Hours: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). Varying shifts are available including Monday through Friday between 8:30 a.m. and 8 p.m. and Saturdays and Sundays from 8 a.m. to 6 p.m.

Under general supervision, individuals assigned to this classification assist the organization to develop and design reports, websites, social media collateral and other marketing and presentation materials. This classification focuses on the development of written and graphic representation for division or department materials. Individuals in this classification are primarily focused on enhancing the Division’s social media presence, developing all written material, performing administrative tasks, attending fairs and events to promote Recreation Services programs; and perform/ related work as required.

This position is characterized by developing new and innovative marketing collateral with limited structure or routine work. Work assignments are performed in collaboration with various divisions and levels of staff, independently, with responsibility for following through on development. Contacts are regularly made both internally and externally at all levels of the organization involving tact, discretion, good listening and customer service skills. The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. Additionally, the position requires good written communication skills, public relations, interpersonal, and problem-solving skills and abilities. The Marketing Associate receives direction from program supervisors and management staff.

Essential Job Functions

• Design and produce effective collateral for digital and print to promote programs, events and services
• Design and produce graphics materials using computer-based and traditional methods to meet organizational standards and deadlines
• Produce highly creative work within an established organizational style
• Edit electronic newsletter articles and blurbs, program descriptions for activity guide/fliers/online descriptions and social media posts
• Follow all City standards related to branding and writing (Associated Press style), or as otherwise directed, and meet deadlines
• Develop written content and edit for brochures, reports, logos and other marketing and presentation materials
• Consult with City staff and provide technical coaching and training to colleagues
• Participate in the planning, development and production of written and graphics materials
• Assist staff in the development of presentations using PowerPoint and other presentation software

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

• A bachelor's degree from an accredited college or university in marketing, communications, graphic arts or a closely related field; AND
• One year of related work experience that provides the required knowledge and abilities.

Knowledge of:

• Computer programs utilized in the production of marketing collateral; specifically, the Adobe Creative Suite, Canva, Microsoft Publisher, Word, Excel and PowerPoint

The Manager, Government and Community Affairs reports to the Director, Government and Community Affairs and is responsible for strategic development and management of government and community relations with a primary focus on the San Mateo County Transit District (SamTrans). .  Assistance with San Mateo County Transportation Authority and SMCEL JPA efforts may be required on as needed basis. This position will focus on local agency, stakeholder, and community engagement and assist with regional, state, and federal efforts.

Essential Functions & Duties

• Direct activities that support robust, diverse, and positive engagement with communities that are served by the agency.  
• Plan and execute multilingual public participation and communications efforts for strategic and operations planning, infrastructure, and other projects.
• Manage agency relationships and lead engagement with local stakeholders including cities, schools, and business and community groups, across San Mateo County and neighboring areas.
• Lead cross functional teams to ensure clear and timely communication on key policy, project, and planning goals and to respond to stakeholder requests and concerns.
• Provide strategic guidance to agency leadership and teams.
• Coordinate activities that support the creation and mobilization of a broad coalition of third-party advocates to build awareness and effectively promote the agency’s overall activities, policies, and goals.

Minimum Qualifications

Electricians are responsible for installing, maintaining, testing, troubleshooting, repairing, and operating high and low voltage/amperage electrical components, systems and equipment including locating problems; determining appropriate courses of action; and coordinating repairs with affected parties. They design, fabricate, and install electrical systems and components and install wiring and electrical equipment, ensuring code compliance. Electricians review work orders, maintain activity logs, prepare requisitions and obtain approval for various projects. Duties may also include purchasing electrical supplies, including filling out paperwork; coordinating purchases; and, choosing vendors. They are responsible for responding to occasional emergencies, evaluating and taking required actions and determining if support is needed.

Mineta San Jose International Airport
Airport electricians are responsible for a wide range of equipment and systems in a 24/7/365 operation, including repair, installation, operation, and maintenance. Responsibilities may include airfield/airport specific systems and equipment such as series lighting circuits, constant current regulators, airfield lighting control systems, and airfield lights. In addition, responsibilities may include interior and exterior lighting fixtures (including high mast ramp lighting, street lighting, parking lot lighting, etc.), lighting control systems, building management systems, access control systems, fire alarm systems, power management systems, building distribution systems and equipment up to 12kv, motor control equipment, baggage handling systems, emergency generators, vehicle gate operators, pump stations and fiber optics. Shift schedules are based upon the needs and requirements of the Airport and may require rotation assignments or assignment to a specific shift. Weekend and holiday work may be required, and standby time may be required.

Public Works Department
Public Works electrician duties include: new construction, remodels, small tenant improvement projects, lighting retrofit projects, maintenance of pump stations (includes motor controls and PLC's and computerized alarm and monitoring of pumps, etc.), emergency generators, fire alarm systems, vehicle gate operators, badge access controls, lighting control systems, electrical building distribution systems and equipment up to and including 12kv, installing cat 5 and fiber optic networks and maintenance of all City buildings. They also set up temporary power for numerous special events on weekends and public address setups. PW provides standby Electricians 24/7. Depending upon assignment, Swing Shift, Graveyard Shift, weekend, and holiday work may be required.

Department of Transportation
Department of Transportation electricians are responsible for the ongoing maintenance and improvements of San Jose's streetlight and traffic signal systems. Responsibilities may include installation and maintenance of fiber optic cable, speed radar signs, video detection, traffic monitoring cameras, and 'smart' LED streetlights.

This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.

The Assembly Bill 617 Air Quality Specialist I/II will work closely with professional and technical staff to perform research and analyses aimed at developing regulations to control air pollutants that contribute to localized air quality impacts in overburdened communities.  You will review and draft regulatory language; develop cost effectiveness calculations, analyze emissions inventories to determine baseline emissions and reduction estimates; work closely with the Community Engagement and Planning Section staff to strengthen partnerships with key community stakeholders; and perform related work as assigned. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

 

DEFINITION

Under direction, performs a variety of professional level technical and administrative duties in the areas of inspection, investigation, air monitoring instrument and equipment operation, air quality planning, rule development, enforcement and compliance operations, and other air quality program areas; performs related work as assigned.

 

DISTINGUISHING CHARACTERISTICS

Air Quality Specialist I is the journey-level class in the Air Quality Specialist series. Incumbents are fully proficient to perform the full range of activities, with assignments of moderate difficulty. This class is alternately staffed with Air Quality Specialist II and incumbents may advance to the higher-level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Air Quality Specialist II is the advanced journey-level class of this series. Incumbents are expected to exercise more independent judgment, initiative and decision making, and are responsible for assignments requiring a higher degree of working knowledge, ability and initiative with minimal day-to-day supervision. Incumbents may provide training and technical guidance to staff.

This class is distinguished from Senior Air Quality Specialist in that the latter provides lead direction and is responsible for more complex work.

Education

Equivalent to a Bachelor's degree from a four-year college or university with major coursework in chemistry, computer science, electronics, engineering, environmental science, mathematics, meteorology, physical sciences, physics, or a closely related field.

AND

Experience:

Air Quality Specialist I: Two (2) years of experience performing duties equivalent to the Air District’s Assistant Air Quality Specialist II, including performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment; or developing and administering air quality programs.  

Air Quality Specialist II: Four (4) years of experience performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment, or developing and administering air quality programs, of which at least two (2) years included performing work equivalent to the Air District’s Air Quality Specialist I.

Substitution:  Any combination of relevant training and work experience in the listed or related fields may substitute for the education criteria on a year for year basis.

Other Requirements

Must be willing to attend meetings outside of regular working hours.

The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. ORS has a total of about 43 positions spread among five different work groups within the department: Investments, Benefits, Accounting, Information Technology, and Administration. ORS utilizes the City's Financial Management System for all general ledger activities. The actual salary shall be determined by the final candidate's qualifications and experience. The annual salary range for this position is: $108,959.76- $132,765.36

Retirement Services is seeking qualified candidates for a Senior Analyst position in the Benefits Division. The position will be responsible for the administration of retirement benefits for active and retired members of two retirement plans and ten retirement tiers.

Successful candidates will have strong interpersonal and analytical skills and a keen interest in providing quality services for our members. Reporting to the Benefits Division Manager, the position is responsible for the following key duties:

• Lead and supervise a team of up to five staff.
• Review and approve Analyst calculations, adjustments & entries of various retirement benefits in the Pension Administration System.
• Oversee staff activities including eligibility and amounts of pension benefits, death processing, service credit calculations, divorce and other legal issues, reciprocity, and disability retirement administration.
• Provide individual retirement counseling for executive staff.
• Address escalated issues from customers including retirees, employees, Human Resources, Payroll, Office of Employee Relations, and reciprocal agencies.
• Lead staff in researching and gathering data to resolve routine and complex issues such as eligibility and amounts of pension benefits, health enrollment issues, service credit calculations, and how to address regular occurrences of unique circumstances and issues.
• Provide lead analytical support to the Division Manager for projects requiring complex analysis and communications.
• Present at informational sessions with employees, retirees, retiree associations and other stakeholder groups.
• Process retirement applications and other pension duties as needed during peak workload periods or due to vacancies.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.

QUALIFICATIONS

Education and Experience:

Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.
