The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. The commissioner will be expected to perform duties in all of the following areas: criminal law, family law, traffic, small claims, and a broad range of civil proceedings.

The Ideal Candidate will have:

• Experience as a hearing officer, judge pro-tem, or mediator.
• Experience with trial and hearing procedures and with the rules of evidence.
• Knowledge of court calendars.
• Demonstrated ability to present statements of law, fact and argument clearly and logically in written and oral form.
• Ability to manage a courtroom in a fair, courteous and efficient manner so as to promote respect for the judicial process.
• Ability to establish and maintain effective relationships with judicial officers, attorneys, court staff and various governmental agencies.
• Experience working effectively with the public, especially in stressful situations.
• Ability to work efficiently and with flexibility.
• Experience working in and with the citizenry of San Mateo County.
• Experience with the following court calendars: criminal (including arraignments and pretrial calendars), family (including child support and domestic violence restraining orders), traffic, small claims, and civil (including unlawful detainers).

Description

The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. About the Bay Area Air Quality Management District:

The Bay Area Air Quality Management District is the government agency responsible for protecting air quality in the San Francisco Bay Area. The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. About the Position:
 
Under direction, the position performs legal work of a routine to complex nature representing the Air District, provides advice and counsel to Air District management and staff, represents the Air District in court and administrative proceedings, and performs related work as assigned.
 
Distinguishing Characteristics:
 
Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Advises Air District departmental management regarding Air District authority, jurisdiction, functions and operational procedures.

Researches legal problems and prepares opinions, briefs, ordinances, resolutions, and other legal documents.

Attends Air District departmental, board and commission meetings to provide legal advice on a variety of matters.

Reviews ordinances, resolutions, contracts and other documents for legal sufficiency; recommends modifications as required.

Maintains accurate records and files and compiles reports of work performed.

Monitors legal developments, including proposed legislation and court decisions; evaluates their impact on Air District operations and recommends appropriate action.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.
 
 Other Requirements:
 
 Must be a member in good standing of the State Bar of California at the time of hire.

The City of San José, Office of the City Attorney is seeking an entry-level attorney in the Transactional division. Under the direction and supervision of senior management in the Office of the City Attorney, the Associate Deputy City Attorney position will perform basic attorney work benefiting a variety of City Departments while receiving valuable training and experience for a career in public service. COMPENSATION PACKAGE:

The current monthly salary for these positions ranges depending on the job title and experience.

Police Trainee - $8709.15 per month;  Police Officer - $10,538.83 - $12,810.01.

THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

The Burlingame Police Department is divided into two divisions: Operations and Administration.  The force currently consists of 40 police officers, made up of the Chief of Police, 1 Captain, 2 Lieutenants, 6 Sergeants, 6 Corporals, 2 Inspectors, and 22 Patrol Officers.

We are active in county-wide law enforcement efforts by participating in the San Mateo County Gang Task Force, Avoid the 23 (DUI) Task Force, Narcotic Task Force Details, Alcohol Beverage Control Operations, Office of Traffic Safety grants and as Police Academy Training Officers.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

EXAMPLES OF DUTIES:

• Patrol various areas within the City by driving a police vehicle or by walking to prevent criminal activity, to enforce various laws, regulations, and codes.
• Respond to radio dispatched calls and reports to crime scenes or locations of disorder to protect life and property.
• Conduct investigations, gathers information and writes factual reports involving criminal activity, traffic accidents, suspicious activity, or other unusual incidents.

• Finger print and take palm prints from arrestees.
• Use departmentally issued firearms safely and safety equipment.

EDUCATION & EXPERIENCE:

Candidates must be a US Citizen, at least 21 years of age on date of appointment, a US high school graduate (or GED equivalent), have no felony convictions or disqualifying criminal history.  Must be able to understand and carry out verbal and written instructions, read, comprehend, write, and speak English effectively.

Entry Level - Proof of completing the POST Written Test and Physical Agility Test with a passing score.

Lateral Police Officer - To be considered for a lateral Police Officer appointment, candidates must have prior experience as a sworn law enforcement officer within the past twelve (12) months, including the completion of the field training program and probation period with a law enforcement agency.
