POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

The Dixon Fire Department is opening their first Firefighter/Paramedic Recruit position for someone to attend the Fire Academy in August 2024. The "Firefighter/Paramedic Recruit" is an entry-level classification designed for recruits with a current paramedic license to gain firefighting, fire rescue, and fire prevention skills and training necessary through an accredited Fire Academy. The Dixon Police Department is opening two positions for a Police Recruit to attend the Police Academy in July of 2024. The “Police Recruit” classification at the City of Dixon Police Department provides a unique opportunity for candidates to be sponsored through a P.O.S.T. certified basic academy during regular academy hours and any other scheduled departmental and academy exercise and activities.  Upon successfully completing the academy, Police Recruits shall be advanced to Police Officers and immediately begin the field training program to prepare them to function as solo officers.

THE POSITION

Rocklin Police Officers perform law enforcement and crime prevention duties involved in the protection of life and property; perform traffic control and enforce state and local traffic regulations; perform a variety of technical and administrative tasks in support of law enforcement services and activities; and perform related duties as assigned. MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution;

AND

Current employment as a full-time, sworn peace officer in a California POST participating law enforcement department or agency AND one (1) year of full-time experience as a sworn law enforcement officer in a California POST participating law enforcement department or agency;

OR

Current employment as a full-time, sworn peace officer in another state AND one (1) year of fulltime experience as a sworn law enforcement officer AND possess a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of a POST Basic Certificate or possession of a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Working Conditions

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. A Seal Beach Police Officer patrols the community based upon our Mission Statement, “The mission of the Seal Beach Police Department is to drive down crime and improve the quality of life for the residents and visitors of Seal Beach.” Our officers actively survey the city for trends to assist in the prevention of crime and the enforcement of law and order. Special assignments include: Field Training Officer, Detective Bureau, C.O.P. (Community Oriented Policing) Team, Motorcycle Officers, Regional SWAT/CNT, DEA Task Force Officer, Beach Patrol, Bike Patrol, Peer Support and other areas as needed. Duties include: receives instructions regarding problems and assignments during an assigned shift; patrols the streets to observe evidence of violations of law or conditions conducive to illegal activities or traffic accidents; reports hazards; renders first aid and emergency medical attention; issues citations or warnings; directs pedestrian and motor traffic; investigates crimes and violations reported; locates, gathers and preserves evidence and performs related duties as assigned.
