The Community Development Department is seeking enthusiastic and customer-service oriented candidates for the position of Permit Technician.

Under general supervision, the Permit Technician will perform specialized work associated with the processing of building permits and clerical work involving a substantial degree of judgment and initiative; and to do related work as required. This class is assigned to the Building Inspection Division of the Community Development Department.

Typical Duties include, but are not limited to:

• Receives and processes permit applications; 
• Review plans received for completeness and inclusion of required attachments; 
• Calculates permit fees; 
• Distributes plans for checking; 
• Prepares and issues applicable permits and notices in accordance with established procedures; 
• Creates and updates log books; 
• Inputs letters, reports, forms' data, and other material; 
• Maintains files and records; 
• Prepares reports including those of a statistical nature; 
• Provides information to interested parties; 
• Processes complex documents to insure completeness and accuracy; 
• Composes correspondence; 
• Prepares applications and forms; 
• Arranges meetings and schedules appointments; and 
• Operates a variety of office equipment, including personal computers.

Educations and Experience: Equivalent to completion of the twelfth grade and three years of experience involving building permit applications and permit issuance. Completion of coursework in construction management or building inspection techniques is desirable. 

Knowledge of: 

• Building terms and codes; 
• Construction practices and materials; 
• Modern office management; 
• Word processing, spreadsheet and database software; 
• Basic mathematics; 
• Correct English usage and spelling; and 
• Records retention systems. 

Ability to: 

• Acquire a thorough knowledge of the policies, regulations and procedures of the Building Inspection Division; 
• Acquire a working knowledge of applicable building codes and regulations; 
• Understand, interpret and explain applicable codes and regulations; 
• Make arithmetical computations; 
• Deal with the public and fellow employees effectively; 
• Prepare statistical reports from available data; 
• Follow verbal and written instructions; 
• Perform specialized clerical and technical work requiring the use of discretion and independent judgment; 
• Input a variety of material on a computer keyboard at a rate that satisfies the needs of the Division. 

Possession of: Possession of a valid, appropriate California Driver's License may be required.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. The City of Sunnyvale is seeking a Building Inspector to provide building construction inspections. Depending on the applicant qualifications, the position will be filled at the appropriate level/salary of either a Building Inspector I or Building Inspector II.

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. Tasks will include, but not be limited to: working with affordable housing developers and community groups to proactively manage affordable housing projects from the earliest stages through completion; underwriting loans for the production, rehabilitation and preservation of affordable rental housing with tax credit and/or tax-exempt bond financing, with a focus on determining feasibility and effect on the City's repayments, risks and policy objectives; reviewing financial statements and proformas for feasibility; managing support staff.

The Chief Building Official  plans, organizes, oversees, coordinates, and manages the staff and operations of plans examination, building inspections, permitting, and related programs.

Education and Experience:

Equivalent to the completion of the twelfth (12th) grade supplemented by specialized courses in building construction principles, practices and techniques and five (5) years of increasingly responsible building inspection experience involving structural, housing, electrical and plumbing inspection work.

Licenses and Certifications:

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of International Code Council (ICC) certification as a Combination Building Inspector.
• Newly hired Chief Building Official will possess a Chief Building Official (CBO) certification within one year.

The ideal candidate will possess a Chief Building Official (CBO) certification, a Plan Check certification, and the Certified Access Specialist (CASp) certification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Director of Community Development will make the hiring decision.

About the Position:  The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education.  The individual will be responsible for developing a similar report for Measure AA impact.  As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM).  The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014.  The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development.  The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations. The City of Redwood City invites applications for Contract Permit System Analyst in the Community Development and Transportation Department 

THE POSITION

The City of Redwood City is seeking a value-driven team player to fill the position of Permit System Analyst in the Community Development Department. This 2-year contract management analyst I/II position will work full-time (40 hours per week) and will report to the Community Development Director or designee.

Typical duties may include, but are not limited to the following:

• Managing the City’s “Community Development” permit system by CentralSquare, including its integration with other systems and applications, such as the City’s financial system (Oracle Fusion Cloud), and plan check software (Bluebeam).
• Providing end-user and content management of the permit system, implementing permit fee changes, workflow changes, and other system modifications.
• Leading the development of new or revised permit system processes and procedures, developing action plans, and leading staff on the testing and implementation of system improvements and modifications.
• Recommending process/customer service improvements, innovative solutions, policy changes and/or major variations from established policy that must be approved by appropriate leadership prior to implementation.
• Providing technical support to permit system end-users and coordinating with the system vendor (CentralSquare) to report and resolve system bugs, and scheduling and implementing system upgrades in coordination with Information Technology staff.
• Creating and maintaining reports utilizing the permit system’s built-in report writer and running queries to analyze permit data and monitor the system’s data integrity.
• Providing staff with permit system training, creating detailed training manuals/guides, and documenting user procedures and workflow processes.
