The City of San José is recruiting for a Finance Applications Associate IT Manager (Enterprise Principal Technology Analyst) in the Information Technology Department. This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

This position requires leadership skills and the ability to take the initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate should have experience supporting an enterprise-level Finance Enterprise Resource Planning (ERP) system with solid business process knowledge and technical support experience for the General Ledger, Accounts Payable, Account Receivable, Purchasing, Asset Management, Revenue Management, and Revenue Collection modules.

Duties may include but are not limited to:

• Providing technical leadership for the City's enterprise Finance Management System, Revenue Collection System and Reporting System.

• Assessing user needs to provide support and proactive service, including analyzing opportunities to use existing tools and workflows.
• Leading the day-to-day activities of advisory engagements for various projects, including process design, package implementation lifecycle support, and project reviews.
• Managing delivery and SLAs by guiding incident resolution, problem management, maintenance, and enhancement tickets escalated by the end users for the portfolio of applications.
• Developing relevant metrics, measuring and publishing the performance of the services provided for continuous improvement activities.
• Ensuring a high level of customer satisfaction for services and products provided.
• Working closely with all other IT management personnel in identifying, evaluating, selecting, and implementing specific information technology to support the business plans and IT strategies.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Principal Technology Analyst (EPTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

Position Summary

Under supervision of the Ironworker Superintendent, performs structural maintenance, repair and construction for the Golden Gate Bridge and other District facilities as required. Following plans and specifications, lays-out and fabricates a wide range of items.

Essential Responsibilities

• Performs maintenance, repair and construction for the Golden Gate Bridge and other District facilities including, but not limited to, the following: 
  1. Maintenance, repair, and replacement of steel components and fasteners. 
  2. Rigging for other crafts. 
  3. Installs and repairs of chain link and other fencing. 
  4. Shop fabrication of steel items and erection of structural and miscellaneous steel items. 
  5. Placement of reinforcing steel for concrete. 
  6. Maintenance of toll collection facilities and equipment. 
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

Education and/or Experience: Completion of Ironworker’s Apprenticeship. Four years’ Structural Ironworker experience required; welding and shop fabrication experience desirable. Additional qualifying experience may be substituted for completion of an Ironworker Apprenticeship Program; applicants substituting additional qualifying experience for an Ironworker Apprenticeship Program should attach a statement supporting the additional qualifying experience. 

Required License: Must possess and maintain a current, valid California driver's license and satisfactory driving record. No reckless driving and DUI infractions within the last 7 years. No more than 2 moving violations within the last 3 years. May operate District vehicles.

Physical Requirements:  Must be able to perform heavy manual labor. Work is performed outside in varying weather conditions. Must be able to stoop, bend, push, pull, and lift up to 50 pounds. Will be required to wear a respirator, or other personal protective equipment involving full body protection. Must be able to work comfortably at considerable heights from platforms, ladders, floats or suspended scaffolds; climb and walk on the Bridge cables; and climb ladders.

Under general supervision, operates a variety of transit vehicles such as diesel and electric motor coaches, cable cars, streetcars and light rail vehicles; transports passengers along a specific route and makes designated stops as required; accepts fares, issues transfers, gives general directional information; and performs related duties as required.

Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Conducts pre-operational inspection of the transit vehicle, in accordance with federal and state laws and departmental regulations, to ensure it is functioning properly.
2. Inspects the passenger compartment of the vehicle to ensure it is free from hazards (such as spills, loose handrails and stanchions, defective seats, etc.) and that the video camera lenses are not obscured.
3. Safely navigates the vehicle through traffic along assigned routes, under various environmental conditions, in accordance with traffic laws and departmental regulations.
4. Operates the disability access lifts to assist people in wheelchairs onto the vehicle and properly secures their wheelchairs when they are on the vehicle.
5. Collects fares from passengers and issues transfers; checks passenger transfers, fast passes, and electronic passes to ensure they are valid.
6. Uses vehicle's intercom system to communicate instructions to passengers and to call out vehicle stops and transfer points.
7. Responds to customers' questions regarding routes, directions, fares and transfers.
8. Conducts a post-operational inspection of the outside of the vehicle to detect defects and body damage, broken windows, and graffiti.
9. Contacts Central Control regarding various emergencies such as medical emergencies, vehicle malfunctions, vehicle evacuations etc. and/or circumstances that may affect service such as heavy traffic, road hazards, road obstructions etc.
10. Completes accident, incident and/or miscellaneous reports to document unusual occurrences.
11. May include additional duties as assigned.

Nature of Work: Incumbents in this class may be required to work rotating shifts, holidays and weekends; to work outdoors in all weather conditions; and to use computers. In addition, may require standing and/or sitting for prolonged periods of time; performing different physical activities such as pulling poles, cranking switches in the subway, resetting retrievers to return disabled transit vehicles to service and assisting in the movement of disabled vehicles when possible. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9163 Transit Operator is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

Transit Operator Training:
All employees must successfully complete the SFMTA Operator Training Program consisting of both classroom and behind-the-wheel instruction. The rate of pay for a trainee is $31.0375 per hour.

Attendance to all training sessions is required. If a candidate misses any dates of training without providing proper notification, they will be released from their training class. If proper notification was provided, a candidate released during the training period due to attendance may request to be placed back on the eligible list to be considered for future classes, if the list from which they were hired is still active. Candidates may only request to be placed back on the eligible list one time.  Any candidate not approved to be placed back on the list or not able to be placed in another training class before the list expires will need to re-apply during the next filing period for applications.

The Housing Department

JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. The IT Operations Supervisor develops regular reports on help desk contacts, ensures that service levels are met, identifies trends and makes recommendations for service improvements, and provides budgetary recommendations to management for service growth and/or improvement.

IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects.
