POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

THE POSITION

The City of Rocklin is looking for a seasoned IT professional with a passion for leading teams, driving innovation, and transforming City services through technology. The IT Manager will play a pivotal role in shaping and executing the City's strategies and ensuring alignment with the City's mission and objectives. This position will oversee and mentor a team of skilled IT professionals, fostering a collaborative and high-performing culture, but also actively participating in the day-to-day operational tasks and responsibilities of the team.

The IT Manager will be responsible for the following upcoming projects:

An example of duties are:

MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. THE POSITION

This position is focused on coordinating and monitoring information technology operational systems for the City including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas such as applications, operating systems, and database systems. This position has a wide breadth of responsibility and is the backbone for ensuring the City’s technology systems always stay up and running. An example of duties are:

• Performs configuration, modification, testing and implementation of vendor software; develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.
• Assists with the installation of new and existing software; ensures training of staff in the use of new and existing software.
• Conducts systems analysis; develops business and technical requirements; designs functional and technical specifications; writes source code; tests applications.

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.

At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

AND

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology. 

Behavioral Health Clinician II: 

Two (2) years of experience in an out-patient clinic, hospital, child guidance clinic, mental health program, or family agency which included regular psychiatric consultation
