The County of San Mateo Planning & Building Department is seeking well-qualified candidates for the position of Associate Drainage Engineer.  

Under general supervision, perform a variety of professional civil engineering services in such areas as planning and design of private and public planning and building projects, including residential and commercial buildings, parks, and landscaping projects.

Associate Engineer is the journey level class of this series responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on construction projects. 

The ideal candidate will possess and have knowledge of:

• Stormwater management and treatment practices, including green infrastructure and low impact development measures to reduce runoff and prevent stormwater pollution.
• C.3 and C.6 requirements of the Municipal Regional Stormwater NPDES Permit. 
• Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California is desirable 

Examples Of Duties

Duties will include, but are not limited to: 

• Gather, compile and compute data using engineering, drafting and calculating instruments and techniques to prepare designs, plans, estimates, technical reports and specifications for the construction, alterations, maintenance and operations of a variety of engineering projects. 
• Conduct drainage plan review on planning and building permit applications.  
• Serve as resident engineer on routine construction projects. 
• Perform duties as chief of party engaged in making surveys. 
• Prepare designs, plans and specifications for routine projects. 
• Assist in drafting and preparing instructions for bidders, proposals, affidavits, bonds, specifications, change orders and other documents and reports involved in the construction of engineering projects. 
• Ensure County compliance with the Municipal Regional Stormwater Permit issued by the Regional Water Quality Control Board. 
• Update ordinances, regulations, and policy manuals as needed to comply with changing State, regional, and local requirements. 
• Inspect construction projects for conformance with specifications, safety standards and federal, state and local regulations. 
• Conduct economic cost and quantity estimates for assigned projects. 
• Supervise subordinate personnel in a variety of capacities. 
• Perform related duties as assigned. 

Qualifications

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions (weight: pass/fail). Candidates who pass the application screening may be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.

Job Description: 

The intern’s workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to proof reading, poster design, grassroots marketing, implementing events, organization of record management, benchmarking, photographing activities and research. The position will serve as a regular staff member and will receive assignments and work direction from the Community Services Supervisor. The primary goal of the internship program is to provide a college student or recent graduate an opportunity to apply their academic training in a municipal government setting. This paid internship provides hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and résumé for a future profession in government.

Qualifications:

• Current Undergraduate College Student or Bachelor’s degree in Community Services/Recreation or related fields
• Knowledge of principles and practices of organization and recreation
• Interest in local government
• Strong oral & written communication skills
• High level of computer skills
• Effective interpersonal skills as well as the ability to establish and maintain professional working relationships with supervisors, co-workers, and the public

Job Description:

The Town of Los Altos Hills is recruiting a college intern to work in the Community Development Department. The intern will split time between the planning and building divisions of CDD. The role for planning will include support of both short range and long range planning.  Interns working on long range planning will work primarily as a research aide for the Town’s 2023-2031 certified Housing Element implementation.  For short range planning and the building division support interns will be focused on day to day permit activities, but may also work on other more general department duties as needed.

Examples of Duties:

• Conduct research and analysis of State Law and Fair Housing requirements for the Town’s 2023-2031 certified Housing Element implementation
• Conduct field investigations as necessary
• Prepare and conduct surveys in association with the Housing Element implementation progress and reporting
• Creating illustrative graphics, flyers and informational handouts
• Providing planning customer support at the public counter/virtual counter
• Other general Department tasks to include but not limited to: research, response to inquiries, assisting staff, filing, data entry, and record keeping

Qualifications:

• Completion of at least two (2) years and current enrollment in a Bachelor’s degree or Graduate degree program with major course work in urban planning, geography, architecture, environmental studies and/or related field.

Or;

• Recent graduation from a program listed above.

 THE POSITION  

The Community Development and Transportation Department (CDT) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development and Transportation Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Shadowing and assisting Planning staff during counter hours
• Maintaining a database of Planning permit records and files to serve an online permit viewing tool;
• Conducting research for various strategic planning studies that could include: Central Redwood City Master Plan, an Accessory Dwelling Unit Showcase, and Historic Preservation Ordinance;
• Investigating opportunities for increasing public involvement in Planning Division activities;
• Investigating opportunities for new methods of communicating with the public using social media, videos, and newsletters
• Preparing updates to documents, forms, handouts and other materials;

About the Opportunity

We currently have an exciting opportunity for full-time Senior Planner to join our team in Millbrae, San Mateo County.  

Your key responsibilities are:

• Managing highly complex projects on a wide range of current and advance planning topics such as mixed-use developments, implementing and updating the City’s Specific Plans
• Researching and preparing complex reports regarding long-range planning policy topics, including but not limited to, General Plan, Specific Plan, municipal code amendments, rezoning requests, and environmental review
• Making presentations to the City Council, Planning Commission, community groups, and outside agencies
• Participating in the review of complex development proposals for conformance to City standards
• Resolving disputes between the City, developers, and property owners
• Building effective working relationships with other City departments, outside agencies, and consultants
• Participating in the development and implementation of the City’s planning policies, and assisting or leading improvements in planning procedures and related information systems
• Providing lead direction to consultants, subordinate professional, technical, and clerical staff
• Training assigned staff in areas of work of planning methods, procedures, and techniques

More About You

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

Experience: Five (5) years of increasingly professional work experience in municipal planning. Two (2) years of experience can be substituted by a Master’s degree.

Licenses: Possession of a valid California Driver’s License and a satisfactory driving record

The following skills and experience will also be essential:

• Demonstrated ability to communicate effectively verbally and in writing
• Ability to manage multiple priorities and projects
• Ability to apply technical knowledge and explain information to different audiences
