POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

The Electrical Engineer IV-V position performs a variety of exciting engineering duties associated with the NCPA generation fleet and the NCPA-affiliated members utilities. The Engineering Level IV-V will serve as a subject matter expert on power plant electrical systems and municipal electrical systems. The scope of  expertise includes both the technical and regulatory components of electrical generating facilities, generator protection, transmission systems, and substations systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent to report to work and meetings on time, ensures work responsibilities are covered when absent, and performs special assignments as assigned. Employees at this level will manage numerous studies and assessments. Additionally, this position will manage or assist capital and maintenance improvement projects from concept to completion. This position also provides onsite electrical subject matter expertise to power plant operations, generator operator NERC subject matter expertise, and electrical training to staff. 

Level IV:  
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.  

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level are given the most complex multi-year projects.

Responsibilities:
Coordinate NERC regulatory requirements for the Generation Services department. Leads the Generations Service NERC Compliance Program. Ensures that all Reliability Standard Audit Worksheets (RSAWs) are completed in a timely manner and proper records are maintained. 

Conduct engineering, perform economic and technical feasibility studies on both capital improvements and project enhancements for the Geothermal, Hydroelectric, and the Combustion Turbine Plants facilities, microgrids, PSPS (Public Safety Power Shutoffs), distributed energy resources, and other distribution resources found in city utilizes. 

Leads and coordinates small to large work groups to support various initiatives. Develops and sets schedules, develops meeting agendas, and manages meetings to meet timelines. 

Participates in the review of technical and economic analysis of new projects, specifications, and agreements. Prepares periodic reports on progress and issues relating to the above.  

Provide verbal and written reports to committees and working groups on industry best practices, current technologies, and regulatory impacts. 

Performs “root cause” analysis on equipment malfunction and failures. Provides on-site plant technical support for electric systems. Provides electric system support for city distribution system. 

Provide support for preparing technical specifications by using industry-standard codes and practices and NCPA’s policies and procedures. 

Provides input to NCPA’s budget and business plan.

MINIMUM QUALIFICATIONS

Level IV:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering an accredited four-year college or university; and a minimum of 7 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement. 

Level V:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering from an accredited four-year college or university; and a minimum of 8-10 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement.

KNOWLEDGE AND ABILITIES 
Knowledge:
The position requires a thorough understanding of regulatory guidelines and expectations for the electrical power industry with emphasis on California; Knowledge of principles and practices of engineering planning, design, and construction as applied to public works projects, utility systems, and/or private development projects; Principles and practices of leadership, motivation, team building, and conflict resolution; Project Management principles and practices; and knowledge of safety work practices and principles associated in working around generating facilities.  

Abilities:
Ability to exercise a high level of independent judgment, organization, and coordination skills in order to handle multiple assignments; Ability to function as a competent specialist; Prepare clear and concise engineering reports; Establish and maintain cooperative working relationships with those contacted in the course of work; Analyze situations accurately and take effective action; Ability to effectively present information and respond to questions from groups of managers, clients, customers, members, and the general public; Ability to communicate effectively, both verbally and in writing, and negotiate and maintain cooperative working relationships with those contacted in the course of work; Ability to take initiative and make sound decisions, assume ownership and accountability for issues, problems, projects, and assignments; and the ability to comply with safety and security measures.  

SPECIAL REQUIREMENTS

Valid California Driver's License and insurance as frequent travel by car to NCPA facilities or NCPA member cities is required. 

An active California professional registration as an Electrical or Mechanical Engineer is highly desirable for both levels.

This position may serve as a nonsupervisory specialist or supervisor. If acting as a supervisor, carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

While performing the duties of this job, the employee is frequently required to stand; sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

HONORARY DEAN ALLISON INTERNSHIP

Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.

Qualifications:

WHAT YOU WILL DO

The Transportation Supervisor is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, Transit Manager or designee, the incumbent coordinates, supervises, assigns, reviews and participates in the work of staff responsible for Auburn Transit's daily operations; schedule drivers to ensure routes are completed in a safe and timely manner; ensures work quality and adherence to established policies and procedures including providing necessary training and ensuring re-certification of drivers as required; and operates a bus as necessary to cover shifts.

REPRESENTATIVE DUTIES

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for Auburn Transit daily operations; perform regular road supervision, vehicle trial checks, and daily vehicle inspection monitoring.
• Establish schedules and methods for providing Auburn Transit services; schedule drivers to ensure routes are completed in a safe and timely manner; coordinate any changes to facilitate coverage for all shifts.
• Coordinates transportation needs for local schools and special events; prepares calendar of trips or special events to be incorporated into the bus timetable; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Provide an increasing level of customer service and satisfaction by providing service that is flexible, dependable, and consistent.
• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
• Participate in the selection of Bus Drivers; provide or coordinate staff training; issue manuals, bulletins and technical guides to improve services and operational activities; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate training for driver certification and maintenance of certification; document all training in the driver training records; act as a liaison with CHP and DMV regarding certification and training record documentation.
• Provide staff assistance to the Transit Manager; participate on a variety of committees; prepare and present reports of operations and activities and other correspondence as appropriate and necessary.
• Coordinate maintenance for buses and allocate buses to be used on routes.
• Respond to the scene of transit vehicle accidents and passenger incidents; provide on the scene assistance to drivers and passengers.
• Investigate accidents and incidents; make prompt and accurate reports; review investigation with transit drivers and determine accident preventability and recommend appropriate corrective actions.
• Act as Safety Liaison with various agencies including police and emergency authorities as necessary.
• Provide regular informational and safety meetings.
• Perform a full range of customer relations; answer questions from the public relating to bus routes and schedule of pick-ups and drop-offs; issue bus passes.
• Work with local businesses to promote the use of Auburn Transit and fulfill the optimal service hours of the route.
• Operate a bus as necessary to cover shifts.
• Perform related duties as required.

• Perform a full range of professional level engineering duties in support of the City’s public works engineering projects, services, and activities including design and construction programs for City streets, storm drains, sewer lines, traffic, and related capital improvement programs.
• Perform plan check, review, and processing of plans for projects affecting City streets, sewers, drains, and related public works facilities; review engineering design and construction plans, drawings, specifications, contract documents, cost estimates, engineering calculations, and related documents prepared by consulting engineers and contractors for compliance with professional and City standards and practices; coordinate reviews with other departments and agencies.
• Prepare designs and specifications for assigned projects; develop engineering drawings, construction plans, specifications, contract documents, bid documents, calculations, and cost estimates for proposed projects; research project design requirements; prepare estimates of time and material costs.
• Act as the resident engineer on construction projects; administer contracts for assigned engineering projects; conduct site inspections during and at completion of project; monitor construction progress and changes to scope of work; discuss and recommend change orders; review and process requests for contract and final payments; prepare project close-out documents.

• Prepare special engineering studies and reports.
• Perform survey, mapping, and data collection; evaluate data and prepare recommendations.

• Perform a variety of traffic engineering studies; review development plans and make recommendations regarding compliance of traffic control plans with regional standards and practices; monitor traffic patterns and analyze traffic accident reports; make recommendations regarding required public improvements and their compliance with regional standards and practices.
• Provide assistance to contractors, engineers, and the general public on engineering policies and procedures; review submitted plans, drawings, and specifications for compliance with engineering and City codes and standards.
• Provide supervision and training to assigned staff.

The City of San Rafael is recruiting for a Senior Planner in our Community Development Department. This position is responsible for the program, administration, and the performance of a comprehensive planning/economic development division and performs professional current and/or advanced planning work.   

The employee in this position exercises supervision over other professional, technical and/or office support staff.  At this advanced level the incumbent is expected to utilize highly technical, analytical skills which are necessary in order to function with the degree of independence required in completing assignments.

This position performs the following essential job duties:

• Supervises professional and/or technical staff engaged in City planning activities.
• Establishes priorities and defining processing requirements.
• Responds to questions and issues raised by the City staff, developers, contractors, architects, engineers, and the general public; interpret the General Plan, zoning code and related ordinances or City regulations.
• Conducts research and special studies.
• Coordinates projects and activities with other City departments and outside agencies.
• Manages consulting contracts for planning projects.
• Makes presentations before community groups, Boards, Commissions and/or the City Council.
• Performs related duties as required.

To be eligible for this position you must have knowledge of/ability to:

• Principles and practices of planning and the methods used in the implementation of such plans.
• Current trends in federal, state and local planning.
• Socioeconomic and physical resource aspects related to assigned programs.
• Effective supervisory methods and techniques. 

• Prepare and analyze various professional studies.
• Prepare written reports.
• Make presentations to committees, community groups, the Planning Commission & City Council.
• Establish and maintain effective working relationships with others.
• Provide leadership to staff.  

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
• Ability to write reports, business correspondence, and procedure manuals.
• Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
• Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

EDUCATION AND/OR EXPERIENCE:

• Graduation from a recognized college or university with a Bachelor’s degree in Planning or related field, AND
• Five (5) years of increasingly responsible professional planning experience.
• A Master’s degree in Planning may be substituted for one year of experience.
• Excellent written and verbal communication skills required.
• Public agency experience desirable.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Must possess a valid California driver’s license and have a satisfactory driving record.
