The Position:
Community Service Officer I
The Community Service Officer I is an entry-level position assigned to the Field Operations Division of the Police Department. The successful incumbent will provide support to sworn Police Officers and departmental operations.
 
Community Service Officer II
The Community Service Officer II is a journey level position which provides a broader range of responsibility and requires a higher level of experience and training. The successful incumbent will provide support to sworn Police Officers and departmental operations and has the ability to work independently and exercise judgment and initiative.

The annual salary range for Community Service Officer I is $81,316.32 - $104,154.48. The annual salary range for Community Service Officer II is $92,026.68 - $117,321.24. This position will be filled at or near the minimum of the salary range.

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. CLIENT SUPPORT SPECIALIST I/II

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. Under close supervision, Police Data Specialists learn to perform specialized technical work utilizing automated law enforcement information systems that lend support to sworn personnel and other department members. Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. O.S.S.D. operates 24 hours per day, 7 days per week.

The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. Those who pass probation receive a pass/fail proficiency examination. Upon passing the examination, incumbents will be promoted to the position of Police Data Specialist II.

The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

The Enterprise GIS team operates out of the Department of Public Works but works across the City to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The City has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The City has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1000 feature classes, and integrations with dozens of business systems. This GIS ISA position will function as a Geocortex/ VertiGIS developer and will be primarily responsible for managing the VertiGIS environment and developing mapping applications and workflows within VertiGIS Studio .

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires strong technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and Geocortex Essentials/ VertiGIS Studio is required .

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide. Key responsibilities and duties may include but are not limited to the following:

• Administer and manage the VertiGIS Studio environment, including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation.
• Configure new mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.
• Develop customizations to VertiGIS Studio applications as needed to extend out-of-the-box functionality. Customizations may include JavaScript components within the application or custom workflow activities.
• Upgrade/rebuild existing Geocortex Essentials 4.x sites/viewers, workflows, reports, and print templates or ArcGIS Web Application Builder (WAB) applications on the VertiGIS Studio 5.x platform.

• Meet with business owners and end users to gather and document requirements and prepare and present solution design. Design, build, and deploy mapping applications and/or enhancements. Provide documentation, training, and support to end users.
• Establish and document best practices and standards for VertiGIS Studio applications and components and provide training/support to other City GIS staff looking to leverage VertiGIS Studio.
• Assist with administration of the City's ArcGIS Enterprise (ArcGIS Server and Portal) environments and enterprise geodatabases, and support other Enterprise GIS projects and initiatives as needed.

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated .

About the Position:  The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education.  The individual will be responsible for developing a similar report for Measure AA impact.  As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM).  The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014.  The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development.  The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations. Silicon Valley Power (SVP) is a not-for-profit electric municipal utility of Santa Clara, CA, serving residents and businesses for over 120 years. SVP provides power to nearly 55,000 customers, at rates 25 to 48 percent below neighboring communities. SVP is the only full service, vertically integrated publicly owned utility in Silicon Valley owning generation, transmission and distribution assets. The position in Utility Operations will be responsible for managing and performing work related to Protection Engineering, Communications Engineering, and Operations Support Engineering (Fault and Outage analysis) along with supporting operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities.  This position manages the team responsible for Communications Engineering, Protection Engineering and Operations Support Engineering. 

 

A successful candidate will have at least five years of experience related to the electric utility engineering field and be able to demonstrate the ability to work well with management, industry professionals, administrative support, and our customers.   This is an exciting opportunity to lead positive change for our residents of the City of Santa Clara

Under general direction:

• Plan, develop, coordinate, perform, and direct activities of assigned work area relating to planning, engineering, design construction, operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities

• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements
• Conduct evaluation of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers
• Confer with and assist in the development of long-range plans, goals and objectives, and budgets
• Manage, schedule and evaluate the work assigned staff, and develop processes designed to support a continuous learning environment
• Analyze assigned work area to determine the most efficient and effective assignment of staff
• Make specialized technical studies and/or investigations
• Prepare complete and comprehensive oral and written reports and make recommendations on engineering and related issues
• Prepare the budget, recommend allocation funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services
• Administer and assist in the staffing, administrative and financial matters of the department
• May act as the Assistant Director of Electric Utility in his/her absence

Minimum Qualifications

EDUCATION AND EXPERIENCE:

• Education and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in electrical, mechanical, civil or other related field of engineering
• Five (5) years of increasingly responsible experience in electric utility engineering work
• Candidates from a non-accredited college or university must demonstrate educational equivalency by registration as a professional electrical, mechanical or civil engineer in the State of California

Possible Substitutions:
 

• A Master's Degree in electrical, mechanical or civil engineering, or business or public administration from an accredited college may be substituted for one year of experience

REGISTRATION:
 

• Possession of a certificate of registration as a Professional Engineer in the State of California is required

LICENSE(S):
 

• Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment

• Must be able to perform all of the essential functions of the job assignment
• May be required to work unusual hours in emergency situations
