The City of San Bruno Public Works Department is seeking a Principal Civil Engineer to assist in the administration and supervision of the Engineering Division. The Principal Civil Engineer will plan, supervise and coordinate challenging, professional engineering work in support of a wide range of complex Public Works projects. The Principal Civil Engineer will work on a broad range of exciting projects including the development of the Bayhill Specific Plan, the new San Bruno Recreation and Aquatics Center, and implementation of a $63 million Capital Improvement Program for roadway, stormwater, water and sewer infrastructure.
Other duties might include supervising the review of private development and/or subdivision plans for conformance to standards; participating in the development of capital improvement plan and projects; providing continuing technical assistance to staff; supervising and participating in the work of junior-level engineering staff; and, serving on and providing technical support assistance to various City commission and task forces.
Minimum Qualifications
· Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field
· A minimum of five (5) years of increasingly responsible civil engineering experience performing duties of at least comparable to an Assistant Civil Engineer; at least two (2) years of this experience must be equivalent to an Associate Civil Engineer or above, including experience as a project manager
· Municipal professional engineering and supervisory experience highly desirable
Required Licenses
· Possession of a valid California driver’s license or the ability to obtain one prior to employment.
· Possession and maintenance of a valid registration as a Professional Civil Engineer in the State of California, or possession of a valid registration as a Professional Engineer in another state with ability to obtain a California registration as a Professional Civil Engineer within six (6) months.
Ideal Candidate
The ideal candidate for this position will be able to perform complex engineering calculations, review, design, and supervise the construction of a wide variety of municipal improvements projects. The candidate shall have excellent communication skills with the ability to communicate technical information clearly and accurately, both orally and in writing.
The successful candidate will be a seasoned professional capable of completing high-quality staff work with minimal direction, and feel comfortable managing multiple priorities in a fast-paced environment. Success will depend on being an inquisitive, competent, adaptable and articulate team player. The candidate shall be able to effectively supervise and train professional, technical and clerical support staff.
Knowledge, Skills and Abilities
The successful candidate will possess advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting. Experience with planning, design and construction of complex water and sewer infrastructure and land development oversight is highly desirable. In addition, the candidate will demonstrate knowledge of applicable City policies, laws, and regulations as it pertains to engineering, as well as applicable laws and regulatory codes relevant to assigned areas of responsibility. Knowledge of engineering mathematics, methods, materials, tools, and equipment used in engineering construction, as well as topographic and construction surveying, is key. The candidate will possess effective oral and written communication skills to communicate with employees, consultants, other governmental agency representatives, City officials and the general public. In addition, the successful candidate will have knowledge of principles and practices of municipal management, including supervision and evaluation of personnel, budget planning and preparation, and public relations.
