ABOUT THE POSITION
The City of Gilroy is recruiting for enthusiastic and energetic Office Assistant I to support our newly established Utilities Department. This is an exciting opportunity to be a part of something groundbreaking for our agency and for the Gilroy community. As an Office Assistant, you will play a pivotal role in the day-to-day operations and be the backbone for all administrative efforts and providing stellar support for the team. The Office Assistant will work under the direct supervision of the Utilities Director and will also assist the Management Analyst with data quality and reporting. The Office Assistant must be highly organized, detailed oriented, and efficient and effective with the use of their time. POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

The Electrical Engineer IV-V position performs a variety of exciting engineering duties associated with the NCPA generation fleet and the NCPA-affiliated members utilities. The Engineering Level IV-V will serve as a subject matter expert on power plant electrical systems and municipal electrical systems. The scope of  expertise includes both the technical and regulatory components of electrical generating facilities, generator protection, transmission systems, and substations systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent to report to work and meetings on time, ensures work responsibilities are covered when absent, and performs special assignments as assigned. Employees at this level will manage numerous studies and assessments. Additionally, this position will manage or assist capital and maintenance improvement projects from concept to completion. This position also provides onsite electrical subject matter expertise to power plant operations, generator operator NERC subject matter expertise, and electrical training to staff. 

Level IV:  
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.  

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level are given the most complex multi-year projects.

Responsibilities:
Coordinate NERC regulatory requirements for the Generation Services department. Leads the Generations Service NERC Compliance Program. Ensures that all Reliability Standard Audit Worksheets (RSAWs) are completed in a timely manner and proper records are maintained. 

Conduct engineering, perform economic and technical feasibility studies on both capital improvements and project enhancements for the Geothermal, Hydroelectric, and the Combustion Turbine Plants facilities, microgrids, PSPS (Public Safety Power Shutoffs), distributed energy resources, and other distribution resources found in city utilizes. 

Leads and coordinates small to large work groups to support various initiatives. Develops and sets schedules, develops meeting agendas, and manages meetings to meet timelines. 

Participates in the review of technical and economic analysis of new projects, specifications, and agreements. Prepares periodic reports on progress and issues relating to the above.  

Provide verbal and written reports to committees and working groups on industry best practices, current technologies, and regulatory impacts. 

Performs “root cause” analysis on equipment malfunction and failures. Provides on-site plant technical support for electric systems. Provides electric system support for city distribution system. 

Provide support for preparing technical specifications by using industry-standard codes and practices and NCPA’s policies and procedures. 

Provides input to NCPA’s budget and business plan.

MINIMUM QUALIFICATIONS

Level IV:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering an accredited four-year college or university; and a minimum of 7 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement. 

Level V:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering from an accredited four-year college or university; and a minimum of 8-10 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement.

KNOWLEDGE AND ABILITIES 
Knowledge:
The position requires a thorough understanding of regulatory guidelines and expectations for the electrical power industry with emphasis on California; Knowledge of principles and practices of engineering planning, design, and construction as applied to public works projects, utility systems, and/or private development projects; Principles and practices of leadership, motivation, team building, and conflict resolution; Project Management principles and practices; and knowledge of safety work practices and principles associated in working around generating facilities.  

Abilities:
Ability to exercise a high level of independent judgment, organization, and coordination skills in order to handle multiple assignments; Ability to function as a competent specialist; Prepare clear and concise engineering reports; Establish and maintain cooperative working relationships with those contacted in the course of work; Analyze situations accurately and take effective action; Ability to effectively present information and respond to questions from groups of managers, clients, customers, members, and the general public; Ability to communicate effectively, both verbally and in writing, and negotiate and maintain cooperative working relationships with those contacted in the course of work; Ability to take initiative and make sound decisions, assume ownership and accountability for issues, problems, projects, and assignments; and the ability to comply with safety and security measures.  

SPECIAL REQUIREMENTS

Valid California Driver's License and insurance as frequent travel by car to NCPA facilities or NCPA member cities is required. 

An active California professional registration as an Electrical or Mechanical Engineer is highly desirable for both levels.

This position may serve as a nonsupervisory specialist or supervisor. If acting as a supervisor, carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

The Analyst I salary range is $85,525.44 - $103,958.40

San José Mineta International Airport is hiring for an Analyst I/II in its Planning and Development Division. This position reports directly to the Senior Analyst and is a crucial member of the Airport's Planning and Development Division. The Analyst is part of the fiscal team in the Planning and Development Division of the Airport. The Analyst's primary role is to support the development, monitoring, reporting and administration of the Division's annual operating budget and capital budget. The Analyst also serves as a liaison for coordination of the budget and financial information between multiple stakeholders including the Airport's Finance Division and the City's Budget Office. The Analyst will be responsible for tracking and enforcing timely delivery of budget status reporting within the Division., The Analyst will manage the day to day capital budget processes, including but not limited to assisting program and project managers with fiscal and budgeting aspects and monitoring and reporting expenditures.

KeyResponsibilities
In order to fulfill these job duties, a Legislative Secretary should have good knowledge of English composition, grammar, spelling and punctuation and be experienced with standard office practices and procedures with the skills necessary to organize, coordinate, and prioritize assigned tasks in order to meet established daily deadlines. The position requires the ability to type 55 words per minute with proficiency using MS Word, or equivalent, with the ability to follow strict formatting requirements for the preparation of meeting agenda, synopsis, and/or minutes for each Council, Committee, Board or Commission meeting. The employee may be expected to learn various software systems including Granicus and become proficient at posting or editing documents for publication on the web and to the GILES Records Database.

Agenda : The Legislative Secretary is responsible for preparing a variety of documents (Agendas for City Council, Council Committee, Boards or Commissions) utilizing wording and layout based upon standard formats to ensure consistency and compliance with the City's legislative procedures; posting documents in accordance with State Brown Act and City Open Government requirements. The Legislative Secretary may be responsible for the assembly and distribution of those documents to elected officials, City Administration, media and the public under tight deadlines.

Minutes : Responsibilities include attending City Council, Council Committee, Board or Commission meetings and taking complete notes of actions taken while utilizing Granicus software and/or other audio recording equipment to provide for storage and playback. Subsequently, the Legislative Secretary is responsible for preparing a synopsis and/or minutes of the meeting which accurately reflect the course of the proceedings and actions taken by the body for the approval by the City Clerk for publication and distribution within prescribed deadlines. The Legislative Secretary must selectively condense and paraphrase the discussions while exercising care to include relevant materials and to accurately record the vote(s) taken. The development of complete synopsis and/or minutes requires the Legislative Secretary to review all documents on which the Council, Council Committee, Board or Commission has taken action to ensure that the documentation is complete and accurate.

Records Management : The Office of the City Clerk is responsible for maintaining records and documents and other public disclosures required under State and local laws to be filed by elected officials, candidates for public office, lobbyists, campaigns, Board and Commission members, designated employees, and other governmental agencies. The Legislative Secretary is responsible for reading, indexing, filing, researching and retrieving documents considered and acted upon by the City Council, Council Committee, Board or Commission, as well as other documents required to be filed with the City Clerk including contracts, agreements, maps, disclosure forms, etc. The Office must respond to requests under the California Public Records Act for information from members of the public and media and/or research information, as well as records and documents requested by various City departments and other public agencies.

• Provide support to Clerk's Council Support/Fiscal team in grant database entry, tracking, fingerprinting, and backup travel coordination and timekeeping for all 12 offices and accounting processing during leaves and temporary vacancies.
• Performs other related duties as required.

The Dixon Fire Department is opening their first Firefighter/Paramedic Recruit position for someone to attend the Fire Academy in August 2024. The "Firefighter/Paramedic Recruit" is an entry-level classification designed for recruits with a current paramedic license to gain firefighting, fire rescue, and fire prevention skills and training necessary through an accredited Fire Academy. Training may include firefighting techniques and procedures; emergency medical training; technical rescue and hazardous materials training.

EMPLOYMENT PROCESSING:  Following successful completion of the academy, Firefighter/Paramedics will be placed in a full-time, regular appointment and required to successfully complete an 18-month probationary period, and in accordance with Federal law, are to provide proof of identity and proof that they may legally work in the United States.
