ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. The Environmental Programs Manager is poised to make significant contributions to a variety of environmental programs that require management, coordination, and compliance. For example, the EPM will work closely with Gilroy’s current waste collection contractor to implement the various community programs related to recycling, composting, and other waste reduction which requires significant community outreach and education.  

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

This position will work part-time (up to 4 days/30 hours per week) with department staff on special projects and move forward the mission of San Rafael to support the community members we serve.

Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.
• Conducting research and analysis of federal, state and local laws related to DPW engineering projects.
• Compiling information, preparing documents and public education materials for community members and stakeholders on DPW projects.
• Participating in city-wide projects in which DPW public works programs and activities.
• Other duties as assigned.

Qualifications:

• Graduated or currently enrolled in the 3rd year of a Bachelor’s degree program or higher in an Engineering, Business, Public Administration, Environmental Science, or related program.
• Ability to multitask and stay organized.
• Proficient computer efficiency, including familiarity with Microsoft Word and Excel.
• Ability to demonstrate characteristics of listening, flexibility, follow-through, problem solving, community-orientation, and identifying “win-win” solutions.

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. Tasks will include, but not be limited to: working with affordable housing developers and community groups to proactively manage affordable housing projects from the earliest stages through completion; underwriting loans for the production, rehabilitation and preservation of affordable rental housing with tax credit and/or tax-exempt bond financing, with a focus on determining feasibility and effect on the City's repayments, risks and policy objectives; reviewing financial statements and proformas for feasibility; managing support staff.

Midpeninsula Regional Open Space District (Midpen) is recruiting for a new Management Analyst II position in the General Manager’s office who will participate in the county-wide Management Fellowship Program.  Midpen participates in a county-wide Management Fellowship Program offered by the County of San Mateo, which is designed to attract top talent from graduate schools to commit to meaningful and value-driven work in local government.  The fellowship program also creates a channel into future leadership opportunities within agencies like Midpen. About the Position:  The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education.  The individual will be responsible for developing a similar report for Measure AA impact.  As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM).  The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014.  The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development.  The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations. Position Summary

Under the general direction of the Director of Engineering and Maintenance, the Ferry Project Engineer will act as marine technical resources for issues related to Golden Gate Ferry Fleet. This position will be assigned to high-dollar complex vessel projects that require complicated processes, such as but not limited to, developing and/or overseeing the preparation of specifications, drawings, and procurement documents necessary to advertise, proceed to competitive bid, and manage the project through completion.   

 

This position will liaise with regulatory and classification bodies; administer vessel technical information; provide project management and engineering support for maintenance; repair activities; regulatory and vetting inspections and capital improvements.

 

Essential Responsibilities

 

• Works with the Director to inspect Ferry Division assets to develop capital improvement plans and   dry dock schedules.
• Conducts research on relevant regulatory issues and support development of compliance plans.
• Manages sub-contractors working on Ferry Division assets within schedule and budget constraints.    
• Responsible for working with the Director and the procurement staff to ensure all sub­ contracting and materials are procured as per the District guidelines.
• Performs quality control inspections of all maintenance work, subcontractor and shipyard work. Subcontractor and shipyard quality control shall be a shared responsibility with the Director at the direction of the Director.
• Consistent with industry practices and mechanics safety manual, ensures that all maintenance work is completed following established safe working practices working utilizing the proper PPE for all mechanics and subcontractors. 
• Closely manages and keeps both the Director of Maintenance and Operations Department apprised of all situations that affect a vessel’s usage. Any deficiency that could possibly be deemed a “no sail items by the United States Coast Guard (USCG) shall be closely managed with all involved parties updated as required to have the least impact on operations. 
• In conjunction with the Director, determines when and where vessels will be removed from service so that work can be scheduled accordingly.
• Leads efforts to ensure engineering documentation is current, accurate, accessible and organized.
• Adheres to the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance is required

 

 

Minimum Qualifications

 

Education and/or Experience: 

• Bachelor’s Degree in Marine Engineering and/or Naval Architecture.
• Minimum of five (5) years of recent, full-time experience in the marine industry.
• Experience with USCG and various State regulations.
• Experience with CFR's with emphasis on Title 46, Subchapter K.

 

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record.

              

Physical Requirement:  

This position should be available for immediate callout situations 24 hours a day, 7 days a week as required to support operations. Also, should have the ability to travel domestically on an immediate notice possibly for extended periods of time. Requires frequent and extensive physical activities such as lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Working inside and outside in all weather conditions. Work around fumes, odors and dust in an occasionally high noise level environment. Ability to wear a respirator.
