About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

The ideal candidate is a self-starter who works independently with some supervision; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Midpen offers a hybrid office/telecommute work schedule for this position, which includes a 9/80 schedule.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  Equivalent to graduation from an accredited four-year college or university with major coursework in urban or regional planning, environmental planning or design, environmental sciences, landscape architecture or a related field, and at least three (3) years of increasingly responsible experience with five (5) years desired in project management (design, planning or environmental review projects), preferably in parks, open space or related field, including at least one (1) year of direct supervisory and administrative responsibility (which can include management of consultant team).

About the Position: 

Yuba County is currently accepting applications for the position of Building Inspector II/III. Currently we are hiring to fill at a Building Inspector III level within the Building Department and establish an eligibility list for the level II position.

The Building Inspector II position is flexibly staffed and is normally filled by advancement from the entry level Building Inspector I.  Incumbents which meet the minimum qualifications and demonstrate the ability to perform the responsibilities required at the higher performance level are promoted to the level II position. 

Building Inspector III is a stand alone position which performs complex, difficult and/or lead inspections and provides direction and technical expertise to staff.

Qualifications:   

Building Inspector II: Under limited supervision, this is the working level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series

Building Inspector III: This position reports directly to the Supervising Building Official. Acts as a lead inspector providing direction and technical expertise to staff and performs related work as assigned. This is the advanced journey level in the building inspection series

Building Inspector II:

• Perform inspections, investigation, code interpretations, permit application intake, review and permit issuance, including record keeping and case management.  Also learn and apply zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related for foundations, framing, electrical, plumbing and other structural and functional elements.
• Confer with and provide information to developers, engineers, architects, property owners and others regarding code requirements and alternative and County policies and procedures whenever possible, resolve complaints and problems, maintain close verbal and written contact regarding progress with the complainants.
• Lead inspections for non-residential commercial and industrial projects, new and existing.
• Perform above duties with limited supervision.
• Provide information to senior staff to prepare case violations for hearing; testify in court as required.

Building Inspector III (In addition to the above):

• Provide lead direction, training and work review to professional and technical staff; organize and assign work accordingly, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluation.
• Perform complex and difficult in nature assignments; respond to highly sensitive, complete or technical complaints; validate the nature of the complaint and recommend solutions.
• Independently perform the full range of the Building Inspector I/II duties.
• Implement new or modified policies and procedures and train/develop other staff as required.
• Make presentations to groups and coordinate public meetings.

**Signing Bonus Qualification Criteria:

• First Installment of $2,500, the candidate must apply, qualify for and be hired (e.g. first time appointment) by CDSA.
• Second Installment of $2,500, the recently hired employee must successfully complete six months of County service (achieving a "meets standards" or above on the six-month performance evaluation).

Per Diem Dispatchers will provide public safety dispatching at Levi's Stadium and/or Santa Clara Police/Fire Communications.

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED

 

Minimum Experience Requirements: 

• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or
• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

 

License/Certifications: 

Possession of a current P.O.S.T. Basic Dispatch certificate is required.

 

Other Requirements:  

• Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours.
• Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and/or psychological testing.

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

The San José Fire Department is recruiting to fill (3) three Hazardous Materials Inspector II positions in the Bureau of Fire Prevention Division. The Hazardous Materials Inspector II’s may be assigned to Hazardous Materials Development Services group to perform plan reviews and inspections, or to Hazardous Materials Code Enforcement group to conduct detailed field inspections at facilities storing, handling, or using hazardous materials including highly hazardous materials unique to Silicon Valley. Both group activities do cross over, as required for back up and special demands and for cross training, as needed.

 

The Hazardous Materials II inspector inspects, reviews, and enforces commercial and industrial facilities for compliance with the San Jose Fire Code, California State Fire Marshal (CSFM) regulations, CSFM adopted sections of the California Building Code Series, San Jose Hazardous Materials Storage Permit Ordinance, S and applicable National Fire Protection Association (NFPA) nationally recognized standards.

 

Duties for this position include, but may not be limited to:

 

• Providing technical assistance to facilities, consultants, architects, engineers, contractors, department officers/staff and the Fire Marshal on the application and/or interpretation of fire safety codes/regulations and on resolution of fire safety and hazardous materials issues identified in the design, construction or operations of buildings and integrated systems;

• Reviewing and analyze hazardous materials inventory statements for chemical classification;

• Reviewing and analyze hazardous materials business plans, construction documents, monitoring and treatment system plans for compliance with codes and regulations;

• Inspect commercial and industrial facilities and construction sites including reviewing facility maintenance records and document finding in inspections reports.

• Conducting enforcement as necessary including preparing citations and other administrative orders, conducting compliance meetings,

• Preparing enforcement cases for the City Attorney and District Attorney including the preparation of analytical data, reports, assisting in interpreting laws and regulations and providing court testimony, as required;

• Responding to complaint investigations for alleged violations of the aforementioned codes and standards.

• Assisting outside agencies and other City Departments including, Code Enforcement, Building Department, Planning Department, Public Works, and Environmental Services-Wastewater Pretreatment.

• Conduct public record request record searches

• Participate in the review of plans submitted for development projects for verification of code compliance with municipal codes.   

• Provide written plan review comments to development project applicants identifying discrepancies identified after compliance reviews.

• Conduct Hazardous Materials system installation and closure inspections for code compliance verification. 

• Assist with training of staff as requested.

 

Salary

Hazardous Materials Inspector II: $106,950.48 - $129,948.00 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.
