For more information about SJC, visit http://www.flysanjose.com .San José Mineta International Airport (SJC) is seeking to fill a Systems Applications Programmer I position for the Application & End User Support Team in the Airport Technology Services Unit. The Unit has the responsibility for administering the Airport's network & telecom infrastructure, outside plant infrastructure, data centers, application services, Helpdesk, desktop support, website services, business process improvement initiatives, and the project management office (PMO). Along with these services, the Airport Technology Services Department team also provides services to the airlines, City staff, and tenants.

The SAP I will provide applications systems solutions and support for users at SJC and will be responsible for:
• Providing programming / technical level support for the Airport's intranet, built on SharePoint Online (SPO).
• Providing technical level support to implement BPA (Business Process Automation) tools on SPO. This includes providing SimpliGov, WorkFlow, Power Automate, MS Teams, and other similar No-Code / Low-Code technology solutions.
• Implementing and deploying new applications releases - such as Bentley Projectwise Document Management System and Airport ERP (i.e. Propworks). These are systems that have been purchased by the Airport and currently run on-premise. Airport IT provides platform support and Level 1 applications support for these systems. On-going systems enhancements and level 2 support (and beyond) are provided by the application vendors.
• Maintaining and enhancing Airport applications using tools including SQL server, Microsoft Visual Studio, and similar applications development tools.
• Development, deployment, and support of Airport specific tools and applications tools as appropriate to improve Airport business processes and procedures.

In addition to the citywide SAP skills requirements, the following technical skills will be essential:

This is the first level in the Systems Applications Programmer Series and incumbents are expected to be able to perform all normal programming functions related to standard jobs not involving unusual applications. Salary range for this classification is: $81,790.80 - $99,437.52

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).

The mission of the Finance Department is to strategically manage the City of San José's financial resources for all stakeholders.

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $24.2 million operating budget and 134 budgeted full-time equivalent (FTE) positions. Reporting directly to the City's Chief Procurement Officer, the Program Manager will work both independently and collaboratively, and will exhibit cross-functional expertise in procurement, contracting and information technology. The Program Manager will have five (5) direct reports (Senior Analysts) and five (5) indirect reports (4 Analysts and 1 Buyer) and will provide leadership, development, and mentorship for the reports. The essential job duties of this Program Manager position include:

• Plan, direct, and manage multiple procurement and contracting services for City departments.
• Lead all major Information Technology (IT) procurements.
• Work closely with the IT Department and City Departments on purchasing, contracting, and ongoing vendor management for all enterprise systems, including Human Resource Information Systems (HRIS), payroll, online permitting, Customer Relationship Management (CRM) systems, mobile data computers for the Police Department, and all network upgrades.
• Analyze, negotiate, and maintain the City's IT software licensing agreements.
• Provide guidance and assistance to City staff with developing scope of work and specifications for IT procurements.
• Evaluate procurement requests by City staff and advice on the appropriate procurement vehicles.
• Oversee preparation and issuance of documentation required for competitive solicitations including but not limited to Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Qualifications (RFQs).
• Negotiate, prepare, and write complex contracts; negotiate and review contract amendments and change orders.
• Provide leadership, direction, and assistance to City departments on procurement and contract negotiation activities.
• Write and present action memoranda to the City Council and City Council Committees.
• Provide procurement-related training to City staff.
• Represent the Finance Department on cross department projects and meetings.

PART TIME STATUS:

This is a part-time, at-will, non-benefited position.  Work schedule is up to 40 hours per week during the summer season and is limited to 1,000 hours per year. 

ESSENTIAL FUNCTIONS include:

Beach Lifeguards are responsible for marine safety protection.  Under general supervision, guards an assigned area of beach from a station; patrols a section of beach in a mobile unit; warns of hazardous conditions; rescues people in distress or in danger of drowning; answers questions and gives information pertaining to the beach and ocean environment; applies first aid to those in need; removes hazardous obstacles from sand and water; takes charge of lost children; advises regarding local beach and ocean-related ordinances, regulations, safety and conduct; maintains a professional and courteous relationship with the public and performs other related work as required.

EMPLOYMENT STANDARDS:

• 18 years of age or older (or high school graduate) on or before July 1, 2024 (proof required).
• Possession of a valid California Driver’s License.
• Ability to act quickly and calmly in emergencies.
• Ability to analyze situations and determine proper course of action.
• Ability to establish and maintain effective working relationships.
• Ability to interpret and explain policies and procedures.
• Physical Requirements:  maintain physical condition necessary for swimming, running, walking, crouching or crawling during emergency operations; walk, stand or sit for extended periods of time; operate assigned motorized equipment and vehicles; maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties; have 20/40 vision (uncorrected) and work in a beach and ocean environment near or in water with exposure to inclement weather.

TRAINING PROGRAM

Acceptable candidates will be entered into the lifeguard training program. If selected, incumbent will be required to submit written identification proving eligibility to work in the United States.  Employment is an at-will position with the City of Seal Beach.  At-will employees may be terminated at any time, by the employee or the City, without any notice and without cause and without any right of appeal.

A preemployment background investigation including a physical, drug-screening, reference check, and fingerprinting must be completed prior the beginning of the training program.

This mandatory training program will be conducted on:

Fridays from 6-10 pm

Saturdays & Sundays 8am - 5pm

April 27, 28. May 3, 4, 5, 10,11,12,17,18,19.

Candidates will be trained in all phases of ocean lifeguarding techniques and procedures.

A written and practical test will be administered on Sunday May 19, 2024 to those candidates who have successfully completed the lifeguard training program. Beach Lifeguards will be selected based upon their test results and their performance during the training.

Beach Lifeguard trainees are compensated at $16.54 per hour. Successful trainees who are appointed as Beach Lifeguards will then be compensated at the higher Beach Lifeguard pay rate. 

Candidates who are hired as Beach Lifeguards must be available for 40 hours per week for the entire summer season.  This requirement may be waived for extenuating circumstances on a case-by-case basis.
