Program and feedback from staff to create a more cohesive handbook for swim instructors.
3. Assess the current swim instructor in-service practices and propose a recommended training plan and schedule for management and staff. This includes organizing 2-5 in-service sessions with staff to review new information and establish a structured training plan.                                                                                  

• Evaluate Current Practices: Conduct an analysis of the existing swim instructor in-service practices, identifying strengths, weaknesses, and areas for improvement.
• Needs Assessment: Determine the specific needs of the swim instructors and the program as a whole. Consider instructor feedback, observations, and any deficiencies noted in performance evaluations.
• Training Objectives: Define clear training objectives that align with the goals of the swim lesson program and the organization's standards. These objectives should address areas such as instructional techniques, safety protocols, emergency procedures, and customer service skills.
• Curriculum Development: Develop a comprehensive curriculum for the in-service training sessions. Incorporate relevant materials from the American Red Cross Swim Lesson Program, focusing on best practices for instruction and program management.
• Training Plan and Schedule: Create a detailed training plan and recommended schedule that outlines the topics to be covered in each session. Ensure that the schedule accommodates the availability of staff and allows for adequate time to cover each topic thoroughly.
• Session Content: Structure each in-service session to include a combination of theoretical instruction, practical demonstrations, and hands-on activities. Provide opportunities for staff to ask questions, participate in discussions, and practice new skills.
• Resource Materials: Compile a set of resource materials to support the training sessions, including instructional guides, lesson plans, videos, and reference materials from the American Red Cross Swim Lesson Program.
• Feedback Mechanism: Establish a feedback mechanism to gather input from staff following each training session. Use this feedback to assess the effectiveness of the training and make any necessary adjustments to future sessions.
• Implementation and Monitoring: Implement the training plan according to the established schedule, ensuring that all staff members have the opportunity to participate. Work with staff to ensure they are monitoring staff performance and progress throughout the training process, providing additional support and guidance as needed.
• Evaluation and Continuous Improvement: Conduct a final evaluation of the training program to assess its overall effectiveness and impact on staff performance. Use the findings to inform staff of training initiatives and make continuous improvements to the swim instructor’s in-service practices.                        

     4. Collaborate with program staff to facilitate the implementation of the DigiQuatics software, specifically  focusing on the swim lesson program module to ensure its success and staff training opportunities.

    5. Support staff in addressing any needs within the swim lesson program to enhance its effectiveness and boost participant enrollment as required.

The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

SUMMARY

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, leads, assigns, directs, and participates in the work of staff responsible for performing lifeguard duties at the District’s aquatics facilities; assigns lifeguard staff to daily rotation schedules, ensuring proper coverage at all times.
2. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Aquatics Coordinator or Aquatics Supervisor as appropriate.
3. Assists Aquatics Coordinator in leading training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
4. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents and to ensure the safety and well-being of patrons.
5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED;

AND

• Two years of relevant aquatics experience serving in an aquatics facility.

OR

• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities. 

Knowledge of:

• Principles of leadership in an aquatics environment.
• Principles and techniques of all lifeguarding skills.
• Organization and operation of the aquatics facilities, including maintenance, occupational hazards, and standard safety practices.

Licenses and Certifications:

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

Description

The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. About the Bay Area Air Quality Management District:

The Bay Area Air Quality Management District is the government agency responsible for protecting air quality in the San Francisco Bay Area. Under direction, the position performs legal work of a routine to complex nature representing the Air District, provides advice and counsel to Air District management and staff, represents the Air District in court and administrative proceedings, and performs related work as assigned.
 
Distinguishing Characteristics:
 
Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.
 
 Other Requirements:
 
 Must be a member in good standing of the State Bar of California at the time of hire.

JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

EXAMPLES OF ESSENTIAL FUNCTIONS:
• Supervise help desk support staff’s daily activities ensuring timely and professional delivery of technical support for calls on computers, core software products, and related hardware peripherals.
• Plan, organize, and direct the work of help desk support staff, including Help Desk Specialists; schedule shift coverage; evaluate and document performance and recommend disciplinary action when necessary; and review staff work for accuracy and timely completion of assigned duties.
• Act as the subject matter expert and point of contact in problem and major incident resolution.
• Document, track, and report on software and hardware malfunctions; ensure that detailed descriptions of user’s problems are documented in the ITSM; prioritize requests and label according to established procedures.
• Train help desk staff on areas of responsibility, new technology, and support procedures. Ensure help desk staff provides consistent, high-quality, and professional service, including communication and telephone skills.
• Proactively identify process improvement opportunities, including end-user training tools, onboarding, and documentation.
• Monitor help desk activities and respond to inquiries; provide technical troubleshooting, determine type of request, diagnose and provide solutions or escalate complex problems to appropriate personnel as required, and ensure proper problem notification procedures are being followed.
• Develop queries to track and follow-up on reported problems; notify users of completion of requests; ensure accurate contact and problem resolution records are maintained.

Under close supervision, Police Data Specialists learn to perform specialized technical work utilizing automated law enforcement information systems that lend support to sworn personnel and other department members. Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. O.S.S.D. operates 24 hours per day, 7 days per week.

The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

Salary range(s) for this classification is $130,515.84 - $159,017.04 . This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The Enterprise GIS team operates out of the Department of Public Works but works across the City to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The City has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The City has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1000 feature classes, and integrations with dozens of business systems. This GIS ISA position will function as a Geocortex/ VertiGIS developer and will be primarily responsible for managing the VertiGIS environment and developing mapping applications and workflows within VertiGIS Studio .

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires strong technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position demands proven ability to troubleshoot and resolve complex technical issues with limited resources. The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide. Key responsibilities and duties may include but are not limited to the following:

• Administer and manage the VertiGIS Studio environment, including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation.
• Configure new mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.
• Develop customizations to VertiGIS Studio applications as needed to extend out-of-the-box functionality. Customizations may include JavaScript components within the application or custom workflow activities.
• Upgrade/rebuild existing Geocortex Essentials 4.x sites/viewers, workflows, reports, and print templates or ArcGIS Web Application Builder (WAB) applications on the VertiGIS Studio 5.x platform.

• Meet with business owners and end users to gather and document requirements and prepare and present solution design. Design, build, and deploy mapping applications and/or enhancements. Provide documentation, training, and support to end users.
• Establish and document best practices and standards for VertiGIS Studio applications and components and provide training/support to other City GIS staff looking to leverage VertiGIS Studio.
• Assist with administration of the City's ArcGIS Enterprise (ArcGIS Server and Portal) environments and enterprise geodatabases, and support other Enterprise GIS projects and initiatives as needed.
