ABOUT THE POSITION
The Gilroy Police Department is actively seeking an undergraduate-level or graduate- level Police Administration College Intern to assist police officers and other professional staff in various divisions. The intern will perform general clerical duties related to crime analysis, youth task form and gang prevention, public safety communication, community outreach, handle confidential information, and assist with other police related projects and assignments. The Police Administration Intern will also engage and interact with the community at various local community events.

The Police Intern will work under the direction of a Police Sergeant and/or Police Captain to help streamline the needs of the multiple units in the Police Department.

VOLUNTEER WORK SCHEDULE 
Internships can start as early as May 31, 2024 and end as late as September 30, 2024. 
 
This paid internship is offered at 20 – 25 hours per week with flexible scheduling. Interns may request a schedule of their choice during standard work hours as described below. 
 
The office start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between 8:00am – 5:00pm.

EXAMPLES OF DUTIES

• Assisting police officers and other professional staff within Police Department. 
• Prepare and produce 911 audio recordings.
• Communicating and Interacting with the community.  
• Participating in the planning of community events.  
• Develop excel spreadsheets for department permitting programs.
• Assist with other Police Department related projects and events. 

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Housing Department is committed to creating and supporting a diverse work environment with a staff that values inclusion.

The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. Tasks will include, but not be limited to: working with affordable housing developers and community groups to proactively manage affordable housing projects from the earliest stages through completion; underwriting loans for the production, rehabilitation and preservation of affordable rental housing with tax credit and/or tax-exempt bond financing, with a focus on determining feasibility and effect on the City's repayments, risks and policy objectives; reviewing financial statements and proformas for feasibility; managing support staff.

Midpeninsula Regional Open Space District (Midpen) is recruiting for a new Management Analyst II position in the General Manager’s office who will participate in the county-wide Management Fellowship Program.  Midpen participates in a county-wide Management Fellowship Program offered by the County of San Mateo, which is designed to attract top talent from graduate schools to commit to meaningful and value-driven work in local government.  The fellowship program also creates a channel into future leadership opportunities within agencies like Midpen. About the Position:  The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education.  The individual will be responsible for developing a similar report for Measure AA impact.  As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM).  The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014.  The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development.  The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations. The City of Sunnyvale is seeking to fill the position of Public Safety Dispatcher with an energetic and highly motivated individual who possesses excellent customer service, technical and interpersonal skills.

 
Under general supervision of the Senior Public Safety Dispatcher, processes emergency and non-emergency calls for service; dispatches police, fire, medical, rescue, animal control or other emergency equipment, by telephone or radio, utilizing complex technical aids, such as computer aided dispatch systems (CAD); and performs related work as required.

The minimum qualifications required for this position are - Graduation from high school or tested equivalent; and Two years of experience dispatching police and/or fire services for a public safety agency utilizing contemporary dispatching technical tools, including computer aided dispatching systems; or successful completion of probation as a Public Safety Dispatcher-in-Training with the City of Sunnyvale.

About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

The ideal candidate is a self-starter who works independently with some supervision; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Midpen offers a hybrid office/telecommute work schedule for this position, which includes a 9/80 schedule.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. The Position:

Typical Duties:

Under general direction, duties may include, but are not limited to:
• Screens and recommends the selection of operations personnel; 
• Deals effectively with a wide range of personnel matters;
• Assists in the preparation of the annual budget for Communications Operations;
• Supervises operations personnel;
• Prepares statistical data;
• Conducts and oversees training programs for operations personnel;
• Performs liaison duties with other City departments;
• Coordinates emergency operations between various departmental personnel and equipment;
• Operates computer equipment for information essential to the operation of the department;
• Acts as the custodian of record for retention of recorded data;
• Maintains statistical information and other necessary data;
• Investigates and resolves complaints received from the public, user departments and other agencies;
• Counsels employees when appropriate; and
• Performs related duties as required for the position, including dispatching in times of emergency or when needed.

 

Minimum Qualifications:

EDUCATION AND EXPERIENCE
• Equivalent to graduation from high school and thirty (30) semester units of college level work with an emphasis in public safety, supervision and management, public administration or related subjects; and
• Five years' experience dispatching in the public safety field, at least two (2) years of which having been at the supervisory level.
Possible Substitutions:
• Administrative or supervisory experience in a public safety department may be substituted for the dispatching experience on a year for year basis.

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

SPECIAL CONDITIONS
• Willing to respond to callback in case of major emergencies or local disasters;
• Willing to work Saturdays and odd, irregular and unusual hours;
• Will be required to pass a City background investigation, which will include fingerprinting, polygraph and/or psychological testing; and
• Must be able to perform all of the essential functions of the job.

The Position 

Silicon Valley Power (SVP) is seeking a dynamic, engaging, and highly qualified professional for one (1) management position of Principal Electric Utility Engineer in our Utility Operations Division. 

 

The position in Utility Operations will be responsible for managing and performing work related to Protection Engineering, Communications Engineering, and Operations Support Engineering (Fault and Outage analysis) along with supporting operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities.  This position manages the team responsible for Communications Engineering, Protection Engineering and Operations Support Engineering.

Typical Duties

Duties include, but are not limited to the following:

Under general direction:

• Plan, develop, coordinate, perform, and direct activities of assigned work area relating to planning, engineering, design construction, operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities
• Provide recommendations on a broad spectrum of related issues
• Manage assigned staff, provide technical instructions and assistance as necessary
• Develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws
• May be responsible for directing the activities of consultants and contractors
• Act as a mentor to staff and provide them with leadership, training, direction and support
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects
• Represent the City at industry meetings, management groups, professional organizations, and other meetings
• Make periodic and special reports, which describe the current activities and prepare reports, including findings and recommendations, as required
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements
• Conduct evaluation of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers
• Confer with and assist in the development of long-range plans, goals and objectives, and budgets
• Manage, schedule and evaluate the work assigned staff, and develop processes designed to support a continuous learning environment
• Analyze assigned work area to determine the most efficient and effective assignment of staff
• Make specialized technical studies and/or investigations
• Prepare complete and comprehensive oral and written reports and make recommendations on engineering and related issues
• Prepare the budget, recommend allocation funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services
• Administer and assist in the staffing, administrative and financial matters of the department
• May act as the Assistant Director of Electric Utility in his/her absence
• Perform other related duties as assigned

Minimum Qualifications

EDUCATION AND EXPERIENCE:

• Education and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in electrical, mechanical, civil or other related field of engineering
• Five (5) years of increasingly responsible experience in electric utility engineering work
• Candidates from a non-accredited college or university must demonstrate educational equivalency by registration as a professional electrical, mechanical or civil engineer in the State of California

Possible Substitutions:
 

• A Master's Degree in electrical, mechanical or civil engineering, or business or public administration from an accredited college may be substituted for one year of experience

REGISTRATION:
 

• Possession of a certificate of registration as a Professional Engineer in the State of California is required

LICENSE(S):
 

• Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment

OTHER REQUIREMENTS:

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.  

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS

The Office of Mayor Matt Mahan is recruiting for a Council Policy & Legislative Director, seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, making recommendations, and developing action plans for meeting the Mayor’s policy objectives. Policy areas of focus may include public safety, housing, homelessness, environment, neighborhood quality of life, land use, or economic development.

The total salary range for the Council Policy & Legislative Director is $68,619.98 - $109,791.76. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.

Responsibilities for the position may include, but are not limited to the following:

• • Develop and maintain positive working relationships with City Council offices, City departments, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office.
  • Coordinate projects citywide with City administration.
  • Lead initiatives within an assigned policy portfolio. Drive policy priorities through government and legislative process. Research best practices on assigned policy portfolio.
  • Gather background information relative to issues pending before the City Council.
