The Position:
Community Service Officer I
The Community Service Officer I is an entry-level position assigned to the Field Operations Division of the Police Department. The successful incumbent will provide support to sworn Police Officers and departmental operations.
 
Community Service Officer II
The Community Service Officer II is a journey level position which provides a broader range of responsibility and requires a higher level of experience and training. The successful incumbent will provide support to sworn Police Officers and departmental operations and has the ability to work independently and exercise judgment and initiative.

The annual salary range for Community Service Officer I is $81,316.32 - $104,154.48. The annual salary range for Community Service Officer II is $92,026.68 - $117,321.24. This position will be filled at or near the minimum of the salary range.

THE POSITION
Join us this summer season for a fun and engaging employment opportunity as a Senior Lifeguard to support the City of Rocklin's upcoming aquatic program and activities taking place at the Rocklin High School pool.

This class is distinguished from the Lifeguard by overall program responsibilities, training and experience. Senior Lifeguards serve as the Lead Lifeguard in providing technical and functional direction over Lifeguards.

Senior Lifeguards play a critical role in ensuring courteous and professional service to all pool attendees, including:

• Providing surveillance of swimmers and guests during City run swim hours. 
• Enforcing rules and regulation of City run aquatic facilities.
• Responding to emergency situations at assigned facilities. Administering and coordinating emergency first aid, as necessary.
• Providing superior customer service to all guests by assisting in a polite and expedient manner.
• Assisting the Parks and Recreation Supervisor with overseeing the safe and proper operation of assigned pool lifeguards. 
• Maintains order with disruptive patrons and exercises crowd control where warranted; refers escalated issues to the Parks and Recreation Supervisor.
• May be assigned other related duties. 

MINIMUM QUALIFICATIONS
One season of experience performing duties similar to that of a Lifeguard. Senior Lifeguard experience is highly desirable.

Must be at least 18 years of age at time of appointment.

REQUIRED LICENSES AND CERTIFICATES

• Possession of a current American Red Cross Lifeguard certificate, or equivalent, by date of appointment.
• Possession of a current American Red Cross CPR/AED certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)
• Possession of a current American Red Cross First Aid certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)

This is a temporary, part-time, at-will classification that assists the Parks and Recreation Department with City aquatic programs and activities. Temporary employees typically work less than twenty-eight (28) hours per week, not to exceed 990 hours in a fiscal year (July 1st through June 30th). The expected duration of the employment is six (6) months or fewer, dependent on the needs of the City. Anticipated scheduling needs are between the hours of 11:30am and 4:30pm.

Temporary employees are not eligible for benefits, excluding those benefits prescribed by law.

The City of Dixon is preparing for the 2024 Aquatic season and is recruiting qualified Lifeguard/ Swim Instructor I/II applicants.

Under the direction of the Recreation Supervisor and Senior Lifeguard/Swim Instructor, Lifeguard/Swim Instructor performs a variety of duties to ensure the City of Dixon swimming pool is a safe and enjoyable aquatic facility. Supervises pool patrons, enforces pool rules, performs first aid and emergency rescues, instructs swim lessons, performs cashiering duties, leads recreational activities; performs related and other work as required.

Staff may be expected to work weekends and on fixed holidays.  Those who work on a City Holiday will earn 1 1/2 times their base hourly salary.

We are now hiring part-time Lifeguards and Water Safety Instructors for our aquatics programs!

Located at the McBean Memorial Pool, our Lifeguards and Water Safety Instructors are an essential part of the aquatics recreational programs that we offer our residents.  Be a part of a team that makes teaches important swimming skills and allows everyone to beat the heat and have fun!

We are looking for candidates with qualities such as reliability, creativity, dependability and enthusiasm.  The aquatics programs will require you to work various days, weekends or evenings, but we are flexible with schedules.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in conducting classes at all participant skill levels (beginning through advanced) and supervise the conduct of swimmers in City pool in order to maintain a safe environment. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Perform related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Typical Duties

Duties include but are not limited to the following:
• Under general supervision: patrol designated areas in, by foot, by bicycle, or other means to preserve law and order;

• Enforce parking regulations, issue citations that are in violation of codes;

• Investigate complaints and take appropriate action, which may include the use of deadly or non-deadly force;
• Use sound judgment under adverse, stressful conditions;
• Identify, collect, preserve, process, and book evidence;
• Locate and interview victims and witnesses;
• Work in partnership with the Santa Clara Police Department and the District Attorney's Office to follow through on criminal complaints;
• Apprehend and arrest offenders for crimes committed under federal, state, and local laws and codes;
• Control and mitigate people under the influence of drugs or alcohol or other potentially hostile situations;
• Establish and preserve good relationships with the general public;
• Answer questions from the public concerning local and state laws, procedures, and activities of the department, apply good public relation principals;
• Participate in continuous training required by POST  to enhance law enforcement skills 
• Attend meetings and trainings;
• Prepare a variety of reports including those on activities, operations, arrests made, and unusual incidents observed; prepare investigative reports and case information;
• Testify in courts and at hearings; prepare and present case evidence;
• Escort prisoners to county jail, juvenile hall, or Santa Clara Police Department; and
• Perform other duties as assigned.

 

Minimum Qualifications

EDUCATION AND EXPERIENCE  

• Currently employed as a Full Time or Part Time Peace Officer with a California Law Enforcement Agency; or

• Currently working as a Level I Reserve Police Officer with a California Law Enforcement Agency; or

• Retired as a Full Time Peace Officer with a California Law Enforcement Agency; or two years experience as a Peace Officer with a California Law Enforcement Agency and possession of a valid Basic Certificate issued by the California Commission on Peace Officer Standards and Training.  

LICENSES &/OR CERTIFICATES

• Possession of a valid driver's license is required; 

• Proof of a current Basic or higher certificate issued by the California Commission on Peace Officer Standards and Training (POST) is required at the time of application and for the duration of employment  (Not required for Reserve Police Officers, see below);

• Must have passed Field Training Program with home agency as required by POST;

• Must have passed Probationary Period with home agency;

• The minimum Peace Officer selection standards are set forth in Government Code (GC) Sections 1029, 1031, and 1031.4.  Every California Peace Officer must be: Free from any disqualifications for employment, including felony convictions (GC 1029). Be legally authorized to work in the United States under federal law (GC 1031);

• and at least 21 yrs of age for specified peace officers (GC 1031.4).

• Must maintain current CPR and First Aid Certification.

Reserve Police Officers Must Also Provide: Proof of completion of Level 1 Reserve Peace Officer POST Regular Basic Course (Reserve Police Officers Only).

 

PHYSICAL AND OTHER REQUIREMENTS

• Must be at least 20 years of age at time of application filing and 21 years of age at time of job appointment;

• Must meet and maintain required peace officer employment standards as required by POST;

• Per the California Public Employee Retirement System (CalPERS) "Public Safety Retirees on service retirement may not work more than 960 hours in a fiscal year for all CalPERS employers:;

• Retirees who were medically retired (industrial or non-industrial) should confirm with their retirement plan that accepting employment as a Per Diem Police Officer will not jeopardize their pension;

• Must possess the strength and physical ability necessary to perform the essential functions of the position;

• Must possess hearing, speech, and mental capabilities sufficient to perform all of the essential functions of the position; and

• Must be willing to be fingerprinted and pass a departmental interview, psychological, medical, and background investigation prior to appointment.

 

Vision requirements:  

• Must possess vision including color, night, depth, and peripheral vision sufficient to perform all of the essential functions of the position; and

• Must possess visual acuity of not less than 20/80 vision in each eye uncorrected, and corrected to 20/30 in each eye.

 

EXCEPTION:  Applicants with correction afforded by soft contact lenses are exempt from the minimum uncorrected vision standard of 20/80, provided their corrected vision is 20/30 in each eye.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: 

The employee is regularly exposed to outside weather conditions; extreme cold, extreme heat, potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to crowd noise, music, sirens, firearm training, etc. Incumbents are required to work various shifts, including evenings and weekends, and may be required to travel to attend meetings or court appearances.

 

Physical: 

Primary functions require sufficient physical ability to work in a law enforcement setting; restrain or subdue individuals; walk, stand, sit, bike or run for prolonged periods of time;

occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; requires a sense of touch, finger dexterity, and gripping with hands and fingers;

 

SPECIAL CONDITIONS

• Will be required to work special events.

• Will be required to work odd and unusual hours, including evenings, weekends and holidays.

• Will be required to provide safety equipment (defined as ballistic vest, duty belt, and firearm) approved by the Santa Clara Police Department.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

To perform a variety of semi-skilled and skilled tasks in the removal of blight from City property.  Positions allocated to this class are expected to perform skilled and complex maintenance including litter, weed, and debris removal duties and to work with third party contractors.

The purpose of the recruitment is to fill a current vacancy at the Woodland Police Department, Homeless Outreach Street Team, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills and possess the ability to mediate or de-escalate conflict. Candidates should possess an awareness of their surroundings and roadway dangers. They should be willing to work in a variety of conditions exposing them to inclement weather, as well as vehicle traffic. The ability to prioritize work and maintain deadlines would be ideal. Candidates should possess the ability to foster good working relationships with local business owners and other agencies and be able to work in a fast-paced environment where task completion is paramount.

ESSENTIAL JOB FUNCTIONS

• Work to complete required duties for the City’s Blight Abatement Team such as removal of graffiti, removal of abandoned camps, litter clean-up, power washing, removal and clean-up of bio-hazards and human waste, removal of fallen leaves and minor landscaping clean-up, as well as assist in the execution and implementation of special events that take place within the City limits.
• Work in cooperation with staff from other City departments. 
• Fulfill the tasks assigned to them with attention to detail, speed, and a customer service-oriented attitude.
• Be self-directed in completing tasks and determining the next priority of work. 
• Comply with policies and procedures of the Department’s Illness and Injury Prevention Program.
• Utilize proper safety precautions and set a positive example for others. 
• Perform related duties as assigned.
• Regular, predictable, consistent and timely attendance at City Hall or Police Department is an essential function of the position, in that the employee must be present at work to complete assigned tasks.

OTHER JOB FUNCTIONS

Provide general information to the public, other City departments, and vendors pertaining to area of assignment. Perform preventive maintenance and minor repairs on assigned equipment.  

The work environment is located primarily outdoors and consists of completing tasks involving litter, weed, debris and graffiti removal, painting and biohazard abatement. Additional tasks include cleaning of walkways, street gutters, alleyways, and landscape areas. Conditions range from working outside in all types of weather conditions. Some work will involve hazardous and unsanitary conditions. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without regular direct supervision. Must be able to work under stressful conditions.

Meet stand-by program requirements and serve in a stand-by status after regular working hours and respond to emergency call-outs.  Assist in the preparation of cost estimates, scheduling of work, and employee evaluations.   Requisition of materials and supplies for assigned facilities and projects.   Instruct subordinates in proper work techniques, use of equipment and safety practices and requirements. Work cooperatively with others.  Drive vehicles and equipment as required.  

QUALIFICATIONS

Education:

High School Diploma or equivalent.  

Experience:

One (1) year of experience performing duties comparable to those of a Maintenance

Worker I.

Bilingual:  Knowledge of a second language is beneficial.

License and Certificate:

Required upon hire, possession of valid Class C California Driver's License.

Forklift Certification, First Aid and CPR certifications, is required prior to permanent appointment.

Possession of a valid Class B or Class A California Driver's License is a plus.

$4,804.06 - $6,131.34 /month
$2,217.26 - $2,829.85 /bi-weekly

Future salary growth includes 4% increase effective July 2024, a 1% increase effective January 2025, a 4% increase in July 2025 and a 1% increase effective January 2026.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints. • Actively develops and fosters community partnerships and demonstrates integrity and professionalism within the organization and community.
• Represents the City and the department in a courteous, professional manner.
• Performs related duties as assigned.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.
