POSITION

Under general supervision, provides highly responsible administrative support to the City Clerk to assist with the day-to-day operations of the City Clerk’s Office. This is a part-time, non-benefited position. Work schedule is flexible up to 30 hours per week.

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

• Provides administrative support to the City Clerk and acts as staff liaison in screening visitors, answering callers, handling complaints, and directing electronic communications to appropriate parties.
• Prepares and coordinates the publication, posting, and distribution of legal notices for public meetings and hearings; ensures that legal requirements are met for publication and posting of agendas and minutes.
• Provides assistance to the public and City staff by helping to identify records and information relevant to public records requests; ensures timely response to all requests and justifies any nondisclosure and/or ensures deletion of any portions that are exempt from the mandate of the Public Records Act.
• Receives and processes claims against the City, subpoenas, and summons; facilitates accurate and timely processing of legal documents such as agreements, contracts, deeds, resolutions, and ordinances.
• Administers records management program, including maintenance, protection, retention, and disposition of records in accordance with appropriate legal and operational requirements; provides direction to staff regarding records management practices.
• Maintains the electronic documents management system of all meeting minutes, ordinances, resolutions, contracts and agreements, County recorded documents, and other vital City records.
• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.
• Types a variety of materials, including those of a sensitive or confidential nature; performs a variety of administrative support tasks such as photocopying information, and maintaining records and files; assists with the sorting of incoming mail and various administrative support on an as-needed basis.
• Operates and answers the City phone line.

This position is open until filled. The first review of applications is January 31, 2024.

*Effective July 2024, this position will receive a 2.5% base salary increase.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. This position will also support the City's leave management program.

MINIMUM REQUIREMENTS

One (1) year of experience at a level equivalent to the City’s class of Associate Management Analyst or Administrative Analyst.

When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.

Public sector experience is preferred.

Licenses and Certifications

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints. • Actively develops and fosters community partnerships and demonstrates integrity and professionalism within the organization and community.
• Represents the City and the department in a courteous, professional manner.
• Performs related duties as assigned.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.

Pioneer Community Energy Seeks a Manager, Quantitative Analysis and Modeling

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients.
• Performing fast and accurate market risk measurements.
•  Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitoring exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics.
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE
Salary - The salary range is $115,934 - $173,322, with placement dependent on qualifications plus generous benefits

The Crossing Guard position is a temporary position, approximately five hours per day, two (2) hours in the morning and three (2) hours in the afternoon, Monday through Friday.  Crossing Guards work a school year (September through June).  Applicants must be able to work outdoors, have reliable transportation or ability to report to assignment consistently.

Crossing Guards work under the general direction of the Parking Operations Lead Community Service Officer with the Seal Beach Police Department.  Based on the needs of the City, a flexible schedule may be assigned for either a morning or afternoon shift or a combination thereof, or for specific week days, based on the availability of the Crossing Guards and at the discretion of the Police Services Manager.
