ABOUT THE POSITION

Under the direction of the Custodial Services Supervisor, the Maintenance Custodian serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent will be required to travel between several City buildings during their scheduled shift.

POSITION

To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Community Services Department and to create a list for future vacancies.

Candidates who do not currently meet the minimum qualifications for the Facilities Maintenance Worker I position may be considered for an Intern position instead.

Temporary employees work no more than 130 hours per month and 960 hours per fiscal year.

IDEAL CANDIDATE

The Ideal Candidate for this position will have previous facility maintenance experience, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, have good attendance, a positive attitude and a willingness to take on new tasks as requested.  The ability to speak and understand Spanish is a desirable quality.

ESSENTIAL JOB FUNCTIONS

A primary function of this position is janitorial services. Will include set up and cleanup of special events. Prepare simple activity and related reports; maintain inventory and work records as required. Perform other facility maintenance duties as assigned. Work cooperatively with others. Regular and consistent attendance.

QUALIFICATIONS
Facility Maintenance Worker I

Education: High School Diploma or equivalent.
Experience: Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.

SALARY
Facility Maintenance Worker I:                 
$21.12 - $26.96 per hour

Intern:                                                            
$16.50 - $20.50 per hour

WORK HOURS
Position works approximately 16-20 hours per week in the afternoons and evenings, and will require some weekend hours.

Salary

Child Care Aide: $16.50 - $19.50 per hour, part time, non-benefited, typically limited to 1,000 hours per year.  

Child Care Associate Teacher: $20.00 - $25.50 per hour, part time, non-benefited, typically limited to 1,000 hours per year.

CHILD CARE AIDE

This position will work directly with a Child Care Site Coordinator or Lead Teacher at varying pre-school or K-6/ K-8 school sites based on program needs. The Child Care Aide is responsible for leading activities and supervising small groups of children in State-funded Title V programs.

To perform a variety of semi-skilled and skilled tasks in the removal of blight from City property.  Positions allocated to this class are expected to perform skilled and complex maintenance including litter, weed, and debris removal duties and to work with third party contractors.

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills and possess the ability to mediate or de-escalate conflict. Candidates should possess an awareness of their surroundings and roadway dangers. They should be willing to work in a variety of conditions exposing them to inclement weather, as well as vehicle traffic. The ability to prioritize work and maintain deadlines would be ideal. ESSENTIAL JOB FUNCTIONS

• Work to complete required duties for the City’s Blight Abatement Team such as removal of graffiti, removal of abandoned camps, litter clean-up, power washing, removal and clean-up of bio-hazards and human waste, removal of fallen leaves and minor landscaping clean-up, as well as assist in the execution and implementation of special events that take place within the City limits.
• Work in cooperation with staff from other City departments. 
• Fulfill the tasks assigned to them with attention to detail, speed, and a customer service-oriented attitude.
• Be self-directed in completing tasks and determining the next priority of work. 
• Comply with policies and procedures of the Department’s Illness and Injury Prevention Program.
• Utilize proper safety precautions and set a positive example for others. 
• Perform related duties as assigned.
• Regular, predictable, consistent and timely attendance at City Hall or Police Department is an essential function of the position, in that the employee must be present at work to complete assigned tasks.

OTHER JOB FUNCTIONS

Provide general information to the public, other City departments, and vendors pertaining to area of assignment. Perform preventive maintenance and minor repairs on assigned equipment.  

The work environment is located primarily outdoors and consists of completing tasks involving litter, weed, debris and graffiti removal, painting and biohazard abatement. Additional tasks include cleaning of walkways, street gutters, alleyways, and landscape areas. Conditions range from working outside in all types of weather conditions. Some work will involve hazardous and unsanitary conditions. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without regular direct supervision. Must be able to work under stressful conditions.

Meet stand-by program requirements and serve in a stand-by status after regular working hours and respond to emergency call-outs.  Assist in the preparation of cost estimates, scheduling of work, and employee evaluations.   Requisition of materials and supplies for assigned facilities and projects.   Instruct subordinates in proper work techniques, use of equipment and safety practices and requirements. Work cooperatively with others.  Drive vehicles and equipment as required.  

QUALIFICATIONS

Education:

High School Diploma or equivalent.  

Experience:

One (1) year of experience performing duties comparable to those of a Maintenance

Worker I.

Bilingual:  Knowledge of a second language is beneficial.

License and Certificate:

Required upon hire, possession of valid Class C California Driver's License.

Forklift Certification, First Aid and CPR certifications, is required prior to permanent appointment.

Possession of a valid Class B or Class A California Driver's License is a plus.

SALARY

Community Enhancement Specialist
$4,804.06 - $6,131.34 /month
$2,217.26 - $2,829.85 /bi-weekly
$27.72 - $35.37 /hour

Future salary growth includes 4% increase effective July 2024, a 1% increase effective January 2025, a 4% increase in July 2025 and a 1% increase effective January 2026.

THE DEPARTMENT

The Public Works Department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Maintenance, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Maintenance Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

The City of Lincoln is accepting applications for the position of Refuse Truck Driver II in the Solid Waste division of the Public Works department. Under general supervision, this position performs the full array of duties in the Solid Waste division, including maintenance, operating collection vehicles and refuse equipment operation. This job classification is represented by the Classified, Local 39 employee group; the probation period is 12 months.

Open positions may be filled as regular/full-time or seasonal/part-time.  Seasonal positions are limited to 999 hours per fiscal year and are unbenefited, and may become regular/full-time positions, dependent upon the future needs of the department.

DISTINGUISHING CHARACTERISTICS

The Refuse Truck Driver II is the journey-level class responsible for a wide variety of maintenance and refuse collection tasks. This classification is distinguished from the next higher classification of Senior Refuse Truck Driver in that the latter performs the more complex assignments and lead responsibilities. 

SUPERVISION RECEIVED/EXERCISED

This position receives general supervision from the Solid Waste division’s Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs general maintenance, repair, construction, equipment operation and installation work in refuse collection.
• Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

The following are a representative sample of the KAS’s necessary to perform essential duties of the position.

Knowledge of:  Practices, techniques and materials used in maintenance, construction and repair of streets, buildings, parks and water treatment facilities; knowledge of the City street system; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of trucks, refuse vehicles and other heavy and light equipment; defensive driving; proper lifting procedures; methods and techniques for record keeping; basic principles of mathematics; occupational hazards and standard safety procedures.
