Finance Director

Salary: $12,844.00 - $16,800.16 per month (Dependent Upon Qualifications)
Finance Director: Under administrative direction of the City Manager, to manage a comprehensive financial program for the City; to supervise all municipal accounting, budgeting, purchasing, data processing and risk management functions; and to do other work as directed.
Typical Duties: Plans, organizes, supervises and directs the financial activities of the City including accounting, cash management, bond sales and related matters, investments and risk management; supervises, organizes and leads the preparation of the operating budget for the City and prepares annual revenue estimates; directs the preparation of accounting reports required by law and prepares various financial reports; formulates departmental policy and develops related goals and objectives; analyzes fiscal transactions to assure conformity and compliance with accepted accounting procedures, City procedures and methods, and Municipal, State and Federal regulations; directs and coordinates the processing of City accounting procedures; maintains, analyzes and reconciles all subsidiary and general ledger accounts; directs and reviews financial record keeping activities such as purchasing, fixed assets, and accounts payable; researches, compiles and prepares financial statements and supporting schedules; works with other City staff on accounting and analytical related issues and problems; reviews, evaluates and recommends policies to improve the City's administrative and financial internal control systems and procedures; serves as risk manager for the City, authorizes settlements of claims within prescribed limits; and coordinates the reporting of claims resulting from a declared emergency.
Ability to: Plan, direct, coordinate and review municipal accounting, budgeting, data processing and risk management activities; prepare, verify and analyze complex financial and accounting reports; understand and interpret City, State, and Federal laws pertaining to governmental accounting; examine and verify financial documents and reports; analyze complex problems, evaluate alternatives and implement creative recommendations; establish and maintain effective working relationships with those contacted in the course of work; effectively manage, train and evaluate staff; use independent judgment, within established guidelines, in the course of undertaking assigned responsibilities; communicate effectively both verbally and in writing; ability to regularly talk and hear; frequently sit, stand, walk, use hands and fingers to handle or feel objects, tools or controls, reach with hands and arms; climb or balance; stoop, kneel or crouch; occasionally lift and/or move up to 20 pounds; vision abilities required include close vision, distance, peripheral and depth vision.
Knowledge of: Principles, practices and techniques of governmental accounting, auditing, debt management, budget preparation, investment and financial analysis, revenue forecasting, purchasing, business data processing and risk management; and applicable laws and financial reporting practices regulating municipal financial administration; basic Management Information Systems applications for accounting and bookkeeping functions; and supervisory and office management principles and practices.
Education and Experience: Graduation from college with a degree in Accounting, Finance, Business Administration or closely related field. Five years of increasingly responsible experience in municipal accounting and budgeting, two years of which shall have been at a supervisory level. An advanced degree in a related field or a CPA Certificate is desirable.
Possession of: Valid California Driver's License
