Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. The Ideal Candidate will have:

• Experience as a hearing officer, judge pro-tem, or mediator.
• Experience with trial and hearing procedures and with the rules of evidence.

• Ability to manage a courtroom in a fair, courteous and efficient manner so as to promote respect for the judicial process.

Description

The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. The Bay Area Air Quality Management District is the government agency responsible for protecting air quality in the San Francisco Bay Area. The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. About the Position:
 
Under direction, the position performs legal work of a routine to complex nature representing the Air District, provides advice and counsel to Air District management and staff, represents the Air District in court and administrative proceedings, and performs related work as assigned.
 
Distinguishing Characteristics:
 
Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Advises Air District departmental management regarding Air District authority, jurisdiction, functions and operational procedures.

Researches legal problems and prepares opinions, briefs, ordinances, resolutions, and other legal documents.

Attends Air District departmental, board and commission meetings to provide legal advice on a variety of matters.

Reviews ordinances, resolutions, contracts and other documents for legal sufficiency; recommends modifications as required.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.
 
 Other Requirements:
 
 Must be a member in good standing of the State Bar of California at the time of hire.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision. 

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. • Prepare and present staff reports and information on economic development projects to City Council and other agencies as required.

• Support and attend committee, ad-hoc, or other community groups that advance the city’s priorities as they relate to economic development and partnership.

• Perform other duties as assigned.

EDUCATION AND EXPERIENCE:

Experience and Training Guidelines: Any combination of experience and training will qualify if it provides for the required knowledge and abilities.

Experience:  Four years of increasingly responsible professional experience in economic development, business or planning.  Experience working in or with the public sector desirable. 

Education:  Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business, planning economics, or a related field.  Master’s degree in public administration, business or related field is desirable.

License:  A valid California Driver’s License is required.
