The City of San José is recruiting for a Finance Applications Associate IT Manager (Enterprise Principal Technology Analyst) in the Information Technology Department. This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. Under close supervision, Police Data Specialists learn to perform specialized technical work utilizing automated law enforcement information systems that lend support to sworn personnel and other department members. Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. O.S.S.D. operates 24 hours per day, 7 days per week.

The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

The City has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The City has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1000 feature classes, and integrations with dozens of business systems. This GIS ISA position will function as a Geocortex/ VertiGIS developer and will be primarily responsible for managing the VertiGIS environment and developing mapping applications and workflows within VertiGIS Studio .

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires strong technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and Geocortex Essentials/ VertiGIS Studio is required .

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide. Key responsibilities and duties may include but are not limited to the following:

• Administer and manage the VertiGIS Studio environment, including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation.
• Configure new mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.

• Upgrade/rebuild existing Geocortex Essentials 4.x sites/viewers, workflows, reports, and print templates or ArcGIS Web Application Builder (WAB) applications on the VertiGIS Studio 5.x platform.

• Meet with business owners and end users to gather and document requirements and prepare and present solution design. Design, build, and deploy mapping applications and/or enhancements. Provide documentation, training, and support to end users.
• Establish and document best practices and standards for VertiGIS Studio applications and components and provide training/support to other City GIS staff looking to leverage VertiGIS Studio.
• Assist with administration of the City's ArcGIS Enterprise (ArcGIS Server and Portal) environments and enterprise geodatabases, and support other Enterprise GIS projects and initiatives as needed.

• Developing strategy, roadmap, and feature enhancements for a City-wide enterprise content management and records management solution.

• Defining Physical Architecture, Logical Architecture, and Capacity Planning and making sure the environment is scalable.

• Defining the Information Architecture, Taxonomy and Term Store for the whole Enterprise.

• Implementing best practices and Governance for SharePoint Online/On-prem, OneDrive, MS Teams, and Power Platform specifically Power Automate (Power BI, Power Apps, and Power Virtual Agents).

• Creating access control policies/plans for SharePoint Online, OneDrive, MS Teams, and Power Platform specifically Power Automate (Power BI, Power Apps, and Power Virtual Agents).

• Participating in Architectural Peer Review activities with other groups such as O365, Database Administration (DBA), Active Directory (AD), Network and Security teams, to ensure that there is no point of failure.

• Documenting, managing, and maintaining the SharePoint security, applications, libraries, and integrations.

• Leading site migrations and SharePoint modernization projects.

• Defining project deliverable standards and ensuring quality of customer deliverables and alignment to industry best practices.

• Working with developers to deploy custom applications and solutions to production and pre-production environments.

• Managing Service applications and creating web applications and site collections.

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.
• Maintaining and improving the Information Technology Infrastructure Library (ITIL) based operational standards and services.  
• Overseeing customer hardware/software quoting and purchasing operations.
• Monitoring and providing analysis of reports and metrics to management and customers as needed.
• Coordinating and managing key third-party vendor relationships.
• Creating and managing training and development plans for direct reports. 
• Tracking maintenance renewals and subscriptions for users-owned services, hardware, and/or applications.
• Managing escalations and/or complaints and utilizing best judgment and discretion to resolve them.
• Improving customer service quality results by conducting surveys; evaluating and re-designing processes; establishing and communicating service metrics; and, monitoring and analyzing results.
• Improving productivity, quality, and customer-service standard based on customer services metrics.
