The City of Newark is seeking an experienced Aquatics Programs Specialist who is well versed with the development and effective implementation of aquatic programs tailored to different age groups and skill levels, such as swimming lessons, water aerobics, lifeguard training, and more. The Specialist will work out of the George M Silliman Community Activity Center. 

JOB RESPONSIBILITIES

1. Review the existing swim lesson program provided at the Aquatic Center, utilizing the American Red Cross Learn to Swim Program materials, with the aim of pinpointing areas that could be enhanced.
2. Evaluate the current swim instructor handbook and offer recommendations that align with program requirements; integrating relevant materials from the American Red Cross Swim Lesson Program and feedback from staff to create a more cohesive handbook for swim instructors.
3. Assess the current swim instructor in-service practices and propose a recommended training plan and schedule for management and staff. This includes organizing 2-5 in-service sessions with staff to review new information and establish a structured training plan.                                                                                  

• Evaluate Current Practices: Conduct an analysis of the existing swim instructor in-service practices, identifying strengths, weaknesses, and areas for improvement.
• Needs Assessment: Determine the specific needs of the swim instructors and the program as a whole. Consider instructor feedback, observations, and any deficiencies noted in performance evaluations.
• Training Objectives: Define clear training objectives that align with the goals of the swim lesson program and the organization's standards. These objectives should address areas such as instructional techniques, safety protocols, emergency procedures, and customer service skills.
• Curriculum Development: Develop a comprehensive curriculum for the in-service training sessions. Incorporate relevant materials from the American Red Cross Swim Lesson Program, focusing on best practices for instruction and program management.
• Training Plan and Schedule: Create a detailed training plan and recommended schedule that outlines the topics to be covered in each session. Ensure that the schedule accommodates the availability of staff and allows for adequate time to cover each topic thoroughly.
• Session Content: Structure each in-service session to include a combination of theoretical instruction, practical demonstrations, and hands-on activities. Provide opportunities for staff to ask questions, participate in discussions, and practice new skills.
• Resource Materials: Compile a set of resource materials to support the training sessions, including instructional guides, lesson plans, videos, and reference materials from the American Red Cross Swim Lesson Program.
• Feedback Mechanism: Establish a feedback mechanism to gather input from staff following each training session. Use this feedback to assess the effectiveness of the training and make any necessary adjustments to future sessions.
• Implementation and Monitoring: Implement the training plan according to the established schedule, ensuring that all staff members have the opportunity to participate. Work with staff to ensure they are monitoring staff performance and progress throughout the training process, providing additional support and guidance as needed.
• Evaluation and Continuous Improvement: Conduct a final evaluation of the training program to assess its overall effectiveness and impact on staff performance. Use the findings to inform staff of training initiatives and make continuous improvements to the swim instructor’s in-service practices.                        

     4. Collaborate with program staff to facilitate the implementation of the DigiQuatics software, specifically  focusing on the swim lesson program module to ensure its success and staff training opportunities.

    5. Support staff in addressing any needs within the swim lesson program to enhance its effectiveness and boost participant enrollment as required.

THE POSITION

SUMMARY

Under general supervision, plans, leads, assigns, schedules, and participates in the work of staff responsible for performing aquatics duties at the District’s aquatics facilities.  Assists with the day-to-day aquatics operations, ensures that facilities are prepared and maintained for public use.  Monitors activities in the water, pool, decks, and ancillary areas of District aquatics facilities to ensure the safety of patrons; explains and enforces aquatics policies, regulations, and rules; performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required. 

Schedule: 30 hours per week. Schedule will vary, will include weekends.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, leads, assigns, directs, and participates in the work of staff responsible for performing lifeguard duties at the District’s aquatics facilities; assigns lifeguard staff to daily rotation schedules, ensuring proper coverage at all times.
2. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Aquatics Coordinator or Aquatics Supervisor as appropriate.
3. Assists Aquatics Coordinator in leading training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
4. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents and to ensure the safety and well-being of patrons.
5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED;

AND

• Two years of relevant aquatics experience serving in an aquatics facility.

OR

• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities. 

Knowledge of:

• Principles of leadership in an aquatics environment.
• Principles and techniques of all lifeguarding skills.
• Organization and operation of the aquatics facilities, including maintenance, occupational hazards, and standard safety practices.
• Relevant laws, rules, regulations, policies, and procedures.

Licenses and Certifications:

At time of appointment, and maintained throughout employment possession of:

• California Driver’s License, with a satisfactory driving record,
• American Red Cross Lifeguard certification,
• American Red Cross Water Safety Instructor certification,
• American Red Cross Lifeguard Instructor certification is highly desirable.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

The Environmental Services Department is currently seeking to hire three (3) Associate Engineer positions:1 (one) vacancy at Water Resources Division is located at 3025 Tuers Road, San Jose and 2 (two) vacancies at Capital Improvement Project (CIP) division is located at 700 Los Esteros Road, San Jose.

About the Water Resources Division: The Water Resources Division is comprised of three sections: Municipal Water System, South Bay Water Recycling, and Operations and Maintenance. The Water Resources Division provides potable water service through the Municipal Water System to the communities of Evergreen, North San José/Alviso, Edenvale, and Coyote. The Water Resources Division also provides recycled water service through the South Bay Water Recycling system to the cities of San Jose, Santa Clara, and Milpitas. South Bay Water Recycling includes 143 miles of pipeline and facilities, including four pump stations, three reservoirs, and Retail Agency Operations and Maintenance activities for over 800 individual customer connections. Associate Engineer Position at South Bay Water Recycling (SBWR) Section

The SBWR section is responsible for system operation and maintenance engineering support, and design and construction of the SBWR Recycling Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of recycling water supply, capital improvements, construction inspection, and engineering support to operations and maintenance. Typical duties for the position include but are not limited to:

• Supervises staff including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination, and disciplinary recommendations.Prepares engineering plans, details, project schedule, engineer's cost estimates and specifications.
• Directs the collection and analysis of water quality samples and reviews and interprets the resulting data including preparing recommendations as may be appropriate.
• Prepares, coordinates, and implements consultant, contractor, and laboratory analysis agreements.

• Conducts and/or delegates data analysis, summarizes data with tables and graphs, and prepares reports and/or presentations to explain causes and effects on water quality as required by management.
• Provides direct support and/or oversees provision of direct support to customers as necessary to respond to water quality-related inquiries.
• Maintains and assists in optimizing databases that may include but not limited to water quality database, water quality compliant database, etc.
• Delegates and/or develops programs to maintain full compliance with applicable requirements in water quality, including updating existing plans or creating new plans as necessary to ensure compliance with new water quality regulations.
• Prepares and/or approves reports for compliance purposes that may include but not limited to: California Division of Drinking Water (DDW) Annual Report, Consumer Confidence Report, Public Health Goal Report.
• Represents the City with contractors, consulting firms, DDW, EPA, Regional Water Quality Control Board, and other water quality and environmental regulating bodies, as required, and at public meetings concerning City policy on engineering projects.
• Oversees and prepares plan documents, including but not limited to, Assembling and reviewing plans and specifications for conformance. directs the inspection of major engineering projects, prepares bid documents, solicits bids, facilitates award of contracts, administers the contract, interprets plans and specifications, resolves field problems, gives final inspection, and follows through with acceptance of the project.

Associate Engineer Position at Capital Improvement Program

The Capital Project Delivery section has a wide variety of responsibilities, including preparing and/or reviews designs, improvement plans, condition assessments, feasibility studies, construction estimates, specifications, and contract documents for capital improvement projects that are prepared by subordinates and/or consultants engaged by the City. Typical duties for the position include but are not limited to:

• Manages capital improvement projects from concept development to completion, i.e., overseeing, controlling, and guiding projects.
• Prepares engineering plans, project schedule, engineer's cost estimates and specifications.
• Negotiates, drafts, and manages consultant agreements and/or construction contracts.
• Supervises staff including work prioritization, performance evaluations, training and involvement in hiring and disciplinary processes.
• Oversees the preparation and/or reviews of designs and contracts documents for various of construction projects or engineering related projects.
• Evaluates and coordinates responses for bid documents and construction documents.
• Interprets plans and specifications, resolving field problems, conducting inspection, and facilitate project acceptance procedures.
• Collaborates with construction inspectors and attends field meetings regarding problems in the field during the construction.

The annual salary range for Community Service Officer I is $81,316.32 - $104,154.48. The annual salary range for Community Service Officer II is $92,026.68 - $117,321.24. This position will be filled at or near the minimum of the salary range.

Minimum Requirements
• Graduation from high school or possession of a GED; and
 • Three (3) years of full-time paid or volunteer work experience involving considerable contact with the general public
 
Desirable Qualifications
• One (1) year of the required three (3) years of experience within a law enforcement agency, the U.S. Armed Forces, or a related agency.
 

Acceptable Substitution:

License/Certifications: 
Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.
 
Other Requirements:  
• Applicants will be required to pass a City background investigation, which will include fingerprinting and polygraph and psychological screening
 • Will be required to have successfully completed polygraph screening prior to assignment to the Property and Evidence Room
 • Will be required to pass state and county mandated tests, which may include Criminal Justice Information Control/2 and Department of Justice/National Crime Information Center
 • May be required to work unusual hours, alternate schedules, or shifts
 • May be considered to be on-call for emergency response at all times while on duty, including during lunch and break periods
 • Must be able to perform all of the essential functions of the job assignment

THE POSITION: 
This position inspects plans or buildings and construction for compliance with structural building codes, laws and ordinances and provides training and working lead assistance to other inspectors on structural matters as required.

The mission of the Development Services Department is to help manage the future development of Hayward, in order to assure the economic and environmental health of the community and a high quality of life for its residents, protect the health and safety of the community through building inspection and enforcement of codes and standards, and provide new housing opportunities for the residents of the City.
 
You are: 
The ideal candidate will have thorough knowledge of the California Building Codes, CalGreen Code and related codes and regulations, including the methods, materials, techniques and practices employed in building inspection industry. Additionally, the ideal candidate will have working knowledge of the principles and practices of organization, administration, the ability to manage complex projects through inspection skills; and organization and functions of the various trades, agencies and organizations involved in the construction process, in addition to being an outstanding person, who aspires to excellence in customer service and is a committed team player.

•  Building, housing, plumbing, mechanical and electrical codes with specialized knowledge of materials and standards to be applied in structural inspections.

• Perform the physical aspects of a field inspection.
• Effectively train and provide working lead assistance to building inspectors.
• Deal effectively, tactfully and professionally with co-workers, the general public, architects and engineers.
• Read and interpret building plans and specifications and enforce their application.
• Prepare clear and concise written reports.
• Research and study building codes, laws and ordinances.
• Perform moderate to heavy amounts of paper work.
• Work independently with minimal or no supervision.

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:  
Four (4) years of experience dealing with code compliance considerations related to the structural elements of buildings.
OR
Two (2) years structural inspection experience involving major commercial or industrial installations.  

Education: 
Equivalent to completion of the twelfth grade.                          
 
License:  
Possession of a Class C California Drivers License.

ICBO (International Conference of Building Officials) Certification as a structural and/or combination inspector is highly desirable, but not required.
