THE POSITION

Under supervision, a Building Inspector I performs detailed inspection of structures for conformance to codes, ordinances, approved plans, calculations, and specification; and other duties as assigned.

Examples of Important and Essential Functions

Field Inspection Functions

Performs building, fire, electrical, plumbing and mechanical inspections of all structures during construction to ensure conformance to City/State codes, ordinances, approved plans, calculations, and specifications, using appropriate safety precautions; checks for setbacks and conformance to zoning regulations; checks signs and fences; investigates complaints; interprets codes, reports violations and hazardous conditions and orders corrections; notifies builders of required changes and makes re- inspections; performs fire prevention inspections and investigations of new and existing structures; and advises the public regarding construction practices and principles.

Administrative Functions

Reviews plans and specifications for the purpose of conducting building inspection work; prepares records, reports and correspondence; utilizes personal computers to perform data entry functions; and may be assigned to assist in the Permit Center, as needed.

The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

EXAMPLES OF DUTIES (illustrative only) for the Transit Planner Assistant/Associate:

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system. 
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Investigate and respond to inquiries and/or requests by members of the public regarding transit system policies, procedures and services.
• Provide minor/general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

*DUTIES EXPECTED TO BE PERFORMED BY THE TRANSIT PLANNER ASSOCIATE

Under general supervision of the Program Coordinator, staff is responsible for planning and implementing daily age-appropriate activities including crafts, games, songs, drama, storytelling, and supervised play.

The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities is:
Equivalent to graduation from high school and experience as specified below.

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

JOB DESCRIPTION

The Tiny Tots Instructor will teach assigned classes of pre-school children ranging in ages from 18 months to 5 years old in enrichment, recreational and educational based programming (Tiny Tots Aide will assist).

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Develop and instruct weekly lesson plans (i.e. art, free play, enrichment, and circle time).
• Supervise preschool age children indoors and outdoors.
• Maintains a variety of program records and prepares reports relevant to program area.
• Ensures that activities run smoothly and according to program objectives and guidelines and general department philosophy.
• Maintain direct communication with parents and families.
• Encourage and support early childhood development.
• Clean tables, floors and play areas when need arises.
• Participate in City sponsored special events which may occur on weekends and/or holidays

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Tiny Tots Supervisor.

MINIMUM QUALIFICATIONS

• Be able to establish and maintain productive working relations with others
• Ability to tactfully and appropriately communicate with preschoolers and parents
• Ability and desire to work with young children
• Must have some knowledge of growth and developmental stages of 3-5 year old children

Tiny Tots Preschool Aide (Activity Specialist II)

• Must be at least 18 years of age and have ECE units, or educational equivalent, or experience caring for children

Tiny Tots Preschool Lead (Activity Specialist III)

• Must have 6 academic units at the junior college level in an Early Childhood Education program and 18 months experience in a recreation or structured child care setting for preschoolers.

The Position

The Building Inspector Specialist (Plumbing) enforces the provisions of the Plumbing codes by inspecting both new projects and additions and alterations to existing residential, commercial and industrial buildings; provides technical expertise and training in an assigned functional area; may be assigned to assist at counter or in development activities; and performs related duties as required.

Examples of Job Duties

- Performs inspections, plan checks, and related duties in the specialized plumbing field of building inspection.
- Investigates unlisted equipment and suspect substandard installations to determine product equivalency.
- Resolves disputes over interpretation and application of building codes.
- Reviews building plans to determine compliance to specialized systems and methods and schedules of inspection.
- Meets with City officials, business representatives and the general public to discuss specialized facets of inspection, including procedures and problems.
- Represents the City at meetings and conferences in a positive, constructive, and complementary manner.
- Reviews and approves building permits.
- Trains staff in assigned building inspection specialty.
- Performs combination building inspection duties.
- Prepares correspondence and reports.
- Maintains building inspection records.
- Utilizes computer for tracking projects, writing and generating reports.
- Other duties as assigned.

Instruct children and adults (primarily 5-12 years of age) in beginning to intermediate sports camps or programs, such as Badminton, Basketball, Baseball, Cricket, Football, Softball, Soccer, Tennis, etc. Class content should provide basic and/or more advanced game mechanics, strategies, and the rules of sports, depending on the student level of skill. Class must emphasize the importance of good sportsmanship and team play. The goal is to have fun and develop a skill.

• Prepare area for specific sport (i.e. setup gym or sports field, assure all equipment is available, etc.)
