The San Jose Fire Department is currently seeking to fill one ( 1 ) full-time Analyst I/II vacanc y in the Office of the Fire Chief (OFC).

Salary range ( s ) for this classification is/ are:
• Analyst I: $85,525.44 - $103,958.40
• Analyst II: $93,344.16 - $113,436.96

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

T he Analyst I/II is an onsite position l ocated at Fire Administration in the Office of the Fire Chief (OFC) which reports directly to the Safety Program Manager. The OFC oversees and supports all organizational divisions including five distinct bureaus: Administrative Services, Support Services, Fire Prevention, Emergency Medical Services and Training, and Field Operations; and the Fire Communications Division. The Safety Program Manager oversees the Department's Injury and Illness Prevention Program (IIPP), Workers' Compensation, Health and Wellness and supports the Critical Incident Stress Management (CISM) Team.

The Analyst I/II position will primarily oversee the Workers' Compensation functions, acting as the liaison between injured employees, the Department, and the Workers' Compensation third-party administrator. In addition to Workers' Compensation, the Analyst I/ II is responsible fo r supporting other critical administrative functions as assigned.

Specific responsibilities include but are not limited to the following:
• Ensure Workers' Compensation claims are submitted within required timelines and act as the Department Liaison to the City's third-party Workers' Compensation administrator.
• Maintain contact with injured employees, ensure the Department has current, updated work statuses for each employee and update the Department's internal staffing tool to ensure employee work statuses are accurately reflected.
• Coordinate the return of employees to work in either a modified duty or regular duty capacity with all involved Department bureaus.
• Act as the Department Liaison with the City's Disability Retirement Committee and Human Resources Workers' Compensation Division, including attendance at monthly meetings.
• Maintain internal recordkeeping and spreadsheets for Supervisor's Accident Investigation Reports (SAIR), Annual Physicals, OSHA 300A Logs, Conversion Sheets for compliance of pay period hours, and Modified Duty and Disability statuses as well as manage personnel records and retention schedules.

About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

The ideal candidate is a self-starter who works independently with some supervision; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Beneficial skills for this position would include experience using computer-based and/or other systems such as GIS for management and analysis of data regarding Midpen lands, facilities, natural and cultural resources, as well as experience in Diversity, Equity and Inclusion and tribal relations.

Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Midpen offers a hybrid office/telecommute work schedule for this position, which includes a 9/80 schedule.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  Equivalent to graduation from an accredited four-year college or university with major coursework in urban or regional planning, environmental planning or design, environmental sciences, landscape architecture or a related field, and at least three (3) years of increasingly responsible experience with five (5) years desired in project management (design, planning or environmental review projects), preferably in parks, open space or related field, including at least one (1) year of direct supervisory and administrative responsibility (which can include management of consultant team). 

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

PUBLIC SAFETY OFFICER ACADEMY ATTENDEE/GRADUATE
Typical placement is made at the first step of the salary range 
 

• Upon successful completion of the Public Safety Officer Academy Attendee/Graduate requirements, incumbents promote to Public Safety Officer I ($117,913 - $136,499).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($124,775 - $155,457 annually).
• This position has an excellent benefit package, including 2.7% at 57 retirement plan.

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.

The City of Sunnyvale invites applications for the Public Safety Officer - In Training. The position of Public Safety Officer-In Training is a non-sworn, training classification while incumbents are attending the police and fire academies. Upon successful completion of the police academy, incumbents will be promoted to the sworn, training position of Public Safety Officer I. Upon successful completion of all required training, incumbents will be promoted to the sworn position of Public Safety Officer II.
