The City of Auburn is hiring a Finance Technician in the City's Finance Department. This is a newly added position to the department and we are looking for an experienced and dynamic finance professional to join our team!

This position will primarily focus on payroll. Upon hire, the incumbent will jump right into learning the City's payroll processes and work regularly with human resources each payroll. In addition to payroll, the incumbent will perform work in various finance and accounting duties of the department.

POSITION SUMMARY

The Finance Technician works under general supervision of the Finance Director to perform a variety of clerical and technical accounting work; including assisting in the preparation, maintenance and processing of accounting records and financial transactions related to payroll, licensing, accounts payable and accounts receivable; assisting in budget preparation and monitoring; verify balances and adjust accounts; prepares various fiscal reports and provide information and assistance to City staff and the general public.

Duties include programmatic general accounting (general ledger, accounts payable, accounts receivable and payroll), support of budget planning and development, and preparing journal entries; assisting with the annual audit, and other administrative activities in the Finance Department. Providing information and assistance to City staff and the general public, and to provide administrative support to assigned supervisor.

DISTINGUISHING CHARACTERISTICS

This is the entry-level professional class in the Finance series. Positions in the class initially work under close supervision while learning job tasks and perform the more routine duties while learning City policies and procedures, and specific techniques and regulations related to finance. As experience is gained, duties gradually become more diversified and are performed under more general supervision. Positions at this level are distinguished from the Finance Analyst level by the performance of less than the full range of duties assigned to the journey level class within the series.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Perform a variety of clerical and technical accounting work involved in assisting in the preparation, maintenance, and processing of accounting records and financial transactions including those related to payroll, licensing, accounts payable, accounts receivable, and/or assisting in budget preparation and monitoring.
• Participate in maintaining accounting, financial, and statistical records; post information to ledgers, journals, logs, and reports; total and balance figures; proof data and make corrections as required; participate in the preparation, reconciliation, balancing, and submittal of a variety of periodic and special reports.
• Utilize various computer programs; enter and maintain data; generate reports from a database or in-house system; create spreadsheets and generate reports using spreadsheet software; create documents using word processing software.
• Participate in the design, testing and implementation of new technology systems and processes.
• Identify and resolve problems, differences, and inconsistencies between accounting records and computerized reports; determine corrective entries involved in maintaining accounting controls and reconciling differences.
• Provide public assistance at the counter and over the phone; answer questions and provide information; research problems and prepare necessary adjustment; collect payments as necessary. 
• Participate in the City’s treasury function; assist public at service counter and record revenue receipts through operation of cash register; prepare and complete daily revenue deposits including to balance cash drawer, code data input documents, and sign checks with check signer.
• Process accounts receivable; prepare statements for City services, rental, and lease obligations; receive, process, and balance payments received; input data; audit accounts receivable; prepare and process bad debt collections.
• Receive, review, and process applications for licenses and other permits; answer questions and provide information and documents related to licensing requirements and procedures; collect fees; input licensing information into computer system; assist in the maintenance of computerized and manual record keeping systems.
• Review, prepare and process annual fees and/or levy schedules for preparation and inclusion on annual tax rolls in coordination with the County Assessor’s Office.
• Process accounts payable; review invoices and claim documents received from various departments; input information into computer system; review and analyze check registers and transaction reports; distribute checks including to match remittance documents to payments; file documents and reports.
• Develop, monitor, input, and process records in the City’s payroll system; calculate and record payroll; review, verify, and audit payroll data; analyze payroll reports; enter PERS contributions; extract data and provide information as requested.
• Maintain compliance with Local, State and Federal laws and regulations, PERS rules and regulations, and Memorandum of Understandings (MOUs).
• Assist in budget preparation; gather information from accounting ledgers; assemble and copy documents; type statistical schedules and reports; assign and/or create budget accounts.
• May assist the budget process during the execution and implementation phase; identifying variances requiring corrective action; making appropriate corrective action as directed.
• May assist in the review and approval of purchase requisitions and budget transfers.
• May assist in the development of the 5 year Capital Improvement Program publication; including but not limited to, document project management, department communications, template structure design and development, schedule development and financial reporting.
• Ensure 1099s are properly prepared.
• Assist in financial record keeping and reporting; prepare a variety of schedules, statements, and reports from a variety of data and records; process quarterly and annual reports and expense allocations; copy and distribute financial reports.
• Assist in administrative matters; provide support to the Finance Director as needed; assist other department staff members as necessary.
• Provide technical information and assistance to other City staff regarding procedures and methods; confer with City departments and individuals regarding changes and corrections; interpret and explain rules and regulations; provide statistical data upon request.
• Perform related duties as required.
   

KNOWLEDGE, SKILLS AND ABILITIES

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

POSITION

The City of Seal Beach is seeking a skilled Accounting Technician that will serve as the liaison between the City, vendors, customers, and staff regarding invoices. The Accounting Technician will process accounts payable and/or accounts receivable invoices, business expense reimbursements; warrant requisitions; and generate bank transmission files and warrant registers.  Under general supervision, performs difficult and responsible accounting support and administrative work in the Finance Department; participates in the preparation, review and adjustment of accounting records related to accounts payable, accounts receivable, purchasing, payroll, utility billing, insurance billing, budgeting, and other functions; and does related work as required.  

The ideal candidate for this position will provide excellent customer service, demonstrate strong attention to detail, and be a team player. The Accounting Technician should possess strong technical skills and have experience working with various software systems in order to analyze data and conduct research. This person should also have excellent communication, accountability, and organizational skills.

DISTINGUISHING CHARACTERISTICS

The Accounting Technician is distinguished from accounting clerical personnel by its specialized knowledge of technical accounting methods and procedures. The Accounting Technician is differentiated from the Senior Accounting Technician, which exercises lead direction over accounting clerical staff and has responsibility for the preparation and reconciliation of a broader range of accounting and financial reports and audit schedules. 

ESSENTIAL FUNCTIONS

1. Processes Accounts Payable and/or Accounts Receivable invoices, verifies  authorization signature, and balances weekly totals. Verifies accuracy of invoices and related supporting documents.
2. Inputs and edits vendor/customer invoices, Capital Improvement Project (CIP) billings and utility billings. Verifies batch edits for accuracy, reconciles and posts batch edit reports. Researches and matches vendor invoices to receiving documents for payment.
3. Reviews, prints, and processes warrant requisitions. Ensure accounts are coded correctly and recorded.
4. Prints checks, remits payments, balances and distributes check registers. Audits check copies for errors and appropriate back-up. Matches supporting documentation with checks to validate check issuance.
5. Acts as liaison between the City and its vendors/customers. Obtains information from vendors/customers regarding statements and invoices. Provides information regarding payments and related issues. Research questions and resolves problems.
6. Processes monthly journal entries. Reviews and distributes aging reports.
7. Handles the cashiering function for all City revenue; receives payments from mail and walk-in customers; records incoming revenue for the city including utility bills, accounts receivable, invoices, collects and accounts for money; issues receipts; reconciles cash receipt batches and prepares daily deposits.
8. May support utility billing for utility service by telephone, correspondence and in person; analyze customer records to establish appropriate deposit amounts from written guidelines for new and existing utility users and prepare deposit refunds for manager approval.
9. Use various computer systems extensively to post payments; enter data of new utility customers and make data changes; interact with customers, coordinate with service and billing divisions, obtain other information to assist customers, research, and use discretion to determine deposit and restoration of service requirements.
10. Perform financial transactions including processing or transferring payments, refunding credit amounts or deposits, adjusting charges and/or deposits, reversing payments, issuing refunds, and adjusting service fees.
11. Reviews and adjusts accounting and budgeting entries; assures that proper account numbers, rates and deductions, purchase orders, or payment information has been provided.
12. May audit fee payments and aging reports for cash and electronic transactions.
13. May conduct business research to identify entities requiring licenses, including analysis of sales records, tax returns, and other data sources.
14. May train other accounting and office personnel regarding accounting procedures.
15. May perform other duties as assigned.

POSITION

Under general supervision, provides highly responsible administrative support to the City Clerk to assist with the day-to-day operations of the City Clerk’s Office. This is a part-time, non-benefited position. Work schedule is flexible up to 30 hours per week.

ESSENTIAL FUNCTIONS

• Administers records management program, including maintenance, protection, retention, and disposition of records in accordance with appropriate legal and operational requirements; provides direction to staff regarding records management practices.

• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.
• Types a variety of materials, including those of a sensitive or confidential nature; performs a variety of administrative support tasks such as photocopying information, and maintaining records and files; assists with the sorting of incoming mail and various administrative support on an as-needed basis.
• Operates and answers the City phone line.

THE POSITION

Reporting to the Deputy Director of Administrative Services, the Budget Officer (Senior Management Analyst) will be responsible for overseeing preparation of the annual city-wide operating and Capital Improvement Program budgets.  Providing guidance as a subject matter expert and advisor in various programmatic areas related to budget for the City Manager's Office, City Clerk's Office, Community Development Department, Parks & Recreation Department, Fire Department, Police Department, and Public Services Department.  The Budget Officer is an at-will position and serves at the pleasure of the City Manager.

MINIMUM QUALIFICATIONS

Possession of a bachelor's degree with major coursework in public or business administration, finance, human resources, economics, or a closely related field;

AND

Four (4) years of increasingly responsible professional experience performing public administration, finance, or similar management analytical duties and one (1) year of related supervisory experience;

OR

Two (2) years of experience at a level equivalent to the City’s Management Analyst class.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. THE POSITION

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE
Salary - The salary range is $115,934 - $173,322, with placement dependent on qualifications plus generous benefits

• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

Experience:
Ten years of experience in a position with similar duties. 

Training:
Bachelor’s degree from an accredited college or university with major course work in in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, Economics, or related field.
