Position:    Management Analyst Intern – Community Development Department Housing & Admin 

Salary:     $25.08 to $30.02 per hour (Dependent on Qualifications)

THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. The Department, which has about 55 full time employees, includes the Building, Housing, Planning, Code Enforcement, & Business/Admin Divisions. The Management Analyst Intern will primarily support the Housing and Business/Admin Divisions and receive primary supervision from the Department’s Business Manager and Housing Manager, and project specific direction from the supervisor/manager primarily responsible for each specific project. The duration and start date of the internship are flexible, though summer interns typically start between mid-May and Mid-June. 

MINIMUM QUALIFICATIONS:  
•    BA/BS or Masters Candidate 
•    Strong analytical, writing and verbal skills; effective written and oral communication
•    Experience conducting research and data analyses
•    Able to work independently with direction from supervisor
•    Interest in learning more about a career in local government

DUTIES: The primary projects will most likely include the following: 
•    Market Research / Data Analysis. Support the research and help prepare findings report on fee schedules across multiple jurisdictions to help the Business Manager prepare for the 2025 comprehensive fee study. 
•    Contracts / Grant Administration. Support the Housing Division Community Development Block Grant (CDBG) and Permanent Local Housing Allocation (PLHA) administration of contracts and grant funds for nonprofit recipients.
•    Housing Element Compliance / Certification. Support the Housing Division with implementation of Housing Element policies and programs.
•    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

In addition, the intern may work on a variety of other projects to support Community Development Department special projects and operations, depending upon need, availability and interest.

The Housing Department

The City of San Jose's Housing Department's mission is to strengthen and to revitalize the community through housing and neighborhood investments. The Housing Department has funded over 20,000 affordable apartments, oversees the Rent Stabilization Program that provides protection to both renters and mobile homeowners, and is implementing innovative programs to preserve restricted affordable apartments. The Housing Department also strives to make homelessness in San Jose rare, brief, and one-time, through the implementation of the Community Plan to End Homelessness. The Plan is a collaborative public-private partnership with the County of Santa Clara's Office of Supportive Housing, the Santa Clara Housing Authority, and Destination: Home, a nonprofit. The Housing Department manages four U.S. Department of Housing and Urban Development Programs entitlement grants in addition to numerous state and local grant programs. Over the past three years, the Housing Department has played a major role in protecting the City's most vulnerable residents by investing over $150 million in funding to respond to the COVID-19 pandemic. Within our Communications Team, you will:

     * Play an important role in helping the Housing Department communicate critical information to the public, City Council and a wide range of stakeholders;

     * Provide graphic design services for the entire Department, including signage, brochures, mailers, flyers, and presentations;

     * Develop content for our Department's social media channels, website, and SharePoint site;

     * Support the Communications Team's public outreach via email and social media;

     * Manage the Department's photo library;

     * Manage the Department style guide and ensure all visuals produced by the Department comply with the City's brand guidelines;

     * Translate data and statistics about homelessness and affordable housing into relatable content via infographics and images;

     * Support multidisciplinary project teams that include policy experts and project managers from within and outside the Housing Department;

     * Produce the Department's annual report as well as reports for teams within the Department (e.g., Rent Stabilization Program, Homelessness Response Team); and

     * Support the Department's language access program and work with the City Manager's Office to ensure compliance with citywide language access policies.

About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

The ideal candidate is a self-starter who works independently with some supervision; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Midpen offers a hybrid office/telecommute work schedule for this position, which includes a 9/80 schedule.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  Equivalent to graduation from an accredited four-year college or university with major coursework in urban or regional planning, environmental planning or design, environmental sciences, landscape architecture or a related field, and at least three (3) years of increasingly responsible experience with five (5) years desired in project management (design, planning or environmental review projects), preferably in parks, open space or related field, including at least one (1) year of direct supervisory and administrative responsibility (which can include management of consultant team).

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision.

The Position:

Typical Duties:

Minimum Qualifications:

EDUCATION AND EXPERIENCE
• Equivalent to graduation from high school and thirty (30) semester units of college level work with an emphasis in public safety, supervision and management, public administration or related subjects; and
• Five years' experience dispatching in the public safety field, at least two (2) years of which having been at the supervisory level.
Possible Substitutions:
• Administrative or supervisory experience in a public safety department may be substituted for the dispatching experience on a year for year basis.

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

SPECIAL CONDITIONS
• Willing to respond to callback in case of major emergencies or local disasters;
• Willing to work Saturdays and odd, irregular and unusual hours;
• Will be required to pass a City background investigation, which will include fingerprinting, polygraph and/or psychological testing; and
• Must be able to perform all of the essential functions of the job.

• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
• Performs other related duties as assigned
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines

 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED

 

Minimum Experience Requirements: 

• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or
• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

 

License/Certifications: 

Possession of a current P.O.S.T. Basic Dispatch certificate is required.

 

Other Requirements:  

• Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours.
• Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and/or psychological testing.

Works under the general supervision of a Senior Public Safety Dispatcher or Watch Commander and the overall direction of the Communications Operations Manager.

 

The City of Sunnyvale invites applications for Public Safety Dispatcher in Training. Under supervision and in a trainee capacity, processes emergency and non-emergency calls for service; dispatches police, fire, medical, rescue, animal control or other emergency equipment, by telephone or radio, utilizing complex technical aids, such as computer aided dispatch systems (CAD); and performs other related duties as assigned.

Public Safety Dispatcher-In-Training is the entry and trainee level in the public safety dispatcher series. Under close supervision, incumbents are trained in dispatching techniques, equipment, and protocols. Work assignments change frequently to facilitate training. Employees are subject to daily and weekly observation reports until they demonstrate the ability to perform independently. This is an alternately staffed classification. Public Safety Dispatcher-In-Training incumbents are required to achieve the knowledge, skills, and abilities necessary to advance to the Public Safety Dispatcher level within the twelve-month probationary period.
