ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. The Environmental Programs Manager is poised to make significant contributions to a variety of environmental programs that require management, coordination, and compliance. For example, the EPM will work closely with Gilroy’s current waste collection contractor to implement the various community programs related to recycling, composting, and other waste reduction which requires significant community outreach and education.  

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

About the Position:  This position requires the ability to maintain a high level of accuracy, integrity, and confidentiality.

The Accounting Technician performs a variety of routine to complex administrative and technical duties related to payroll and other accounting support duties. Top candidates have experience working with financial systems, with the ability to quickly learn and adapt to new technology and information systems.

Duties include, but are not limited to:

• accounts receivable/payable,
• review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records,
• verify, post, and record a variety of financial transactions; prepare and maintain databases,
• maintain a variety of ledgers, registers, and journals according to established accounting policies and procedures; reconcile transactions and account statements; record changes and resolve differences; maintain the accuracy of accounting and financial records,
• report generation,
• produce journal entries to post payments to the general ledger,
• accurately prepare employee and vendor payments for retirement and other benefits; submits reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.

Education and Experience:  any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in accounting or finance, and
• three (3) years in the maintenance of financial and accounting records
• experience in public sector finance, with the knowledge of principles of governmental financial recordkeeping and bookkeeping, is highly desired.

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. Tasks will include, but not be limited to: working with affordable housing developers and community groups to proactively manage affordable housing projects from the earliest stages through completion; underwriting loans for the production, rehabilitation and preservation of affordable rental housing with tax credit and/or tax-exempt bond financing, with a focus on determining feasibility and effect on the City's repayments, risks and policy objectives; reviewing financial statements and proformas for feasibility; managing support staff.

Midpeninsula Regional Open Space District (Midpen) is recruiting for a new Management Analyst II position in the General Manager’s office who will participate in the county-wide Management Fellowship Program.  Midpen participates in a county-wide Management Fellowship Program offered by the County of San Mateo, which is designed to attract top talent from graduate schools to commit to meaningful and value-driven work in local government.  The fellowship program also creates a channel into future leadership opportunities within agencies like Midpen. The individual selected for the Management Analyst II position will serve as a Management Fellow in this unique program, which is designed for recent postgraduate candidates, as well as current Master’s Program students, with the expected graduation date of June 2024. The start date for this position is early July 2024.

About the Position:  The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education.  The individual will be responsible for developing a similar report for Measure AA impact.  As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM).  The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014.  The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development.  The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations.
