ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. The Environmental Programs Manager is poised to make significant contributions to a variety of environmental programs that require management, coordination, and compliance. For example, the EPM will work closely with Gilroy’s current waste collection contractor to implement the various community programs related to recycling, composting, and other waste reduction which requires significant community outreach and education.  

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

The Position:
Community Service Officer I
The Community Service Officer I is an entry-level position assigned to the Field Operations Division of the Police Department. The successful incumbent will provide support to sworn Police Officers and departmental operations.
 
Community Service Officer II
The Community Service Officer II is a journey level position which provides a broader range of responsibility and requires a higher level of experience and training. The successful incumbent will provide support to sworn Police Officers and departmental operations and has the ability to work independently and exercise judgment and initiative.

The annual salary range for Community Service Officer I is $81,316.32 - $104,154.48. The annual salary range for Community Service Officer II is $92,026.68 - $117,321.24. This position will be filled at or near the minimum of the salary range.

The City of Sunnyvale is recruiting for one Environmental Engineering Coordinator - Solid Waste position for the Environmental Services Department. The department provides comprehensive and innovative utility services for Sunnyvale's residents and businesses and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team. 

For the Solid Waste Division, we are seeking a highly motivated, organized, and creative individual with strong quantitative and analytical skills, impeccable written and verbal communication skills, and a solid understanding of environmental science and policies to manage Sunnyvale’s closed landfill.

This position works with environmental consultants and contractors, a diverse team of City’s Wastewater Treatment Plant operations and maintenance staff, and regulators including the Water Board, CalRecycle and the Air District to ensure closed landfills and compliance with solid waste, air and water quality regulations.

We are looking for an ideal candidate who can ensures compliance with applicable Permit requirements; reviews, analyzes, and interprets operational and monitoring data; and prepares technical memoranda and reports; has experience with designing, implementing, and maintaining solutions related to various aspects of postclosure maintenance of the landfill and performs related work as required.

Candidate’s experience in reviewing plans and specifications of public and private projects proposed on or near the landfill for potential impacts, informing developers/designers of impacts of landfill-related regulations and proposes necessary changes to projects is highly desirable.

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. The San José Fire Department is recruiting to fill (3) three Hazardous Materials Inspector II positions in the Bureau of Fire Prevention Division. The Hazardous Materials Inspector II’s may be assigned to Hazardous Materials Development Services group to perform plan reviews and inspections, or to Hazardous Materials Code Enforcement group to conduct detailed field inspections at facilities storing, handling, or using hazardous materials including highly hazardous materials unique to Silicon Valley. Both group activities do cross over, as required for back up and special demands and for cross training, as needed.

 

The Hazardous Materials II inspector inspects, reviews, and enforces commercial and industrial facilities for compliance with the San Jose Fire Code, California State Fire Marshal (CSFM) regulations, CSFM adopted sections of the California Building Code Series, San Jose Hazardous Materials Storage Permit Ordinance, S and applicable National Fire Protection Association (NFPA) nationally recognized standards.

 

Duties for this position include, but may not be limited to:

 

• Providing technical assistance to facilities, consultants, architects, engineers, contractors, department officers/staff and the Fire Marshal on the application and/or interpretation of fire safety codes/regulations and on resolution of fire safety and hazardous materials issues identified in the design, construction or operations of buildings and integrated systems;

• Reviewing and analyze hazardous materials inventory statements for chemical classification;

• Reviewing and analyze hazardous materials business plans, construction documents, monitoring and treatment system plans for compliance with codes and regulations;

• Inspect commercial and industrial facilities and construction sites including reviewing facility maintenance records and document finding in inspections reports.

• Conducting enforcement as necessary including preparing citations and other administrative orders, conducting compliance meetings,

• Preparing enforcement cases for the City Attorney and District Attorney including the preparation of analytical data, reports, assisting in interpreting laws and regulations and providing court testimony, as required;

• Responding to complaint investigations for alleged violations of the aforementioned codes and standards.

• Assisting outside agencies and other City Departments including, Code Enforcement, Building Department, Planning Department, Public Works, and Environmental Services-Wastewater Pretreatment.

• Conduct public record request record searches

• Participate in the review of plans submitted for development projects for verification of code compliance with municipal codes.   

• Provide written plan review comments to development project applicants identifying discrepancies identified after compliance reviews.

• Conduct Hazardous Materials system installation and closure inspections for code compliance verification. 

• Assist with training of staff as requested.

 

Salary

The Department of Planning, Building and Code Enforcement (PBCE) is currently recruiting to fill multiple Code Enforcement Inspector (CEI) I/II positions in the Code Enforcement Division.

Watershed Protection Division’s Stormwater Management Group – Trash Load Reduction Team
 
The Trash Load Reduction Team is responsible for coordinating, supporting, reporting, and implementing the Trash Load Reduction C.10 provision of the City’s National Pollutant Discharge Elimination System Stormwater Permit (Permit). This position coordinates the implementation of projects in collaboration with other City departments and external partners. Key projects of the Trash Team include trash capture projects, the Direct Discharge Trash Control Program, creek assessments, cleanup coordination, grant and contract management, and reporting. 
 
Watershed Protection Division’s Stormwater Management Group – Monitoring and Pollutants of Concern Team
 
The Monitoring and Pollutants of Concern (MPC) Team focuses on reducing pollutants to storm drains from routine municipal operations; implementing control methods for pollutants of concern, such as polychlorinated biphenyls (PCBs), mercury, trash, pesticides, etc.; and assessing exempted and conditionally exempted non-stormwater discharges. The MPC Team works collaboratively with internal and external partners to address these regulatory requirements, and team members frequently support one another in various stormwater management activities to ensure compliance with the City’s National Pollutant Discharge Elimination System Stormwater Permit.
 
Integrated Waste Management Division’s Residential Services Team
 
Residential Services oversees San José’s Residential Garbage and Recycling Program, which provides curbside garbage and recycling, yard trimmings, garbage processing, household hazardous waste drop offs, and junk pick up to approximately 331,000 households and over 140 City facilities through four contracted service providers with an annual budget in excess of $150 million. Sustainability and Compliance Division’s Sustainability & Policy Team 
The Sustainability and Policy team implements initiatives that support vital utilities for the community. This position assists the Energy and Water Building Performance Ordinance (BPO), which requires owners of large buildings in San José to benchmark energy and water use and make improvements if standards are not met. BPO staff annually assists more than 2,000 local building’ owners with compliance. • Maintaining databases, noticing, and providing customer service for benchmarking and invoicing compliance
• Conducting data quality control, data analysis and visualization to prepare technical reports and presentations

Sustainability and Compliance Division’s Municipal Environmental Compliance Group
 
The Municipal Environmental Compliance group provides technical support in the assessment, investigation, and cleanup of environmentally impaired or potentially impaired City properties/projects. Projects include fuel leak investigations, closed landfill compliance, and property acquisition investigations.
 
Responsibilities include:
• Performing Phase I Environmental site assessments and technical report writing
• Soil and groundwater sampling and field inspections.

Salary Information
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Environmental Services Specialist Series classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

The annual salary range for the positions are presently as follows:
Assistant Environmental Services Specialist: $75,260.64 – $91,465.92
Associate Environmental Services Specialist: $87,207.12 – $105,967.68
Environmental Services Specialist: $96,139.68 – $116,844.00

Please note that the above salary ranges are inclusive of the five percent (5%) ongoing non-pensionable compensation pay.

The City of Sunnyvale is seeking a highly motivated individual for the position of Senior Water Pollution Control Operator. The ideal candidates will have a journeyman level understanding of Wastewater Treatment and the associated equipment and controls required to operate those systems. The Sunnyvale Water Pollution Control Plant is a Class V Wastewater Treatment Facility with Recycled Water production.
The Sunnyvale Water Pollution Control Plant is undergoing an exciting transition, we are replacing original processes, structures and equipment with the latest treatment technologies and we would like you to be part of that upgrade.  The SWPCP is currently constructing new Screening, Pumping, Grit Removal, Sedimentation, Odor Control, Power Distribution and SCADA system as the first major replacement effort.  The Plant is also in design for a new Secondary Treatment process with Dewatering and Thickening to carry the city forward in our on-going effort to protect the bay and provide high quality Recycled Water.

The Senior Water Pollution Control (WPC) Operator provides support for their team members on an assigned shift. The Senior WPC Operator, as the shift supervisor oversees the operation, inspection and maintenance of the treatment process, plant equipment and facilities.  The Senior WPC Operator is a reliable communicator that prioritizes tasks and ensures that Operators, Maintenance, and other team members work in a safe and productive environment.

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent, and

Three years of experience in the operation and maintenance of a wastewater treatment plant.

Possession and continued maintenance of a valid class C California driver's license and a safe driving record and possession of a valid Grade III Wastewater Treatment Plant Operators Certificate issued by the California State Water Quality Control Board is required for this position.
