The Bay Area Air Quality Management District (District) is a regional government agency. The District's statutory mandate is to regulate stationary sources of air emissions. The District accomplishes this goal through regulation of industrial facilities and conducts various outreach and incentive programs designed to encourage clean air choices.
 
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Rules and Strategic Policy Director in the Rules and Strategic Policy Division. This is an open recruitment for one (1) full-time, exempt, management level position.
 
About the Position
The Director of Rules and Strategic Policy leads the development of new and modified regulations to be presented to the Board of Directors for consideration. Given the District’s leadership in this space, the selected applicant will have a unique opportunity to make significant changes to protect public health, address environmental injustice, and protect the global climate.

This position will require some days on-site. Hybrid schedule will be determined based on a discussion of the needs of the agency and the desires of the selected applicant.

Definition
Under executive direction, the position directs all programs and activities of the Rules and Strategic Policy Division and serves as the District’s chief subject expert on rulemaking and associated policies. The position is accountable for accomplishing division goals and objectives and for furthering District goals and objectives within general policy guidelines.

Directs, plans, monitors, and evaluates the goals, operations, policies, procedures and work standards of the Rules and Strategic Policy Division.
 
Plans, organizes, administers, reviews and evaluates the activities of assigned staff; coaches assigned staff to improve performance.
 
Selects personnel and provides for their training and professional development.
 
Provides technical and managerial direction to District staff and others.
 
Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major agency priorities.
 
Monitors and evaluates the effectiveness and efficiency of the division's operations, organizational structure, staffing levels, systems, and other internal policies and procedures; recommends alternative approaches and implements changes.
 
Represents the District at meetings with the public, industry and other agencies; serves as the liaison for the agency.
 
Plans, develops, implements or directs major or complex projects or programs; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.
 
Directs and oversees the preparation and administration of the division's budget.
 
Develops and presents technical and policy issues and recommendations to the District Board and executive management.
 
Receives and analyzes division and agency reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and evaluate processes.
 
Assists in the identification, development and implementation of agency goals, objectives, policies, and priorities.

A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a four year college or university with major coursework in engineering or a closely related field and five years of professional level work experience in developing or implementing air quality regulations, preferably in a public agency, including three years of supervisory experience.

Desirable Qualifications
Experience developing air quality regulations, especially for stationary sources.
 
Experience working in partnership with community advocates to address environmental injustice.

The County of San Mateo Behavioral Health and Recovery Services Division is seeking a well-qualified Case Management/Assessment Specialist I/II to work as a team of providers with the Homeless, Engagement, Assessment & Linkage (HEAL) team to provide a wide variety of intake and referral services including screening and assessment, intensive case management support, evaluation, tracking and facilitation of housing readiness for individuals staying in existing adult congregate and non-congregate shelters who have behavioral health conditions and are in need of accessing behavioral health assessment, diagnosis, and case management on a transitional basis while they are being connected to Medi-Cal funded behavioral health treatment.  The Case Management/Assessment Specialist will develop and implement activities supporting substance abuse prevention, intervention and rehabilitation, and perform other related work.  

The current vacancy is an unclassified position that will be embedded in a number of homeless shelters, congregate and non-congregate shelters, located in San Mateo and will work primarily  Monday through Friday, 8 am – 5 pm collaborating with various system partners and homeless providers. 
 
Primary responsibilities will include, but are not limited to, the following: 

• Engage individuals with severe and persistent substance use disorders to provide a range of services and support, including but not limited to, substance use screening, assessment, and motivational engagement.  
• Assess clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions.
• Use the American Society of Addiction Medicine (ASAM) guidelines for placement and determination of stage of change.
• Engage clients by using Motivational Interviewing and Harm Reduction practices.
• Provide intensive case management including transportation, client advocacy, care coordination with other care providers and linkages to other housing support services, benefits assistance, employment services, peer services, supported education and psychosocial rehabilitation services, and client-driven treatment planning.
• Refer and connect clients to a continuum of substance use disorder and mental health services, including Medication Assisted Treatment, detox facilities, and other SUD treatment options.
• Initiate a "warm hand-off" process to increase the likelihood of a successful engagement.
• Assist the Grant clients with housing readiness and referrals to permanent housing navigator/locator services and supporting them to obtain CES assessment for prioritizations of housing and eligibility for housing vouchers.
• Link clients to primary care clinics to address medical conditions.
• Refer clients to enroll into benefits, including health coverage for which they are eligible.
• Participate in a multidisciplinary team; use clinical consultation and case conferencing on difficult cases; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center Emergency Department, Psychiatric Emergency Services, and Primary Care and Specialty Clinics, Behavioral Health and Recovery Services clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.
• Attend team meeting, supervision meeting, and other relevant meetings as assigned.
• Gather, track, and report all program’s and grant’s required data and reporting timely as assigned.
• Additional duties as assigned.

Ideal candidate will possess:  

• Significant experience and training in providing case management, assessment and evaluation of adult clients with substance use issues.
• Experience working with adult clients having co-occurring mental health and substance use disorders, emergency services, criminal justice system, or adult clients respective to the position.
• Demonstrated experience determining appropriate referrals and recommending treatment plans.
• Ability to maintain case files and use of spreadsheets and other databases.
• Experience establishing appropriate clinical relationships.
• Demonstrated understanding and experience with confidentiality and ethics.
• Ability to work independently.
• Excellent collaboration skills to work with multiple partner agencies
• Certified Alcohol and Drug Counselors are strongly preferred (e.g. CADC-I/II, CAADE).
• The ability to speak, read and write fluently in both English and Spanish is preferred.

SALARY
Case Management/Assessment Specialist I:  $6,496.53 - $7,262.67 /month
Case Management/Assessment Specialist II:  $6,564.13 - $8,205.60 /month
 
This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a trauma informed, culturally responsive, field-based experienced individual for the position of Mental Health Counselor I/II, Spanish Speaking Required, with the Adult Resource Management (ARM) Team. The ARM team is located at 2000 Alameda de Las Pulgas in San Mateo, CA. This position requires traveling throughout San Mateo County.
 
The ARM team provides critical, field-based, trauma informed and culturally responsive, intensive case management support to Clients with Severe Mental Illness (SMI) who are either at high risk of being hospitalized or re-hospitalized, being discharged from locked facilities, are at risk of homelessness and or are currently homeless. The referrals to the ARM team come from the Regional Clinics, PES, Hospitals, and other partner agencies. This position also provides intensive case management support to the Clients admitted to the contracted mental health beds at Safe Harbor Shelter and the Navigation Center. This position assists Clients with treatment support and engagement, transportation to appointments, applying for GA and to other needed resources that include employment and permanent housing, and to help them manage their symptoms and behaviors.
 
The ideal candidate will have experience providing field-based intensive case management for Clients with SMI and co-occurring conditions; working with adults who are homeless or potentially homeless, leaving jail, in shelters, in detox and substance use residential facilities, in social rehabilitation facilities, or in hospitals; interviewing and assessing clients' housing, financial and employment needs; assisting adult clients to stabilize in the community with housing and other services; assisting clients to develop treatment recovery; assisting clients in their addiction recovery; and an understanding and working knowledge of systems of care. Fluency in both English and Spanish is required

• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and evaluations of patient progress; 
• Consult frequently with professional team members; 
• Provide outreach counseling and refer clients to appropriate mental health program service resources; 
• Counsel individuals or groups regarding resources or services available for treatment and to help combat relapses; 
• Participate with program staff in individual client and program conferences, in staff development and professional growth activities; 
• Plan and present informational services to community target groups and organizations to explain mental health programs and services; 
• Serve as lead or co-facilitator in group, individual or other treatment modality; and

Qualifications

Education and Experience:

Mental Health Counselor I: One year of experience in a community mental health setting, performing crisis intervention or related counseling services or completion of 60 semester units from an accredited college or university with emphasis in one of the behavioral sciences.
 

Mental Health Counselor II: Two years of experience in a community mental health setting, performing individual or group therapeutic counseling services to clients and developing therapeutic assessment and treatment plans.

Knowledge of: 
Mental health needs and problems of the general population; rehabilitative counseling techniques including role playing, behavioral modification and recreational therapy; social aspects of mental and emotional disturbances; basic techniques and dynamics of individual and group therapy; community resources available for treatment of clients; problems, needs, attitudes and behavior patterns of clients having basic emotional and/or social adjustment problems; and individual, couple, family and group counseling principles.

Skill/Ability to:

The District is currently accepting applications for the position of Senior Environmental Planner in the Planning and Climate Protection Division. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 2-year term.
 
This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the District’s ongoing general fund budget. The AB 617 Senior Environmental Planner will join a high performing and motivated team of professionals who work in deep partnership with frontline communities most impacted by air pollution. You will lead and participate in the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to conduct research, analyze issues, prepare planning documents, and craft recommendations to support decision making. You will also interface with local, regional, and state agencies in developing and implementing these community-scale air quality plans.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.
 
About You in the Position – Climate Protection Section (EPA CPRG Role)

The Bay Area Air Quality Management District is leading a regional effort to develop the first-ever Bay Area Regional Climate Action Plan. The EPA Climate Pollution Reduction Grant Senior Environmental Planner will participate in this effort as a member of a high performing and motivated team.
 
To be successful in this role, you must be a strong team player who is able to adapt to changing circumstances and priorities. You will make use of your knowledge of how local governments operate to address planning and policy issues. You will also draw on your experience or interest in addressing GHG mitigation by working with communities to identify local priorities, while at the same time syncing local goals with regional and statewide climate planning efforts. Your ability to review and assess policies and strategic approaches will support your work in developing potential GHG mitigation strategies and measures in a variety of economic sectors.

EPA Climate Pollution Reduction Grant
As part of the Inflation Reduction Act of 2022, the US EPA launched the Climate Pollution Reduction Grant (CPRG) program, providing $250 million nationwide to states and metropolitan regions to develop regional greenhouse gas (GHG) reduction plans, and $4.3 billion in nationally competitive grants to implement measures in those plans. The Air District has received $1 million from this EPA program to lead an eight-county climate action planning process. This planning effort identifies GHG mitigation measures across economic sectors to achieve aggressive GHG reduction goals and benefit frontline communities.

DEFINITION
Under direction, provides lead direction to environmental planning staff and conducts complex long-range planning for land use and environmental assessments; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the advanced lead level in the professional planning series. Incumbents provide lead direction to environmental planners and perform highly specialized and difficult planning functions. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from Principal Environmental Planner in that the latter has responsibility for creating projects and new programs, and handling the most difficult, sensitive, novel or critical projects.

Examples of Duties for this Position

Analyzes issues, prepares reports and recommendations relative to land use, regional development and related issues; provides input into planned development's impact on air quality.
 
Confers with personnel from other divisions and agencies in coordinating assigned work; meets with community organizations and other groups to encourage cooperative action or resolve problems.
 
Upon assignment, provides lead direction, training and work review to professional environmental planners on routine, continuing or well-defined tasks; prioritizes and follows up on work to ensure timely completion.
 
Responds to inquiries from and represents the District with governmental officials, consultants, and the public related to environmental planning issues.
 
Upon request, provides input into selection decisions and performance evaluations.
 
Performs research on specified administrative and technical activities necessary to achieve environmental review and planning objectives.
 
Monitors and evaluates legislation and other governmental actions relating to air quality management planning; develops recommendations for District regulations, policies and programs.
 
Interfaces with local, state and federal agencies in development of regional development issues.
 
Leads and participates in preparation, review and editing of environmental impact assessment documents from other agencies; prepares District Lead Agency documents in accordance with relevant guidelines.
 
Participates in the preparation of non-attainment area plans related to assigned work.

Minimum Qualifications

Education & Experience

Equivalent to graduation from a college or university with graduate degree in regional, urban, or environmental planning or a closely related field and three years of professional environmental planning experience. Additional relevant experience may substitute for the graduate degree.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

Definition
Under direction, performs professional environmental planning work, including conducting planning studies, environmental impact reviews, and transportation/air quality program activities; performs related work as assigned.
 
Distinguishing Characteristics
Environmental Planner I is the entry level class of this specialized professional planning series. Initially under close supervision, incumbents perform a wide range of professional planning duties while learning the more skilled and complex tasks associated with environmental planning and assessment. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Environmental Planner II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.
 
Environmental Planner II is the journey level class in this specialized series, fully competent to perform a wide range of professional planning duties associated with air quality and environmental planning. This class is distinguished from Senior Environmental Planner in that the latter provides lead direction as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams, outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto. BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve. Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.

The ideal candidates will possess:

• Strong assessment, diagnostic and evaluation skills
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities
• Experience providing treatment for youth with Severe Emotional Disturbance (SED).
• Experience delivering services to youth who have mental health and substance use conditions. Experience delivering services in specialty areas for infants, children, youth, adolescents and/or transitional age youth.
• Excellent documentation skills: progress notes, assessments, client care plans, etc.
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN).
• Fluency in Spanish and experience providing clinical services using bilingual skills.

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms. Determine and develop appropriate treatment plans for all clients in the caseload.
• Conduct individual, group and family counseling/therapy sessions for clients.
• Develop individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct suicide/risk assessments & crisis intervention.
• Conduct home visits and/or field-based services (as relevant to program needs.)
• Awareness of community resources in order to provide linkage to additional supportive services.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children.
• Work as a part of a multidisciplinary team.
• Utilize Trauma Informed Care and other Evidence-based practices.

Behavioral Health and Recovery Services (BHRS), provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, families, adults and older adults. We provide behavioral health in diverse settings including community outpatient clinics, corrections, field-based settings such as homeless encampments and shelters, and through a network of community agencies and independent providers who offer outpatient services, residential treatment, rehabilitation and other services for adults. BHRS Adult and Older Adult Services serves residents of San Mateo County age 18 years and older with severe functional impairments due to a serious mental illness and a/or multiple co-occurring, substance, medical and/or developmental disorder. The Adult Psychiatric Social Worker/Marriage Family Therapists an integral member of a multi-disciplinary team, providing a broad range of psychosocial interventions with the goal of improving the quality of life of the client.

• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation;
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
• Work as a psychiatric team member with other treatment disciplines;
• Utilize Trauma Informed Care and other Evidence-based practices
