POSITION

Under general supervision, provides highly responsible administrative support to the City Clerk to assist with the day-to-day operations of the City Clerk’s Office. This is a part-time, non-benefited position. Work schedule is flexible up to 30 hours per week.

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

• Provides administrative support to the City Clerk and acts as staff liaison in screening visitors, answering callers, handling complaints, and directing electronic communications to appropriate parties.
• Prepares and coordinates the publication, posting, and distribution of legal notices for public meetings and hearings; ensures that legal requirements are met for publication and posting of agendas and minutes.
• Provides assistance to the public and City staff by helping to identify records and information relevant to public records requests; ensures timely response to all requests and justifies any nondisclosure and/or ensures deletion of any portions that are exempt from the mandate of the Public Records Act.
• Receives and processes claims against the City, subpoenas, and summons; facilitates accurate and timely processing of legal documents such as agreements, contracts, deeds, resolutions, and ordinances.
• Administers records management program, including maintenance, protection, retention, and disposition of records in accordance with appropriate legal and operational requirements; provides direction to staff regarding records management practices.
• Maintains the electronic documents management system of all meeting minutes, ordinances, resolutions, contracts and agreements, County recorded documents, and other vital City records.
• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.
• Types a variety of materials, including those of a sensitive or confidential nature; performs a variety of administrative support tasks such as photocopying information, and maintaining records and files; assists with the sorting of incoming mail and various administrative support on an as-needed basis.
• Operates and answers the City phone line.

This position is open until filled. The first review of applications is January 31, 2024.

*Effective July 2024, this position will receive a 2.5% base salary increase.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. This position will also support the City's leave management program.

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications 
Applicants are encouraged to upload license and certification if required of the position. 

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.
• The ability to manage programs that include formulating strategies and administering policies, processes, and resources while functioning with a high degree of autonomy.
• Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations, and organizational policy; professional best practices; relevant science methodology, impact on other UCDH programs; and senior management approvals. Decisions may impact other programs, departments, segments of the organization, and/or organization wide.
