THE POSITION 

Under immediate supervision (Parks Maintenance Worker I) or general supervision (Parks Maintenance Worker II), performs semi-skilled to skilled maintenance, repair, and construction work assigned to the parks division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

Parks Maintenance Worker I: This is the entry level class in the Maintenance Worker series. This class is distinguished from the Maintenance Worker II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Parks Maintenance Worker II: This is the full journey level class within the Maintenance Worker series. This class is distinguished from the Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Perform general electrical, painting, plumbing and carpentry work as needed.
3. Make minor adjustments on service equipment; maintain tools and equipment in working order.
4. Oversee the work of community service workers.
5. Maintain logs of daily activities.
6. Assist in other areas as needed.
7. Perform related duties as required.
8. Inspect park grounds, structures, medians and related facilities for safety, appearance, and vandalism; remove graffiti from park surfaces.
9. Clean and clear park grounds, facilities, structures and playing fields of debris and potentially dangerous conditions; set up park for special events.
10. Plant, mow, prune, and maintain turf, trees, shrubs, and plants; clear sites of weeds.
11. Perform a wide variety of semi-skilled tasks in the construction and repair of park and community facilities.
12. Install, maintain, repair, and program irrigation systems.
13. Operate grounds maintenance equipment as well as a variety of hand and power tools.
14. Apply pesticide, herbicide, and other pest management treatments.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Parks Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

One year of experience in construction or maintenance work is desirable.

License or Certificate:

Possession of a California Class C Driver License.

Possession of a valid forklift certificate within one year of employment.

Parks Maintenance Worker II

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Two years of experience in area of assignment equivalent to the Maintenance Worker I in the City of Ceres.

EXAMINATION PROCESS   Those who meet the employment qualifications and whose strengths and background most closely match the needs of the position will be contacted through the CalOpps email system and invited to an Interview Panel test.  Candidates who achieve a passing score on the Interview Panel will be certified on an Employment List, from which the top 3 scoring candidates will be referred to the hiring department for a final selection interview.

The BeautifySJ Program is a blight reduction, community and neighborhood beautification, and encampment management program within the Community Services Division of the Parks, Recreation, and Neighborhood Services Department. BeautifySJ Programs include, the Graffiti Removal Program, Illegal Dumping Program, Neighborhood Dumpster Day Program, Neighborhood Litter Program, Recreational Vehicle Pollution Prevention Program, Encampment Trash removal Program, Clean Gateways and Cash for Trash Program.

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill two temporary (Overstrength) full-time Community Activity Specialist vacancy in the BeautifySJ Prorgram. The position is currently funded through June 30, 2026. These two (2) Community Activity Specialist who will support the Encampment Management Team with the implementation of the no return/no encampment zone for encampments. In addition to this assignment, these two positions will assist the encampment abatement teams with weekly abatement activities including noticing encampments, referrals to partner departments for outreach, providing education on encampment setback areas. The position daily engagement with those residing in homeless encampments. Those selected for the positions can expect to work in-person, 40 hours per week with a typical in-person schedule of Monday-Friday.

Applicants can also expect at times to work on activities and events and may include evening and weekend work.

The duties of this position will consist of:
 

• Posting encampment abatement notices at encampments
• Engaging with those who reside in homeless encampments to educate them on the "no return zone" and other encampment setbacks
• Working in and near homeless encampment locations
• Pilot and document best practices for a no-encampment zones
• Coordinate with city officials, other City Departments, law enforcement, and service providers to ensure a unified approach to clearing and managing encampments
• Coordinating resources and scheduling workload for efforts including but not limited to Secondary Employment Unit (SEU) requests and scheduling through SJPD outreach service requests to the Housing Department, etc.
• Process reports and data tracking through the Survey123 system

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Shifts vary from 7am - 1am Friday and Saturday

Night and weekend availability is required.

MINIMUM QUALIFICATIONS

• Must be 18 years of age

Six (6) months of volunteer or work experience in the area assigned is highly desirable

Licenses and Certifications

THE POSITION
Join us this summer season for a fun and engaging employment opportunity as a Senior Lifeguard to support the City of Rocklin's upcoming aquatic program and activities taking place at the Rocklin High School pool.

This class is distinguished from the Lifeguard by overall program responsibilities, training and experience. Senior Lifeguards serve as the Lead Lifeguard in providing technical and functional direction over Lifeguards.

Senior Lifeguards play a critical role in ensuring courteous and professional service to all pool attendees, including:

• Providing surveillance of swimmers and guests during City run swim hours. 
• Enforcing rules and regulation of City run aquatic facilities.
• Responding to emergency situations at assigned facilities. Administering and coordinating emergency first aid, as necessary.
• Providing superior customer service to all guests by assisting in a polite and expedient manner.
• Assisting the Parks and Recreation Supervisor with overseeing the safe and proper operation of assigned pool lifeguards. 
• Maintains order with disruptive patrons and exercises crowd control where warranted; refers escalated issues to the Parks and Recreation Supervisor.
• May be assigned other related duties. 

MINIMUM QUALIFICATIONS
One season of experience performing duties similar to that of a Lifeguard. Senior Lifeguard experience is highly desirable.

Must be at least 18 years of age at time of appointment.

REQUIRED LICENSES AND CERTIFICATES

• Possession of a current American Red Cross Lifeguard certificate, or equivalent, by date of appointment.
• Possession of a current American Red Cross CPR/AED certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)
• Possession of a current American Red Cross First Aid certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)

This is a temporary, part-time, at-will classification that assists the Parks and Recreation Department with City aquatic programs and activities. Temporary employees typically work less than twenty-eight (28) hours per week, not to exceed 990 hours in a fiscal year (July 1st through June 30th). The expected duration of the employment is six (6) months or fewer, dependent on the needs of the City. Anticipated scheduling needs are between the hours of 11:30am and 4:30pm.

Temporary employees are not eligible for benefits, excluding those benefits prescribed by law.

Please note: temporary part-time employment with the City of Rocklin is on an 'at-will' basis meaning the City or the employee may terminate employment at any time with or without cause. 

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

Sufficient education to provide the ability to read, write and speak English at a basic level.

To perform a variety of semi-skilled and skilled tasks in the removal of blight from City property.  Positions allocated to this class are expected to perform skilled and complex maintenance including litter, weed, and debris removal duties and to work with third party contractors.

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills and possess the ability to mediate or de-escalate conflict. Candidates should possess an awareness of their surroundings and roadway dangers. They should be willing to work in a variety of conditions exposing them to inclement weather, as well as vehicle traffic. The ability to prioritize work and maintain deadlines would be ideal. ESSENTIAL JOB FUNCTIONS

• Work to complete required duties for the City’s Blight Abatement Team such as removal of graffiti, removal of abandoned camps, litter clean-up, power washing, removal and clean-up of bio-hazards and human waste, removal of fallen leaves and minor landscaping clean-up, as well as assist in the execution and implementation of special events that take place within the City limits.

• Regular, predictable, consistent and timely attendance at City Hall or Police Department is an essential function of the position, in that the employee must be present at work to complete assigned tasks.

OTHER JOB FUNCTIONS

Provide general information to the public, other City departments, and vendors pertaining to area of assignment. Perform preventive maintenance and minor repairs on assigned equipment.  

The work environment is located primarily outdoors and consists of completing tasks involving litter, weed, debris and graffiti removal, painting and biohazard abatement. Additional tasks include cleaning of walkways, street gutters, alleyways, and landscape areas. Conditions range from working outside in all types of weather conditions. Some work will involve hazardous and unsanitary conditions. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without regular direct supervision. Must be able to work under stressful conditions.

Meet stand-by program requirements and serve in a stand-by status after regular working hours and respond to emergency call-outs.  Assist in the preparation of cost estimates, scheduling of work, and employee evaluations.   Requisition of materials and supplies for assigned facilities and projects.   Instruct subordinates in proper work techniques, use of equipment and safety practices and requirements. Work cooperatively with others.  Drive vehicles and equipment as required.  

QUALIFICATIONS

Education:

High School Diploma or equivalent.  

Experience:

One (1) year of experience performing duties comparable to those of a Maintenance

Worker I.

Bilingual:  Knowledge of a second language is beneficial.

License and Certificate:

Required upon hire, possession of valid Class C California Driver's License.

Forklift Certification, First Aid and CPR certifications, is required prior to permanent appointment.

Possession of a valid Class B or Class A California Driver's License is a plus.

Future salary growth includes 4% increase effective July 2024, a 1% increase effective January 2025, a 4% increase in July 2025 and a 1% increase effective January 2026.

Deferred Compensation:

The Department:
The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. 

The Position:
The Recreation Specialist is the highest classification in the Recreation Leader series.  An incumbent in this class possesses technical expertise in a specialty such as cultural arts, physical fitness, drama, older adults, athletics, therapeutics, music, pre school, day camp, teen activities, and youth sports and is responsible for the planning, development, and supervision of a specialized activity phase of recreation programs .  With general policy and departmental philosophy guidance from a supervisor, an incumbent exercises sound independent judgment in the performance of duties. The Recreation Specialist is distinguished from the Recreation Instructor in that the former has an emphasis on developing and supervising large groups of children in specialized recreation activities while the latter is responsible for developing class curriculum and teaching classroom activities.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties

Each position in this classification may not include all the duties listed below, nor do the examples cover all duties that may be performed.
Under direction:
• Plans, initiates, organizes, and supervises an extensive program of recreation activities in an area of expertise
• Investigates, recommends, demonstrates, and explains techniques, procedures, materials, equipment and supplies used in the special activity program
• Prepares program instructions and materials ; develops projects for inclusion in the community wide recreation program
• Receives and reviews reports, suggestions, and complaints from staff and program participants
• Maintains records and accounts of attendance, inventory, financial charges and receipts, personnel, special events, accidents, and other matters requiring systematic recording
• May supervise and train lower-level personnel in the activities comprising the specialty
• Performs other related duties as assigned

 

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• One thousand (1000) hours of experience in recreation leadership at the level of Recreation Leader III in general recreation programs such as day camp, sports, teens, older adults, and theater; and
• Must be at least 18 years of age at time of application

Possible Substitutions
• Completion of sixty (60) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education, or a related field may be substituted for the required experience

LICENSES AND/OR CERTIFICATES
Possession of the following is desirable:
• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment
