The Human Resources Management Analyst will serve as a business partner to departments for a variety of Human Resources programs and projects including recruitment, job analysis, training and development and benefit administration.

The Human Resources Department is seeking well qualified candidates for the position of HRIM /Workday Application Support Analyst II. We are seeking highly skilled and motivated individuals to join our Human Resources Information Management /Workday team.

As the HRIM /Workday Application Support Analyst II, you will collaborate and consult with colleagues in various departments to understand business and functional drivers across all Workday HR modules. Qualifications

Experience/Education:

The City of Auburn is hiring a Finance Technician in the City's Finance Department. This is a newly added position to the department and we are looking for an experienced and dynamic finance professional to join our team!

This position will primarily focus on payroll. Upon hire, the incumbent will jump right into learning the City's payroll processes and work regularly with human resources each payroll. In addition to payroll, the incumbent will perform work in various finance and accounting duties of the department.

POSITION SUMMARY

The Finance Technician works under general supervision of the Finance Director to perform a variety of clerical and technical accounting work; including assisting in the preparation, maintenance and processing of accounting records and financial transactions related to payroll, licensing, accounts payable and accounts receivable; assisting in budget preparation and monitoring; verify balances and adjust accounts; prepares various fiscal reports and provide information and assistance to City staff and the general public.

Duties include programmatic general accounting (general ledger, accounts payable, accounts receivable and payroll), support of budget planning and development, and preparing journal entries; assisting with the annual audit, and other administrative activities in the Finance Department. DISTINGUISHING CHARACTERISTICS

This is the entry-level professional class in the Finance series. Positions in the class initially work under close supervision while learning job tasks and perform the more routine duties while learning City policies and procedures, and specific techniques and regulations related to finance. As experience is gained, duties gradually become more diversified and are performed under more general supervision. Positions at this level are distinguished from the Finance Analyst level by the performance of less than the full range of duties assigned to the journey level class within the series.

REPRESENTATIVE DUTIES

DEFINITION

Under the general direction of the Director of Finance and Administrative Services, the Assistant Director serves as part of the management team of this municipal department and assists with planning, directing, coordinating and administering the functions of accounting, budgeting, and a wide range of support services including business licensing, payroll, utility billing, information technology and other functional areas of the Finance Department.

EXAMPLES OF DUTIES

Responsibilities may involve direct or indirect supervision of any or all of the above functions with primary emphasis on accounting, budgeting, financial analysis, payroll, and information technology. 

The Assistant Director plays a critical role in the management of accounting functions and preparation of the Comprehensive Annual Financial Report; development of City operating and capital budgets including preparing complex financial analyses, working with contract financial consultants and actuaries, developing payroll projections and providing support to labor negotiations, developing strategies to improve workflow and service delivery, and overseeing the internal service fund financial management and cost allocation.

The Assistant Director also plays a key role in evaluation of the City’s Enterprise Resource Planning (ERP) software system, including evaluation of the current and any future system, working with Finance staff in accounting, payroll, and information technology as well as Human Resources staff to ensure efficient implementation of all aspects of the system.

In addition, the Assistant Director prepares complex reports and presentations before the City Council and the public, represents the department in various meetings, resolves difficult and sensitive citizen inquiries and complaints, and serves as acting Director in the absence of the Director of Finance and Administrative Services.

MINIMUM QUALIFICATIONS

Knowledge of:   Current principles, practices and techniques of organization, administration, supervision, training, personnel management; principles of accounting and finance, including Generally Accepted Accounting Principles, governmental accounting, auditing, budgeting, financial management, revenue forecasting, risk management, automated financial information systems; and advanced applications of modern office software including Microsoft Excel, Word and PowerPoint.

Under the direction of the Chief People Officer, the Human Resources (HR) Compliance Manager oversees and coordinates agencywide compliance related to federal, state and local regulations on drug and alcohol testing, driver’s license, medical certifications and substance abuse programs, as they apply to safety sensitive positions.  The HR Compliance Manager will be primarily responsible for managing, organizing and directing the work of the San Francisco Municipal Transportation Agency’s (SFMTA) HR compliance programs, which include License & Medical compliance and the Substance Abuse Program.

Examples of Important and Essential Duties:

• Plans, organizes, directs and evaluates the work of the License & Medical and Substance Program and staff to ensure the operations and services are effectively integrated with the operations of other divisions.
• Responsible for program management over the Drug & Alcohol (D&A) Program to include all policies and testing in accordance with the SFMTA Policy and Federal Transit Administration regulations.

THE POSITION

Reporting to the Deputy Director of Administrative Services, the Budget Officer (Senior Management Analyst) will be responsible for overseeing preparation of the annual city-wide operating and Capital Improvement Program budgets.  Providing guidance as a subject matter expert and advisor in various programmatic areas related to budget for the City Manager's Office, City Clerk's Office, Community Development Department, Parks & Recreation Department, Fire Department, Police Department, and Public Services Department.  The Budget Officer is an at-will position and serves at the pleasure of the City Manager.

MINIMUM QUALIFICATIONS

Possession of a bachelor's degree with major coursework in public or business administration, finance, human resources, economics, or a closely related field;

AND

Four (4) years of increasingly responsible professional experience performing public administration, finance, or similar management analytical duties and one (1) year of related supervisory experience;

OR

Two (2) years of experience at a level equivalent to the City’s Management Analyst class.

Licenses and Certifications

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.
• Maintain accurate up-to-date tracking of contract and purchase orders and identify available budget and variances.
• Establish and maintain strong, collaborative relationships with project managers and other departments.
• Assist in developing, recommending, and implementing policies and procedures related to budgeting and grants management. 
• Perform other job-related duties as needed or assigned by the Assistant Director or Section.
