ABOUT THE POSITION
The City of Gilroy is recruiting for enthusiastic and energetic Office Assistant I to support our newly established Utilities Department. This is an exciting opportunity to be a part of something groundbreaking for our agency and for the Gilroy community. As an Office Assistant, you will play a pivotal role in the day-to-day operations and be the backbone for all administrative efforts and providing stellar support for the team. The Office Assistant will work under the direct supervision of the Utilities Director and will also assist the Management Analyst with data quality and reporting. The City of San José is recruiting for a Finance Applications Associate IT Manager (Enterprise Principal Technology Analyst) in the Information Technology Department. This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

This position requires leadership skills and the ability to take the initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate should have experience supporting an enterprise-level Finance Enterprise Resource Planning (ERP) system with solid business process knowledge and technical support experience for the General Ledger, Accounts Payable, Account Receivable, Purchasing, Asset Management, Revenue Management, and Revenue Collection modules.

Duties may include but are not limited to:

• Providing technical leadership for the City's enterprise Finance Management System, Revenue Collection System and Reporting System.
• Partnering with business owners and stakeholders to identify high level business and information system requirements and recommending business process/workflow redesign where applicable.
• Leading and coordinating upgrade and enhancement projects for Finance's enterprise applications.
• Prioritizing and managing application development projects to ensure they are delivered on time, within budget, and meet customer expectations.
• Developing technical guidelines and governance framework to ensure best practices are followed.
• Assessing user needs to provide support and proactive service, including analyzing opportunities to use existing tools and workflows.
• Leading the day-to-day activities of advisory engagements for various projects, including process design, package implementation lifecycle support, and project reviews.
• Managing delivery and SLAs by guiding incident resolution, problem management, maintenance, and enhancement tickets escalated by the end users for the portfolio of applications.
• Developing relevant metrics, measuring and publishing the performance of the services provided for continuous improvement activities.
• Ensuring a high level of customer satisfaction for services and products provided.
• Working closely with all other IT management personnel in identifying, evaluating, selecting, and implementing specific information technology to support the business plans and IT strategies.
• Coaching, mentoring, and managing staff to implement, maintain, and support all related software, configurations, and workflows.
• Hands on experience with structured query language, Windows scripting, designing and developing reports using a variety of end user reporting tools, managing applications on Windows environments.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Principal Technology Analyst (EPTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $149,975.28 - $182,626.08

The EPTA classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.

ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. Under close supervision, Police Data Specialists learn to perform specialized technical work utilizing automated law enforcement information systems that lend support to sworn personnel and other department members. Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. O.S.S.D. operates 24 hours per day, 7 days per week.

The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. Those who pass probation receive a pass/fail proficiency examination. Upon passing the examination, incumbents will be promoted to the position of Police Data Specialist II.

The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.

The Information Technology Department’s Development Services Solutions team is seeking qualified candidates to fill the Information System Analyst positions to support the development and maintenance for several Off-The-Shelf (OTS) and custom systems and applications that support operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The ideal candidate must be able to work in a dynamic environment and can effectively perform operational tasks in addition to implement projects.  This is a professional level in the IT professional management IT series and will be expected to act in a supervisory role over Sr. System Application Programmers and System Application Programmers.
