ABOUT THE POSITION
The City of Gilroy is recruiting an undergraduate or graduate-level City Administration College Intern for the summer of 2024. This internship will provide a significant opportunity to gain experience and exposure and accumulate skills that are used daily in various city government programs that make substantial impacts to the community. These programs are in the areas of the City Clerks office, emergency management, economic development, public information and outreach, and other municipal administration programs and services.
 
The City Administration Intern will perform a variety of functions under the direction of the City Administrator and supervision of the Assistant to the City Administrator.

VOLUNTEER WORK SCHEDULE 
Internships can start as early as May 31, 2024 and end as late as September 30, 2024. 
 
This paid internship is offered at 15 - 25 hours per week with flexible scheduling. The selected Intern may request a schedule of their choice during standard work hours as described below. The office start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between 8:00am – 5:00pm.

DESCRIPTION/RESPONSIBILITIES:
The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. SJFD is a high-volume, high-performance, all-risk Fire Department that protects approximately 200 square miles including, residential, commercial, high-rise, wildland interface areas, and a number of high-hazard occupancies. The San Jose Fire Department is currently seeking to fill one ( 1 ) full-time Analyst I/II vacanc y in the Office of the Fire Chief (OFC).

Salary range ( s ) for this classification is/ are:
• Analyst I: $85,525.44 - $103,958.40
• Analyst II: $93,344.16 - $113,436.96

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

T he Analyst I/II is an onsite position l ocated at Fire Administration in the Office of the Fire Chief (OFC) which reports directly to the Safety Program Manager. The OFC oversees and supports all organizational divisions including five distinct bureaus: Administrative Services, Support Services, Fire Prevention, Emergency Medical Services and Training, and Field Operations; and the Fire Communications Division. The Safety Program Manager oversees the Department's Injury and Illness Prevention Program (IIPP), Workers' Compensation, Health and Wellness and supports the Critical Incident Stress Management (CISM) Team.

The Analyst I/II position will primarily oversee the Workers' Compensation functions, acting as the liaison between injured employees, the Department, and the Workers' Compensation third-party administrator. In addition to Workers' Compensation, the Analyst I/ II is responsible fo r supporting other critical administrative functions as assigned.

Specific responsibilities include but are not limited to the following:
• Ensure Workers' Compensation claims are submitted within required timelines and act as the Department Liaison to the City's third-party Workers' Compensation administrator.
• Maintain contact with injured employees, ensure the Department has current, updated work statuses for each employee and update the Department's internal staffing tool to ensure employee work statuses are accurately reflected.
• Coordinate the return of employees to work in either a modified duty or regular duty capacity with all involved Department bureaus.
• Act as the Department Liaison with the City's Disability Retirement Committee and Human Resources Workers' Compensation Division, including attendance at monthly meetings.
• Maintain internal recordkeeping and spreadsheets for Supervisor's Accident Investigation Reports (SAIR), Annual Physicals, OSHA 300A Logs, Conversion Sheets for compliance of pay period hours, and Modified Duty and Disability statuses as well as manage personnel records and retention schedules.

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Housing Department is committed to creating and supporting a diverse work environment with a staff that values inclusion.

The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. Tasks will include, but not be limited to: working with affordable housing developers and community groups to proactively manage affordable housing projects from the earliest stages through completion; underwriting loans for the production, rehabilitation and preservation of affordable rental housing with tax credit and/or tax-exempt bond financing, with a focus on determining feasibility and effect on the City's repayments, risks and policy objectives; reviewing financial statements and proformas for feasibility; managing support staff.

The ideal candidate for this position will be comfortable working in a diverse environment and have extensive experience at a management level in banking, lending or real estate development with a strong underwriting, loan servicing and regulatory compliance background. Midpeninsula Regional Open Space District (Midpen) is recruiting for a new Management Analyst II position in the General Manager’s office who will participate in the county-wide Management Fellowship Program.  Midpen participates in a county-wide Management Fellowship Program offered by the County of San Mateo, which is designed to attract top talent from graduate schools to commit to meaningful and value-driven work in local government.  The fellowship program also creates a channel into future leadership opportunities within agencies like Midpen. The individual selected for the Management Analyst II position will serve as a Management Fellow in this unique program, which is designed for recent postgraduate candidates, as well as current Master’s Program students, with the expected graduation date of June 2024. About the Position:  The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education.  The individual will be responsible for developing a similar report for Measure AA impact.  As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM).  The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014.  The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development.  The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations. Education and Experience:

Recent completion of a Master’s degree or currently pursuing a master’s degree in Business Administration, Public Administration, Regional Planning, Environmental Management, Environmental Policy or Organizational Development is highly desirable.  

Licenses & Certifications Required:   Possession of a valid California Driver’s License.
