POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

The Dixon Fire Department is opening their first Firefighter/Paramedic Recruit position for someone to attend the Fire Academy in August 2024. The "Firefighter/Paramedic Recruit" is an entry-level classification designed for recruits with a current paramedic license to gain firefighting, fire rescue, and fire prevention skills and training necessary through an accredited Fire Academy. Training may include firefighting techniques and procedures; emergency medical training; technical rescue and hazardous materials training.

HONORARY DEAN ALLISON INTERNSHIP

The City of San Rafael Public Works Department (DPW) is seeking an individual to join the team as part of the Honorary Dean Allison Internship program. This position will work part-time (up to 4 days/30 hours per week) with department staff on special projects and move forward the mission of San Rafael to support the community members we serve. 

The Honorary Dean Allison Internship was created to honor Dean Allison, the City’s Public Works Director from September 2015 to March 2016, before his untimely passing. In his brief time with the City, he embraced and embodied the ideals of public service and transparency. Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.
• Conducting research and analysis of federal, state and local laws related to DPW engineering projects.
• Compiling information, preparing documents and public education materials for community members and stakeholders on DPW projects.
• Participating in city-wide projects in which DPW public works programs and activities.
• Other duties as assigned.

Qualifications:

• Graduated or currently enrolled in the 3rd year of a Bachelor’s degree program or higher in an Engineering, Business, Public Administration, Environmental Science, or related program.
• Ability to multitask and stay organized.
• Proficient computer efficiency, including familiarity with Microsoft Word and Excel.
• Ability to demonstrate characteristics of listening, flexibility, follow-through, problem solving, community-orientation, and identifying “win-win” solutions.

The Dixon Fire Department is looking to fill a full-time vacancy for a Fire Captain and to establish an eligibility list for any future vacancies. WILDFIRE DEFENSIBLE SPACE INSPECTOR

THE POSITION:

The City of San Rafael Fire Department is seeking customer service and public safety focused individuals to join the wildfire mitigation team. Under supervision, inspectors will perform a variety of wildfire prevention duties with a focus on one-on-one education via property wildfire risk evaluations.  The Inspector’s efforts will support resident compliance with City and State Fire codes.

The customer-service oriented positions will support the City’s and Marin Wildfire Fire Prevention Authorities (MWPA)’s goals. The ideal candidate will be able to connect and inspire individual action among our diverse community by explaining complex concepts in easy-to-understand ways.  Inspectors will utilize tablets and other technology to document findings and interactions in the field.

Our highly qualified candidate will be able to work effectively in small teams or independently and clearly communicate wildfire safety-related information to residents from various backgrounds.  We are looking for people who have sound judgment and can communicate effectively with others.  They will need to be able to follow both verbal and written instructions, engage effectively with the public and work harmoniously with our team. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Perform defensible space inspections and wildfire risk evaluations in accordance with San Rafael Municipal Code 4.12.
• Investigates public and referred public agency complaints.
• Provide guidance to residents on suggested and required home hardening and defensible space strategies. 
• Provide residents with appropriate support resources and programs.
• Increase awareness, knowledge and actions implemented by individuals and communities to reduce human loss and property damage from wildfires.
• Collects, enters, maintains, and disseminates data pertaining to fire prevention; reconciles reports, files and records.
• Composes letters and reports based on field notes.
• Collect and input data and images into electronic devices.

KNOWLEDGE/SKILLS/ABILITIES:

• Communicate clearly and respectfully to residents and stakeholders.
• Learn and apply City and State Fire Codes and National Fire Protection Association (NFPA) standards.
• Provide clear and concise written reports free of grammar and spelling errors.
• Utilize personal computers, tablets, and related software including the Microsoft Office Suite, mapping, and database tools.
• Independently conduct fire (defensible space) inspections.
• Apply technical knowledge and follow proper inspection techniques.
• Be self-motivated, work independently to complete assigned duties and responsibilities in a timely manner.
• Interpret and explain fire prevention services, policies and procedures.
• Build and maintain positive working relationships with stake holders to ensure that assigned fire prevention coordination efforts are successful.

MINIMUM QUALIFICATIONS DESIRED:

• In accordance with State legal requirements, applicants must be at least 18 years old by the application filing deadline.
• Graduation from high school or equivalent and any combination of education and experience that would likely provide the required knowledge and abilities in qualifying.
• Must possess and maintain a valid California Driver’s License with a satisfactory driving record.
• A background in customer service or public service.
• Ability to speak, write, and read Spanish is desired but not necessary.

DISASTER SERVICE WORKERS:

All City of San Rafael employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).  Employment in the City requires the affirmation of a loyalty oath to this effect.  Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

POSITION

THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp). This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).  

This position performs the following essential job duties (including but not limited to):

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee. 
• Analyze, research, and prepare reports based on data analysis.
• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.

The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. As a critical member of the Finance team, you will evaluate opportunities for regional inter-governmental collaborations for improved service delivery or efficiencies, participate in inter-departmental teams on priority special projects (such as Enterprise Resource Planning-ERP-system participation), and review financial policies and procedures to ensure alignment with industry best practices.

THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City. 

This position is part of the Unrepresented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
• Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
• Leads departmental communication efforts, providing information to the pubic and interacting with media on issues pertaining to the functions and issues of the Department and City.
• Participating in drafting and implementing Department and/or City-wide goals, policies, and procedures.
• Manages or participates in special projects, including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; participates in a variety of Department operations.
• Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance.
• Tracks the impact of State and Federal legislation on the Department or city and make recommendations regarding City positions. 
• Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

• Prepares and administers various grants for the department; monitors active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintains required records to ensure compliance.

• Acts as staff to City Advisory Committees as directed by senior executive staff.
• Performs related duties as required.

SPECIAL PAY INCENTIVES:

• Paramedic Pay: 5% Incentive Pay. Plus, the EMT/Paramedic Pay Pilot Program that runs through 6/30/2025 provides Paramedics with an additional 5% incentive pay. 
• Longevity Pay: 3% after 5 continuous years of service; 3% after 10 continuous years of service (total of 6%)

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. We currently operate two Type 1 Fire Engines, one Type 3 Fire Engine, Ladder Truck, three Command Vehicles, one Type 5 Fire Engine, Zodiac Rescue Boats, and one USAR Trailer.  The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. Station 47 is staffed 24 hours a day, 7 days a week.

The Position

The ideal candidate will have well-developed technical skills in the operation and maintenance of fire equipment and apparatus, and be self-motivated, team-oriented, embrace diversity and exercise sound judgment. Work requires a good understanding of first aid techniques and lifesaving methods. The nature of the work requires that the incumbent establish and maintain positive, cooperative working relationships within their own department, other Suisun City personnel, and the general public on an ongoing basis.
